Night-time visibility is essential for road traffic safety. It depends mostly on quantity of light falling on the objects important to be seen to avoid collision. The relatively simple and easily understood criterion for quality of passing beam is visibility distance. In fact visibility distance of driver using headlamps is a much more complicated function of many factors such as design of headlamp, light source used, mounting height, aiming, change of beam pattern inclination during change of vehicle load. From point of view of legal requirements it is important to meet all requirements concerning all mentioned factors. But the problem is that there are separate legal requirements for light sources, headlighting systems and mounting conditions on vehicle. Final visibility distance is significantly influenced by coincidence of all this performances but also by visual possibilities of driver and road conditions. The process of requirements creation is complicated. A number of experts work on them for a long time. It is influenced by technical progress, market needs, level of knowledge and experience. . In this paper author describes influence of important factors for present state of possible and real visibility distances in dependence on technical design, kind of light source used and way of creation of type approval requirements and propose improved concept for aiming and levelling.

The paper discusses the need of additional equipment of trucks which are already being in use in Poland with the devices of the indirect visibility which enable to observe much bigger area in the neighbourhood of the vehicle. A large number of accidents are caused by drivers of larger vehicles who are not aware that other road users are very close to or beside their own vehicle. These accidents are often related to a change of direction at crossings, junctions or roundabouts, when drivers fail to detect other road users in the blind spots, which exist in the immediate area around their vehicles. The increase of the indirect visibility from the driver's seat improves safety of the participants in the road traffic. Over 400 people lost their life in the EU in of these accidents. Most of the victims of such accidents are pedestrians or two-wheelers, a particularly vulnerable category of road users. Implementation of the EU Directive 2003/97 (which is obligatory for the new vehicles) to the vehicles earlier registered can be done by replacement and installment of the new mirrors which contain bigger areas. This paper shows the results of the research on the independence of minimum dimensions (s, w) of mirrors class V and its placement on values of radius of curvature. It contains much bigger area than it is due to demands. Author also made a proposition on how to solve the problem of the limited visibility on the inclined crossing of roads and on enlarged crossing while turning left.

In the report there is discussed the problem of changing demands in the binding rules concerning the technical conditions. During maintenance, the lack of information from the surrounding of the vehicle is one of the reasons of collisions and accidents. There is a radical limitation of unobstructed observation of the whole area surrounding trucks of N1 category in comparison to the car of M1 category. Vehicles which have the same body and which are designed to transport people - M1 category or load – N1 category, they have different equipment, such as side glazing and back walls. Those who are driving these vehicles do not have comparable and identical visibility. The open loadcarrying body in the truck creates the screen obscuring of the big part of the vehicle's surrounding which precludes the direct observation of the considerable area. The devices of the indirect visibility enable to observe only the part of the area, which is directly invisible. There is an important need to change the regulation as far as construction and vehicles equipment is concerned. This paper offers the change of the philosophy of the regulations requirements in the area of visibility. Technical progress and development in the area of visual transfer devices helps to use them in the vehicles in order to improve the possibility of observing the surrounding of the vehicle. There is no reason to tolerate the worse visual transfer in the vehicles N1 category.

As statistical analyses conducted by The National Police Headquarters indicate, pedestrian crossing which is supposed to be a safe place for unprotected participants of road traffic is an area where about 10% of road accidents occur in which at least 3500 persons are injured, and over 200 die annually. Despite constant development of road infrastructure in Poland, this situation fails to improve in the expected way. Several reasons of this state of affairs can be detected. Undoubtedly a decisive factor in pedestrian safety at night-time is ensuring the drivers proper observation conditions of pedestrian crossings. The article will present assessment of lighting of pedestrian crossings making use of Small Target Visibility model. Due to the use of luminance and contrast criterion, it is possible to assess visibility level - a key parameter responsible for perception of a pedestrian by a driver on pedestrian crossings. Graphic chart showing accidents with pedestrian participation in the European Union, target for visibility research by means of STV method on pedestrian crossing, visibility level VL by means of STV method, Location of objects on pedestrian crossing by means of STV method, pedestrian crossing illuminated by lighting frames, visibility level on pedestrian crossing obtained as a result of lighting frames illumination from the first and second observation direction are presented in the paper.

The article deals with the problems connected with road traffic safety highlighting driver’s ability to notice an untypical obstacle in the light of low beam headlights while driving in the night. Visibility of an unlit object during the night is not only related to its motion but also to the necessity of its being lit to up to the required minimum height. On the basis of a study of a road accident, it was found that the standards accepted in reconstruction of the accident for determination of the light beam height to be used for lighting an obstacle should not be taken for granted. The driver’s surprise at the sight of an unlit obstacle is accompanied with the need to direct the light beam higher, which causes shortening of the distance available for a driver to react in an attempt to avoid hitting into an obstacle. An analysis of this case shows that verification of road accidents involving a crash with an untypical, incompatible obstacle that happen during the night needs to be carried out with attention and care. A simulation program V-SIM4 version and Ratschbacher AutoView database was used for calculation of the possibility to avoid an accident. The results obtained on the basis of the authors own investigations can also be used in information campaigns, education for road safety improvement and development of proper attitudes of the road traffic users.

Oil pollution in marine environment is a serious threat both to a variety of animals living in it and the people who benefit from this wealth. These impurities may occur in the depths of the sea as a result of discharges from ships, naval disasters, failures of underwater systems of oil extraction and transportation as well as polluted inflows from the land. The pollutions may be present on the surface in the form of oil layers or films that can be readily observed remotely. But they may also arise in the form of an emulsion of oil beneath the surface of the water. In this case the oil contamination detection is difficult. In this paper we consider the impact of underwater oil emulsion layer (5 m) on the property which is measured remotely – remote sensing reflectance RSR. The RSR values were calculated using the Monte Carlo method for the Inherent Optical Properties measured in the Gulf of Mexico where the Deepwater Horizon oil spill occurred between late April and mid July 2010. Influence of the depth at which the layer of emulsion exists – on visibility of “oil-cloud” is evidenced. In the studied case the observed contrast of oiled area is negative and reaches zero for the depth exceeding 20 m.
