- According to international obligations the Republic of Poland provides its citizens with the right to have their health protected as stipulated in Article 68 of the Constitution. The way this regulation is constructed points to its general constitutional character as it spells out goals of the State with no indication as to the means of their realisation. The normative nature of Art. 68 is visible in its imperative for public authorities to obey and enforce the right of health protection. Public authority agencies are obliged provide each citizen with equal access to health care services which are subsidised by means of public budget, with special regard to children, pregnant women, the elderly, and the disabled. Every human has a right to have their right protected, yet access to services financed with public money is provided only to the citizens.
