    Opis:
    The implicit attitudes, compared to explicit attitudes moderated by social pressure, play a dominant role in everyday interactions with disabled persons. Therefore, the purpose of the paper is to present the development of Implicit Attitudes Test toward Persons with Visual, Intellectual, and Motor Disabilities (IAT-VIMD). It has been developed to compare the favorization vs devaluation tendency towards non-disabled and disabled adults. We applied photographs showing people in everyday situations to assure spontaneous reactions of the respondents. Ninety-two respondents aged 19–22 years took part in the research. The procedure is based on the IAT (Implicit Association Test) index, developed by Greenwald, McGhee, & Schwartz (1998), i.e. the difference in response time to affective compatible vs non-compatible signals. Statistical analysis confirmed the content validity based on the Competent Judges’ agreement as regards the type of disability, the level of visibility and the level of overall life activity of the object. The external validity was verified with The Conditional Respect for Persons with Disabilities Questionnaire (CRPD-Q) by Kurtek (2018). Next the absolute stability of the test was proved. The presented IAT-VIMD meets the psychometric criteria of content and theoretical validity as well as reliability, and has the potential to become a useful measure of implicit attitudes towards adults with visual, motor and intellectual disabilities in various social groups. The discussion points to the test’s limitations and recommendations for future development and use. In particular, a need for further research on the external validity of the test has been emphasized.

    Opis:
    Prawo osób niepełnosprawnych do uczestnictwa w życiu społecznym to m.in. prawo do zatrudnienia i partycypacji w stosunkach pracy. W Polsce nadal jest to prawo nie w pełni realizowane, a ograniczenia w aktywizacji zawodowej tkwią zarówno w systemie, jak i po stronie osób niepełnosprawnych oraz pracodawców. Obecnie w obszarze działań na rzecz osób niepełnosprawnych odstępuje się od modelu medycznego, traktującego osoby niepełnosprawne jako przedmiot oddziaływań instytucji na rzecz podejścia społecznego, uznającego ich prawa i obowiązki na równych z innymi zasadach. Proponowany nowy − aktywny − model polityki społecznej, opartej na prawach obywatelskich, kontrastuje z poprzednim, w którym indeksowano potrzeby (społeczne) osób niepełnosprawnych i wskazywano drogi ich zaspokojenia. Postulat aktywizacji zawodowej osób niepełnosprawnych odnosi się do działań zorientowanych na rynek pracy i wzmacnianie możliwości zatrudnieniowych poszczególnych osób. Aktywna polityka społeczna (APS) nastawiona jest na działania publiczne motywujące jednostki do wejścia i utrzymania się na rynku pracy przez rozwój instrumentów zwiększających zdolność zatrudnieniową osób i obniżanie demotywacyjnej funkcji świadczeń osłonowych (stosowanie tzw. wsparcia warunkowego). Artykuł ma na celu przedstawienie najważniejszych założeń APS w odniesieniu do działań związanych z zatrudnieniem osób niepełnosprawnych, a także przybliża obszar wsparcia tejże grupy z zakresu ekonomii społecznej.
    The rights of persons with disabilities to participate in social life include the right to employment and participation in labor market. In Poland, the law does not fully implemented and restrictions on professional activation are stuck on both the system and on the side of people with disabilities and employers. Currently in the area of activities for disabled persons waived from the medical model which treats people with disabilities as an object interactions institution for the social approach, recognizing their rights and duties on an equal basis with others. The proposed new − active − social policy model, based on civil rights contrasts with the previous one, in which the indexed needs (social) disabled people and pointed the way to satisfy them. The postulate of professional activation of persons with disabilities refers to activities aimed at strengthening labor market and employment opportunities of individuals. Active social policy (APS) is focused on the activities of public incentives for individuals to enter and remain in the labor market through the development of instruments to increase the capacity of employment and reducing demotivating function termination benefits (support conditional). The aim of the article is to present the most important assumptions of the APS in respect of the activities related to the employment of people with disabilities and also analyze support that group in the area of social economy.

    Opis:
    According to the present legal status sheltered workshops may use various forms of public aid supporting employment of disabled persons. Such aid is provided as aid in finding employment within the frame of group exclusions in the form of the de minimis aid. One of the basic forms of aid to sheltered workshops provided on the de minimis grounds is funding tasks connected with rehabilitation of disabled employees (tasks that are profitable for the employer) from the means of the company disabled persons rehabilitation fund that is created from exemptions from paying some taxes and payments. The means cumulated in the fund may be designed to a closely defined aim indicated by the act. Freedom in laying out the means is excluded. Funding professional, social and therapeutic rehabilitation is allowed, including individual rehabilitation programs for disabled persons drawn up by rehabilitation boards appointed by the employers, and insuring disabled persons according to the company regulations of using the means. The fact of providing aid should be confirmed by a certificate of the de minimis aid issued by the proper tax organ, by an organ entitled to collect payments on the basis of separate regulations, or by the subject providing help.
