The present article describes the aspect of the impact of damages to the vehicle wheel-and-suspension system on the vehicle dynamics. The authors present the results of the tests conducted as a part of the Research and Development Project No. O R00 0083 12, concerning the "Research into behaviour of a military personnel carrier following the explosive damage to tyres in order to determine the vehicle driving potential and the aspect of ensuring safety to the crew". The purpose of the article is to illustrate the methods of testing special vehicles by way of discussion of KTO Rosomak example as well as to determine the impact of IED bomb detonation under the vehicle wheel on the response of the driver, to estimate the level of acceleration in the centre of the vehicle mass, and to determine the impact of damages on the crew safety. The research works have resulted in development of many models for simulation of the hazards, which are generated by the explosions of IEDs. In most cases, such models have not been validated by means of experimental procedures. There are presented a few experimental studies using the vehicles, which consist in detonation of explosives under the vehicles or close to the vehicles.

The paper evaluates the effectiveness of the innovative road safety system equipped with prototype component segments composed of a body made of a plastic filled with reinforced concrete. Main advantages of the new safety barrier include increased resistance to corrosion as well as easy transport and assembly directly on a road section being secured. Model tests were performed on a car of 900 kg weight allowing for carrying out the TB11 tests according to the EN 1317-2 standard. LS-DYNA software was applied for modelling, using the finite element method. The work presents the numerical test results, trajectory of vehicle movement after collision as well as the concrete barrier displacement. It also includes examples of stress in steel bars and joint coupling. Detailed assessing of simulation test results were made on the basis of ASI, THIV and PHD index. They were calculated on the basis of velocity and acceleration courses of selected car bodywork points. Numerical test results confirm the fact that this system meets the normative requirements. They allow for qualifying that system for B impact severity level and W4 working width. The results presented in the paper make the initial stage of the study and further calculations will be oriented towards a possibility of meeting the requirements for higher restraint levels.

In recent years, both in Poland and throughout Europe the number of road accidents and the number of people injured and killed in these cases systematically decreases (despite a slight increase in 2011). Despite the general goals of EU transport policy for years 2000-2010 have not been fulfilled (the number of fatalities in road accidents have not been reduced by half in these years) the Commission on Mobility and Transport is continuing its efforts to reduce the number of accidents, which resulted in the EP resolution of 27th August, 2011. Under this policy, the EU Member States are forced to develop and implement appropriate procedures and requirements associated with road safety analysis in the near future. An important obligation have been introduced with the Directive 2008/96/EC, stating the compulsory road safety audits (RSA) should be carried on TEN-T road network. European Parliament also announced extension of this obligation on other public roads in the near future. These aspirations could be supported with modern engineering and research technology. In following article, authors describe the possibilities of using eyetracking technologies in studies over road safety analysis. Therefore, modern eyetracking devices were characterized, with particular emphasis on its possible use in the study of driver's behaviours in road traffic conditions. Also, a brief analysis of the methodology of the eyetracking experiments in traffic conditions and their results was presented, indicating possibilities of carrying RSA using similar equipment. In the last chapter authors, discuss possible use of eyetracking technologies in studies of road safety analysis in the context of the existing law in European Union and each member's law regulation system.

Night-time visibility is essential for road traffic safety. It depends mostly on quantity of light falling on the objects important to be seen to avoid collision. The relatively simple and easily understood criterion for quality of passing beam is visibility distance. In fact visibility distance of driver using headlamps is a much more complicated function of many factors such as design of headlamp, light source used, mounting height, aiming, change of beam pattern inclination during change of vehicle load. From point of view of legal requirements it is important to meet all requirements concerning all mentioned factors. But the problem is that there are separate legal requirements for light sources, headlighting systems and mounting conditions on vehicle. Final visibility distance is significantly influenced by coincidence of all this performances but also by visual possibilities of driver and road conditions. The process of requirements creation is complicated. A number of experts work on them for a long time. It is influenced by technical progress, market needs, level of knowledge and experience. . In this paper author describes influence of important factors for present state of possible and real visibility distances in dependence on technical design, kind of light source used and way of creation of type approval requirements and propose improved concept for aiming and levelling.

