The paper is focused on the analysis of the lessons learned from the genocides in the 20th century for the existing situation in Ukraine. Apart from the short overview of the history behind the term genocide and the adoption of the convention for its prevention and punishment in the post-World War II period, the paper explores the main specifics of the selected genocides (Armenian genocide, the Holocaust, Cambodia, Rwanda, and Yugoslavia). On the basis of the identified specifics, several conclusions and lessons have been drawn, including the expectation that mass atrocities will happen again and that international justice is often slow and deals with a limited number of perpetrators.

The cultural context, where two neighboring Slavic nations are in a state of war and the Russian imperialistic approach has never gone away for good, must be taken seriously into consideration. The international legal analysis of the Russo-Ukrainian war is not enough to truly understand the essence – rationale – of this armed conflict and then to find a solution to how to solve it and punish the perpetrator – the Russian Federation. The arguments gathered here by the author come from her own experience during trips to Russia and Ukraine, as well as military courses facilitation where students are taught that in modern warfighting it becomes more and more valid to change the (Western) lens and begin thinking as the perpetrator does. Only then we are objectively able to see and understand if the atrocities committed by Russian troops in Ukraine bear the hallmarks of a war crime or an act of genocide.

Zum Thema der religiösen Situation in der Zeit totalitärer Regime sowohl in der UdSSR als auch in den einzelnen Republiken sind bisher viele Veröffentlichungen er-schienen. In Abhängigkeit von den Quellen, aufgrund derer sie erarbeitet wurden, lernen wir den Zustand und die religiöse Situation an einem bestimmten Ort und zu einem bestimmten Zeitpunkt kennen. Das hier präsentierte Dokument stellt einen Bericht über die "vorbildlich organisierte Obhut" über die religiösen Organisationen und die gläubigen Menschen in der Sowjetukraine nach dem Sieg der bolschewistischen Revolution dar. Damals u.a. von der Liquidationsabteilung beim Volkskommissariat für Justiz und von der Antireligiösen Kommission bei der Abteilung für Agitation und Propaganda des Zentralkomitees der Kommunistischen Partei (Bolschewiki) der Ukraine inspiriert und koordiniert, schuf die Konfessionspolitik eine Wirklichkeit, die sich hinter den Worten "Golgatha des Ostens" verbirgt. Die im vorliegenden Dokument präsentierte totale Bespitzelung der konfessionellen Organisationen und Aktivisten des religiösen Lebens bildet nur eine knappe Schilderung der Möglichkeiten, die den Menschen von Menschen bereitet wurde und dank derer die einzig richtige Linie der KPdSU realisiert werden konnte.

Zu Beginn der zwanziger Jahre herrschte auf dem Territorium des Sowjetstaates eine schreckliche Hungersnot, die besonders das Wolgagebiet und den Kaukasus betraf. Die bolschewistischen Machthaber in Moskau machten sich diese Tragödie zunutze und erließen am 23. Februar 1922 ein Dekret über die Beschlagnahme der Kirchenschätze, die für den Spezialfonds des Zentralen Hungerhilfskomitees bestimmt werden sollten. Die wirklichen Ziele dieser Konfi szierung waren jedoch völlig andere, und das Dekret selbst lieferte den Machthabern lediglich einen bequemen Vorwand zum Angriff gegen die Kirche. Im Gefolge der Moskauer Regierung fassten die zentralen Exekutivorgane in der Sowjetukraine am 8. März 1922 dann ebenfalls einen solchen Beschluss. Bald darauf entstanden auf dem Territorium des gesamten Staates Kommissionen für die Beschlagnahme der Kirchenschätze, die unter der strikten Aufsicht und Kontrole der Tscheka arbeiten sollten. Beschlagnahmt wurden ausnahmslos alle sich in den Kirchen verschiedener Konfessionen befi ndende Wertgegenstände. Dem unmittelbaren Beginn der Konfiszierung der Kirchenschätze ging eine groß angelegte Agitationskampagne voraus. Im Gouvernement Podolien begann diese Aktion praktisch schon in der zweiten Aprilhälfte 1922 und dauerte bis Ende Juni. Bis zu diesem Zeitpunkt wurden in Podolien aus insgesamt 1048 orthodoxen Kirchen, 21 Klöstern, 81 anderen Kirchen und 188 Synagogen über 2,1 Tonne Silber, über ein halbes Kilo Gold und etwa 7000 Silberrubel sowie 60 Goldrubel konfisziert. Von diese Kampagne blieb auch die römisch-katholische Kirche in Podolien nicht verschont, die verglichen mit den anderen Konfessionen den stärksten Widerstand leistete. Die Geistlichen und Gläubigen der Diözese Kamieniec setzten sich ganz entschieden für ihre Kirchen ein, was in der Konsequenz dazu führte, dass einige Priester und Katholiken, die sich der Beschlagnahme widersetzten, verhaftet wurden und ins Gefängnis kamen. Das größte Aufsehen erregte in ganz Podolien und außerhalb seine Grenzen der Einsatz der römisch-katholischen Geistlichen und Gläubigen in Kamieniec Podolski, die offenen Widerstand gegen die Konfi szierungen leisteten. Vier Priester aus Kamieniec und mehrere Gemeindemitglieder wurden damals sogar zum Tode verurteilt, weil sie Kirchenschätze versteckt hatten, aber dieses Urteil wurde dank einer Intervention der polnischen Regierung dann in fünfjährige Gefängnisstrafen umgewandelt. Erst nach einem Jahr gelang es ihnen, ihre Freiheit wiederzuerlangen. Allerdings erlebte P. Antoni Niedzielski, der Pfarrer der Kathedrale von Kamieniec, diesen Tag nicht mehr, da er bereits im November 1922 im Gefängnis von Winnica verstorben war.

