Opis:: Article 138 of the Bill entrusts Poczta Polska SA with exclusive rights for the provision of a registered electronic delivery service and a public hybrid service. In the author’s opinion, this constitutes a restriction of the freedom to provide services and the freedom of establishment as defined in the TFEU. Determining whether granting public aid to Poczta Polska requires notification to the European Commission according to Article 108(3) TFEU is not possible on the basis of the Bill itself, which does not constitute an aid program, and depends on the contents of executive acts. Entrusting the operator’s duties in the manner provided for in the Bill will require notification to the European Commission.

Opis:: The article provides an overview of the social situation of Polish minorities in Latvia, Lithuania, Belarus and Ukraine. First, the author presents historical and social data on Polish minorities in these countries. It is stated that in each country the situation of Poles, and their identity as well, varies significantly depending on their different historical backgrounds, the Polish government’s position on their case and the current policies of these states. Therefore, this diversity should be taken into consideration by the Polish government in order to execute its policy efficiently.

Opis:: The article looks at the origins and scale of migration of Poles to the Republic of Ireland and the characteristics of migrants in light of various statistical data. It outlines the characteristics of the Polish population in Ireland on the basis of 2016 census, taking into account the main directions of changes in relation to previous censuses. Polish immigrants, very few in Ireland before 2004, have since become the largest group of non-Irish nationals, stable in size and spread all over the country. Despite its size and multiple ties to Ireland such as the growing number of Polish-Irish citizens and the increasing share of homeowners, it is argued that the Polish community has limited visibility and impact on the Irish society and politics. The author also points out the housing crisis and Brexit-related risks as important challenges for the Polish community.