Weighing of road vehicles using static platform weights is as important as weight control of vehicles in motion. Overloading of cargo vehicles is increasingly common in occurrence. Such vehicles cause significant wear of road infrastructure, effect of which may cause reduced safety of road traffic. Amongst others, the improper loading of vehicles is the cause of direct overloading or unequal load distribution on the axles. Institutions and official services supervising cargo vehicles and loading are endeavouring to reduce the incidence of vehicle overloading and improper loading by providing clear rules and guidelines. Technical requirements set for road freight vehicles must be met and the effectiveness of these is reviewed by organs created for this task, such as the Main Inspectorate of Road Transport. Authorized inspectors performing control measurements of each axle on a static weight direct the vehicle to a specially prepared measurement area where the said vehicle is excluded from traffic. To ensure road surface quality the state issues fines on firms which to not meet the requirements set for road transport vehicles, in certain circumstances, to guarantee road safety, temporary exclusion of road transport from traffic is imposed, e.g. in times of elevated temperature. However, it can be observed that such methods are not sufficient to reduce the number of overloaded vehicles on the Polish roads. The article describes the events having a deteriorating effect on the road infrastructure as well as requirements set for road vehicles. The problem of overloaded vehicles on the Polish roads, methods of verification of such and the consequences of these are discussed displaying the extent of the problem.

The article presents the realization of European Project EUCHIRES in years 2005-2007 in which Motor Transport Institute has participated. The project consisted in carrying out activities in Poland aiming at increasing the number of children properly transported in cars - according to Act on Road Traffic regulations - in restrains adequate for child's weight and height. All activities leading to executing the main goal of this project were realized with the support of and in cooperation with the Police, Ministry of National Education and Ministry of Transport. EUCHIRES was a project co-financed by the European Commission. Motor Transport Institute was responsible for all activities undertaken within the project and its realization in Poland. The project was realized simultaneously in fifteen EU countries. The activities encompassed media campaign adjusted to each country's specificity and addressed to children (4-12 years old) and their parents. The campaign was combined with the educational programme executed in schools and kindergartens and increased police controls. These activities were recognized in Poland as social campaigns in the field of road traffic safety realized under the banner of "Armadillo club always belt up". In 2005, at the beginning of the campaign the research showed that in Poland 52% of children were transported properly in cars while travelling. All research carried out annually after each edition of the campaign indicated gradual increase in the number of children transported properly according to valid regulations. Research conducted at the end of 2007 showed that more than 80% of children in Poland were transported properly during each car trip.

The paper presents the methodology prepared by the author. During the process of acquiring new vehicles for the armed forces, time is of the essence in practice of conducting a wide range of structure changes in previously implemented undercarriages. It has to be pointed out that with a high individuality and the very nature of the units, difficulties in scope of comprehensive testing with regard to matters of transport safety. What is more, two determinants are essential in the process of acquiring equipment - time and cost. The process does not allow for improvement and perfecting of the structure, and the research in scope of wheel vehicle movement safety may be limited. The procedure of implementation and verification of equipment stresses the structure optimization as early as on the designing and prototype preparation stages. The procedure of acquiring new wheel vehicles for the military is one of the main premises for preparing the methodology with use of simulation research. Conducting research on the basis of the prepared methodology allows for avoiding possible traffic risks. The methodology enables an effective support for the current process of wheel vehicle acquisition for the armed forces. In this work the research procedure consisting of the necessary range of prepared, experimentally verified models, accepted by the methodology, have been verified. In order to do that two simulation models have been built, both of various levels of complexity.