The documents currently published come from fragmentary archive of the cathedral chapter of Lutsk, which is part of the Diocese Archive of Lutsk (the deposit in the Centre for Museums Libraries and Church Archives - ABMK in Polish). They show the cathedral chapter in Lutsk in the late eighteenth and early nineteenth century - personnel (including biographical data of some people), the obligations of its members, salary of both prelates and canons, as well as the common property of the chapter. The first and most detailed document (from 1797) also includes other cathedral clergymen connected with the cathedral (and the cathedral parish), that is the members of the collegiates: vicars, „mansjonarze”, „angeliści” (the priests of lower rank in the church hierarchy), and the names of lecturers and students of the cathedral seminary. The documents were produced during the territorial reorganization of the Catholic Church in Russia, made in 1798 by the nuncio L. Litt on behalf of Pope Pius VI. The Diocese of Lutsk (with the cathedral chapter in Lutsk) was connected by personal union (Aequana principaliter) with the Diocese of Zhytomyr, whose cathedral chapter was in Zhytomyr.

Visitations are one of the most valuable and interesting church sources. This article attempts to present the condition of visitation records of churches and monasteries of the Diocese of Lutsk-Zhytomyr and Kamyanyets from the late 18th to the early 20th century in the archives of Ukraine. Difficult history of these lands in the last century contributed to a considerable dispersal of interesting materials, and what is worse, to irreversible destruction of some of the records. Currently, the largest number of the visitation descriptions of the mentioned dioceses are preserved in the Central State of Historical Archive of Ukraine in Kyiv and the State Archive of Zhytomir and Khmelnytskyi Oblast, which include, among others, the fonds of the Roman-Catholic Consistory of Kamyanyets and Lutsk-Zhytomyr and the visitation records of the monasteries in the Diocese of Lutsk-Zhytomyr. The presented material showed that the oldest of the surviving visitation records of the churches and monasteries in Podolia, Volhynia and the Kiev region come from the mid-90s of the 18th century and the latest ones come from 1909.

