    Opis:
    This article aims to identify the impact of labour market variables on fertility and family decision‑making in Poland. The paper begins with a general overview of an effect of the increased labour market participation of women on family formation. The second section briefly examines the influence of access to the labour market, high unemployment, labour migration and lower quality jobs on the family. Next, the author discusses conditions for work and family reconciliation in Poland (working hours, flexible forms of employment, full or part-time work). The article concludes with a brief information on how Poles perceive potential obstacles to parenthood related to the labour market.

    Opis:
    The paper offers an insight into Polish migrants’ perceptions of the English education system and how these may impact on their future migration decisions. The study is based on interviews with Polish parents living in England. First, the author discusses the English education system and explains how disparate it is from the Polish one. Next, Polish migrants’ perceptions of the English education system are discussed. The Polish system is described as promoting higher academic standards, more discipline and a stronger work ethic. In the final section, the author argues that differences between the two systems complicate the issue of prospective return, with many parents fearing their children would not be able to (re‑) enter the Polish education system. Therefore, to Polish parents living in England schooling is a significant factor in making decisions regarding settlement in the UK.

    Opis:
    The article reflects on the negotiations on the EU’s 2021–2027 Multiannual Financial Framework and the European Union Recovery Instrument. It gives an overview of exceptional circumstances surrounding the negotiations, broad scope of the legislative package negotiated, and complex decision-making process. The paper also examines the final agreement, in particular as regards the size of the new long-term budget, the shift in spending priorities, and changes in the way the EU actions are financed. The author concludes that despite many difficulties on the road to the agreement, some elements of the outcome can be characterised as groundbreaking. She gives some arguments that a departure from path dependency in financing of the EU is possible. However, whether or not the change is permanent, depends on the successful implementation of the decisions made. The Conference on the Future of Europe gives an opportunity to continue the debate on further reform of the EU finances.

    Opis:
    The Council’s decision regarding a uniform rate of collection for the unrecycled mass of plastic packaging waste, the digital fee and the incurrence of debt by the European Commission does not result in any transfer of competence from the Member States to the European Union. The lack of such transfer excludes the necessity of applying Article 90 of the Constitution (the so called the great ratification, majority of 2/3 votes in the Sejm). However, because the ratification would cause a significant financial burden on the state, the decision should be ratified pursuant to Article 89 para. 1 of the Constitution, i.e. by means of a statute.

    Opis:
    As a result of the adoption of the Council’s decision, the European Union will not receive any new competencies beyond such ones that it already possesses, which is why the author rejects the so-called ’great ratification’, i.e. the one carried out on the basis of Article 90 of the Constitution (majority of 2/3 votes in the Sejm). Because the ratification of the decision will result in a significant financial burden for the state, the proper procedure for its ratification is the statutory one provided in Article 89 para. 1 of the Constitution.

    The European Commission has a mostly positive view of the draft EP regulation submitted by the European Parliament and states that many of the proposed changes consolidate current practice or introduce improvements. As regards some specific issues, the Commission made critical comments. Generally, the information of the Council of Ministers is in line with the opinion of the European Commission and deserves approval. The postulate contained in the information of the Council of Ministers to limit the scope of the concept of “maladministration” to violation of the right to good administration within the meaning of Art. 41 Charter of Fundamental Rights should be assessed negatively.

    The author points out that the Council Decision 2020/2053 requires ratification in accordance with the law of Member States. In the case of Poland it should be the procedure specified in Article 89 para. 1 of the Constitution, therefore requiring a prior consent granted in a statute. This mode has to be chosen to avoid imposing a significant financial burden on the state and because of earlier practice regarding the ratification of such decisions. The author excludes the possibility of the so called great ratification (Article 90 of the Constitution, majority of 2/3 votes in the Sejm), because the decision does not grant any new powers to the Union.

    The authors of the opinion comprehensively discuss the agreement concluded by the European Union, European Atomic Energy Community and the United Kingdom on the terms of trade and cooperation after Brexit and the agreement concluded between the European Union and the United Kingdom concerning security procedures for exchanging and protecting classified information. They present the provisions of individual parts of the agreements, regulating the issues of trade, fisheries, coordination of social systems, customs, visas, law enforcement cooperation and cybersecurity. They assess the impact of the implementation of the agreements. The authors positively assess the wide range of regulations. In their opinion they will reduce the negative effects of Brexit. However they identify some of their shortcomings that need to be removed.