The article presents the results of comparative tests of the experimental designs of the braking system of high mobility vehicles. Braking systems determine the safety of vehicles. Higher mobility requirements should not remain without an effect on adapting the braking system to the use conditions. Article developed within the scope of execution of the NCBiR project DOBR-BIO4/021/13355/2013. The mileage tests lead to a thorough evaluation of the various systems of the vehicle. In order to carry out the mileage test correctly, the vehicle has to be exposed to the most difficult conditions to which it is adapted to, according to the preliminary assumptions. In the case of military vehicles, the most difficult terrain is the training ground terrain with frequent bumps, uphill’s, downhill’s and water hazards, etc. The vehicle has to be operated at the maximum use of all its components (inter-wheel and inter-axle locks etc.). Only the vehicle that has been properly tested, and meets all the assumptions for a given object can be considered safe.

Driving is an extremely complex behaviour that is also very difficult to measure. Recently, were conducted research which main purpose was quantification of chosen driving parameters to identify dangerous behaviours. For these research modern apparatus for psychophysiology reactions were commonly used, and experiments were made with the use of the driving simulator. Despite such possibilities, most of the researches over road traffic safety are still conducted with the use of self-reported questionnaires or with subjective evaluation of specialists. During driving process one of the most important aspect is a proper observation of road and its environment. Correct perception is necessary for proper reaction of driver for occurring events. Drivers attention is absorbed not only by the road, other road users and traffic infrastructure, but also by road environment elements like buildings, billboards and advertisements could attract his attention. A key to understand drivers’ behaviour seems to be measurement of his visual activity. To measure it, eye tracking instruments could be used, which allows to track drivers eyeball movements during driving. In Motor Transport Institute were recently conducted studies on drivers’ visual behaviour and indication of some which could be potentially dangerous. There were also indicated some differences over population in visual search strategies. These studies led to identification of some undesirable behaviours which could led to accidents. Following paper presents briefly process and results of chosen Motor Transport Institute research with use of a high-class driving simulator and mobile eye-tracker. Also apparatus parameters and used simulation scenarios were described.

A critical traffic situation has been explored where a double-deck bus may roll over. The factors that may cause critical situations during a bus drive have been analysed. Based on this, they may be categorised as being related to vehicle construction, vehicle operation, and road infrastructure. A situation has been chosen for the analysis where the bus without passengers avoids an obstacle having suddenly sprung up in front of the bus at a distance within which the bus cannot be stopped. A similar problem occurring in the case of a passenger car drive was analysed in study [6]; it was indicated there that the manoeuvre of avoiding an obstacle is definitely more favourable in comparison with the braking process. A model of the bus motion dynamics with 12 degrees of freedom was adopted. The vehicle trajectory was given in the form of a predefined input generated by a driver model. The course of the rollover process depends to a significant extent on the interaction between the tyres and the road surface. A semi-empirical non-linear TMeasy tyre model was chosen. The calculations were carried out with the use of a computing program specially built for this purpose, where a double-deck bus model and a driver model were applied to investigate the traffic situation as described above. The calculation results obtained have shown that the process of rollover of a bus without passengers emerges at the final stage of the obstacle avoidance manoeuvre at a speed exceeding 108 km/h. This has been confirmed by the course of changes in the pressure of wheels on the road. Based on the simulation calculations carried out, an attempt was made to determine, from the observed courses of changes in physical quantities, the values that might warn the driver about a situation of imminent danger of rollover of the double-deck bus and thus might affect driver's actions.

This paper presents the idea of the Local Area Navigation Systems (LANS) for automotive application in combination with standard GNSS navigation systems. The navigation system is based on four components: the widely available GPS, pseudolites located in areas where GPS signal is obstructed (tunnels, parking lots, city canyons), GPRS communication and supervisory informatics system. In this kind of system, reliable positioning is crucial. This article covers basic aspects of GPS single point positioning commonly used in navigation applications. Some information about differential positioning (DGPS/RTK) is also provided. A strong pressure is put on the application of pseudolite, its design and possible usability. This article presents authors own pseudolite design and the idea of pseudolite application to increase road safety in areas where standard GNSS signals are not available. The pseudolite presented in this paper is in the stage of development and testing. It is a device designed at the University of Warmia and Mazury in Olsztyn in cooperation with Canadian Center for Geodetic Engineering, University of New Brunswick, Canada. Different approach to the navigation in harsh environment is to move the source of the navigation outside of the vehicle and place it inside of the obstructions. It is much more efficient way to use in vehicles standard GPS receivers augmented with signals from the pseudolites, when the satellite signals are unavailable.