Der Bezirk Winnica in Podolien (Ukraine) wurde am 27. Februar 1932 geschaffen und umfaßt eine Fläche von 26 500 km². Auf seinem Territorium gab es im Jahre 1937 1899 Dörfer, 16 Arbeitersiedlungen und 7 Städte, die 1941 von 2 390 000 Personen und 1946 von 2 037 000 Personen bewohnt wurden. Bis zur Oktoberrevlution waren in diesem Bezirk 1100 orthodoxe Kirchen geöffnet. Aber ab 1932 begann der Prozeß der massenhaften Schließung von Gebetshäusern und Kirchen. Er wurde mit solcher Konsequenz realisiert, daß bereits im Jahre 1937 offi ziell keine religiöse Gemeinschaft mehr existierte. Die praktische Möglichkeit einer Wiedergeburt des religiösen Lebens im Osten entstand erst nach dem Angriff Deutschlands gegen die UdSSR am 22. Juni 1041. In der Zeit der deutsch-rumänischen Besatzung von 1941 bis 1943 waren in diesem Gebiet 848 orthodoxe Kirchen und Gebtshäuser geöffnet. Nach dem Einmarsch sowjetischer Truppen in dieses Gebiet Mitte des Jahres 1944 konnten die Behörden die in den zwanziger und dreißiger Jahren realisierten Methoden des kämpferischen Atheismus nicht mehr anwenden und die während der Okkupationszeit konsolidierte Menge der Gläubigen nicht mehr mißachten. Die Tätigkeit der orthodoxen Kirche wurde vom Rat für Orthodoxe Kirchenangelegenheiten kontrolliert. Die Diözese Winnica, die das Territorium des Bezirks Winnica umfaßte, bildete eine der 19 zum Kiewer Exarchat gehörenden Diözesen. 1944 gab es auf ihrem Gebiet 839 orthodoxe Kirchengemeinden, vier Frauenklöster und ein Männerkloster. In der Seelsorge waren 194 Priester und 4 Diakone tätig. Am 1. Januar 1945 genehmigten die Behörden 997 religiösen Gemeinschaften, davon 839 orthodoxen, formell die Durchführung der Seelsorgetätigkeit. Dennoch kam es in den Jahren 1945-1953 zur Schließung von 217 Kirchen und eines Frauenklosters. Entschieden feindliche Aktivitäten gegen die orthodoxe Kirche unternahmen die sowjetischen Behörden erst 1959. Im Jahre 1965 funktionierten auf dem Gebiet dieses Bezirks 350 Kirchen, in denen noch 183 Priester arbeiteten. Insgesamt wurden innerhalb der 20 Jahre nach Beendigung des 2. Weltkrieges in der Ukraine 4847 Kirchen und Gebertshäuser der Russisch-Orthodoxen Kirche aus dem staatlichen Evidenzregister gestrichen. Zu besonders intensiven Übergriffen staatlicher Stellen gegen die Gläubigen kam es in den Jahren 1959-1964; in dieser Zeit wurde 81,1% der Kirchen und Gebetshäuser die Genehmigung entzogen.

Prużana (now the Republic of Belarus) dates back to the early sixteenth century. For over four centuries the parish was part of several dioceses. First it was in the Diocese of Lutsk. In 1798, as a result of the Tsarist Russian legislation it was moved to the Diocese of Vilnius. When in 1925 the Diocese of Pinsk came into existence under the edict of Pope Pius XI Vixdum Poloniae unitas , the parish Kiwatycze became part of it. The inventory of the church in Kiwatycze, made due to the fact that the parish was taken over by Rev. Tomasz Lenczewski, after the death of Rev. Mikołaj Bogdanowicz, illustrates the history of the parish church, its interior décor, sacred vessels and vestments, registry books, the state of the parish library, parish presbytery and farm buildings, a landed estate and the population residing in the parish. The facts included in the inventory were consistent with the actual state of the parish, which was confirmed by the signature and stamp of Rev. Witalis Gąsiewski – the Dean of Prużana.

Die katholische Kirche als Ganzes war immer ein westlicher christlicher Kultur-träger, auch in Wolhynien. Für diese höchsten Werte bezahlte sie mit totaler Liquidierung der Geistlichkeit, der Gläubigen, der Kirchen und der Friedhöfe. Mit außer-gewöhnlichem Vorbedacht wurde alles zerstört, was den Katholiken heilig war. Aber in unseren Tagen, im Verlauf der letzten Jahre, beobachten wir mit Freude und Hoffnung, wie diese Kirche zu neuem Leben erwacht. Sie ist gewissermaßen vom Tode auferstanden. Der Verfasser der Arbeit Die katholischen Kirchen in Wolhynien hat festgestellt, daß die Verluste der römisch-katholischen Kirche in den Jahren 1939-1996 138 Kirchen (86,2%) und 159 Kapellen (96,4%) betrugen. Ein Teil der Sakralobjekte wurde umgebaut oder verwüstet bzw. wird gegenwärtig von der orthodoxen Kirche und anderen, nichtreligiösen Einrichtungen genutzt. Gegenüber den 370 000 Gläubigen der Diözese Luck im Jahre 1939 bilden die römisch-katholischen Christen heute nicht einmal 10% dieser Zahl.

Opis:
This article discusses Ukrainians’ hope for a change of the anti-religious Bolshevik policy after the adoption of the Stalin Constitution in 1936. Article 124 of the constitution encouraged the faithful to ask for reactivating closed churches, releasing arrested priests and  allowing priests to conduct their duties. However, the constitution did not lead to any improvement in the life of the faithful. The Bolsheviks adopted "the most democratic constitution in the world," but they interpreted liberties it contained in their own way.
