    Opis:
    Christian Democracy has been very influential political force in postwar Western Europe. Christian Democratic parties (developing into the people’s party) largely shaped the postwar consensus of democratic governance, anty-communism and a moderately interventionist welfare state. They also played a leading role in the creation of European Economic Community and – since the end of Cold War – its subsequent enlargement and transformation into the current European Union. Christian Democracy is fundamental for understanding postwar and post-Cold War European history and politics. This article presents specificity of Christian Democratic parties in the countries of the European Union and highlights some of the particularities and universalities of European Christian Democracy from a comparative and transnational perspectives. Authors (political scientists) examine the phenomenon of European Christian Democratic parties with respect to such issues as genesis of political parties, consociational democracy,'catch-all' party model and the concept of a political center.

    Celem artykułu jest określenie, czy lizboński system podwójnej większości lepiej spełnia kryteria demokratyczności niż system nicejski. By odpowiedzieć na to pytanie, został porównany system nicejski ważenia głosów w Radzie UE z obecnym systemem podwójnej większości. Analiza skupia się na rozważeniu zgodności poszczególnych systemów głosowania z zasadą równoważności głosu. Badanie wykazało, że formalna siła głosu państw jest w systemie nicejskim w większym stopniu proporcjonalna do pierwiastka kwadratowego z ich liczby ludności niż w systemie wprowadzonym w traktacie lizbońskim. Demokratyczność systemu głosowania w UE osłabia także wliczanie do populacji państw członkowskich mieszkańców, którzy nie są jego obywatelami.
    The aim of the paper is to determine whether the Lisbon double majority system better meets the criteria of democraticness than the Nice system. In order to answer this question the voting systems in the Council of the European Union – the Nice system was compared with the current system of double majority. The article analyses the concordance of these voting systems with the principle of equivalence of vote. The research shows that formal voting power in the Nice system is more proportionate to the square root of the number of population than in the Lisbon double majority system. The democraticness of the voting system in the UE was also weakened by including to the population member states inhabitants who are not their citizens.

    Although the obligation to implement international agreements in the internal law (municipal law) is expressly stated in international law, the ways of realising this obligation are not specified. They are left to the discretion of sovereign states whose decisions are made in accordance with the constitutional order. Hence, individual states can adopt a variety of solutions – from those that provide full effectiveness (thus providing full implementation) of agreements on the grounds of internal law to those solutions which allow the national authorities to treat the above mentiond obligation instrumentally (or even manipulatively). The issue, rarely discussed in manuals on treaty law, is extremely important as full and actual use of norms and obligations of such agreements depends chiefly on the effectiveness of an international agreement being implemented internally. Various solutions to this issue relate to both indirect (direct or indirect reception) and direct method of introducing the internal law into national systems. The British, Scandinavian, Italian, and German models propose interesting solutions. It is noteworthy in the Italian system that customary norms of the international alw always have a constitutional dimension, and the level of international agreements depends on the level of the normative transformational act, while their effectiveness depends on ordine di esecuzione. Moreover, the distribution of treaty competences among the state and the regions gives rise to a unique situation. In all cases treaties concluded in or by the European Union have their specificity.

    In the article the specified structure of the financial system of Ukraine, role of state finances in its development, found out the general issues of functioning of public finances of the Ukrainian state, offered ways of their decision. Considerable attention in the article is spared problems and ways of reformation of the tax system of Ukraine.

    Przedmiotem artykułu jest analiza stanowiska Niemiec wobec realizowanej od 2012 r. reformy ustrojowej strefy euro. Pierwsza część artykułu poświecona została procesowi reformy w latach 2012-2015, a następnie od 1 lipca 2015 r. W drugiej części zrekonstruowano debatą publiczną w Niemczech poświęconą realizacji reformy najpierw w latach 2011-2012 (pierwsza faza), potem w latach 2012-2015 (druga faza), a następnie od 1 lipca 2015 r. (trzecia faza). Natomiast w części trzeciej omówiono w sposób syntetyczny – z powodu ograniczonych ram objętościowych tekstu – wpływ rządu RFN na przebieg kryzysu oraz kształt negocjacji legislacyjnych dotyczących zmian ustrojowych w strefie euro.
    The article concentrates on the study of the Germany`s attitude to the system reform of the euro area being implemented since 2012. The first part of the article has been devoted to the reform`s process in the years 2012-2015, and next since July 1st 2015. The second part presents the public debate on the reform`s process being held in Germany in the years 2011-2012 (stage I), the in 2012- 2015 (stage II), and since July 1st 2015 (stage III). The influence of the German government on the crisis` process and the form of legislative negotiations regarding the system changes in the euro area has been discussed at length in the third part.

    Zgodnie z dyspozycjami Traktatu z Lizbony do stosunków zewnętrznych UE zaliczono szereg dziedzin współpracy, w tym działania zewnętrzne UE (wspólną politykę handlową, współpracę na rzecz rozwoju, pomoc humanitarną etc.), wspólną politykę zagraniczną i bezpieczeństwa UE (WPZiB) oraz europejską politykę sąsiedztwa (EPS). Celem artykułu jest charakterystyka mechanizmu podejmowania decyzji w zakresie stosunków zewnętrznych UE oraz wskazanie różnic w tym zakresie i odpowiedź na pytanie, czy pod auspicjami nowych regulacji traktatowych udało się przezwyciężyć istniejący przed reformą lizbońską dualizm w tym zakresie. Podstawą teoretyczną przeprowadzonej analizy jest teoria reżimów międzynarodowych, a zwłaszcza rozwijana w jej ramach teoria reżimów decyzyjnych, które wydają się w tym przypadku szczególnie przydatne. W związku z tym artykuł składa się ze wstępu i zakończenia oraz trzech podrozdziałów. Podrozdział pierwszy to analiza możliwości zastosowania teorii reżimów międzynarodowych i rozwijanej w jej ramach teorii reżimów decyzyjnych do charakterystyki mechanizmu podejmowania decyzji w obszarze stosunków zewnętrznych UE. Podrozdział drugi to analiza mechanizmu podejmowania decyzji w zakresie działań zewnętrznych UE i zewnętrznych aspektów wewnętrznych polityk UE. Podrozdział trzeci to charakterystyka specyfiki mechanizmu podejmowania decyzji w dziedzinie WPZiB UE.
    According to the provisions of the Treaty of Lisbon external relations of the European Union consist of a lot of areas of cooperation: External Action (common commercial policy, humanitarian aid, development cooperation etc.) the Common Foreign and Security Policy (CFSP) and the European Neighbourhood Policy (ENP). The main purpose of an article is an analysis of the decision-making system in the area of external relations of the European Union and differences in this area and answering the question if under the auspices of the new provisions of the treaty the EU is able to overcome dualism in this sphere existing in the period before entry into force of the lisbon reform. The theoretical basis of an analysis is the theory of international regimes and especially the theory of decision regimes. Article consists of introduction, three parts and conclusions. In the first part there is an analysis of the possibilities of using the theory of international regimes and especially the theory of decision regimes towards the description of the decision-making system in the area of external relations of the EU. The second part is the description of the decision-making system in the area of external action and on the external dimension of internal policies of the EU. The third part is the analysis of the decision-making system in the area of the Common Foreign and Security Policy of the EU.