Identification of boundary values and features which describe a system operation safety is a crucial problem for assessment of the system operation safety. In this article, an attempt to match features necessary for a description of a given system operation safety and determine their boundary values, has been made. Determination of boundary values of safety features will allow to evaluate the system safety level. The following variables have been accepted as safety features: the number of accidents, the number of fatalities, and the number of people injured in those accidents. According to these values, probability values of the numbers of people who were killed and who were injured in those accidents have been established. Probability value equal to zero has been accepted as the intentional state, the interval between 0 and the mean value of a given feature determines the acceptable state, the interval between the mean value of a given feature probability and value 0.1 determines the boundary state, whereas all features assuming values higher than 0.1 refer to the system critical state. The presented research results are considered as directives for development of safety criteria for road transport systems and determination of their critical values. The proposed method of boundary values determination can be used for assessment of safety for different transport systems.

A pilot project ..Investment in Safety. Reeducation of drivers - methodology, human resources, effectiveness" was conducted between November 2007 and April 2008. The project was a joint task of National Road Safety Council, Polish Educational Group "Educativ" and chosen Regional Drivers' Examination Centres. Methodological support was provided by Motor Transport Institute. The aim of the project was road safety improvement by increasing competences and abilities of employees of Regional Drivers' Examination Centres responsible for reeducation courses for drivers violating traffic laws. Fifty two participants were engaged in the project - psychologists, policemen and organizers of the courses for traffic law violators. A series of trainings consisted of conference meetings and regional workshops. Participants obtained a certificate by passing the final test. The exam was organized in an online form and in that aspect it was an experiment. Each participant received a disposable login in order to access an examination program located on an indicated web page. Admission to the exam was possible anytime within two particular days. Test consisted of 50 randomly selected questions arranged in a three-choice format with one, two or three correct answers. Time for each question was limited. Analysis confirms usefulness of network instruments in knowledge verification, especially in the presence of territorially dispersed participants of training courses. Statistical data about user choices and answering time were gathered, showing correlation of answers and making possible detailed analysis of questions and feedback-driven future training improvement.

The article describes some algorithms for collision detection used in modern cars airbag systems. While controlling the activation of airbags and other passive safety systems, installed in modern vehicles, the algorithms must operate in the early stage of accident, because for operating effectively it is necessary to run control systems early enough, for example filling airbags before the body of the driver or passenger reaches the zone of airbag. These algorithms could be applied into the on-board eCall modules, but they would require calibration. Detection of the collision that activates eCall system must be made on the basis of measurable signals or observable events, which intensity can be relatively clearly linked to the probability serious injury of the driver and the passengers’ of the vehicle. A table summary presented in this article contains a description of the collision detection algorithm along with a brief description of the method of detection and description of the used methodology. A frequently used method is to evaluate the gradient of the change of speed - the parameter ..V, or its combinations with different parameters, such as the derivative of acceleration, displacement, and energy of the collision. Each of the algorithms has been briefly described. The whole of article is summarized with the conclusions arising from its content.

There are a lot of activities world-wide, aimed at increasing road safety. According to the statistics, young novice drivers are at the highest risk of being involved in crashes, and more often than other age groups, cause danger on the road. A proper driving education of teenagers and young persons may contribute to a decrease of accident risk. One of the solutions is accompanied driving, which currently exists in 17 European countries, USA, Canada, Australia, New Zealand. It allows a driver to start driver training before he or she has reached the legal age for receiving a driving license. Currently, a draft of national law concerning drivers, which introduces accompanied driving, is being considered in Poland. This study concerns drafting of the new regulations, and it constitutes a proposal of methodological and organizational solutions of accompanied driving, trainings and preparation of people participating in it in Poland. The study describes the role of accompanying person as a lay instructor and as a model for road traffic behaviour.
