Purpose of the work: Mountainous areas, with altitude over 700 m, intense relief and slopes between 16–20%, cover 43% of Greece and they are usually characterized by low population density and long-term unemployment. The Greeks have a dependent connection among environment, economy and society as the history illustrates. Many of Greece’s historic, cultural landscapes and native ecosystems have been degraded or isolated over the years. There is scientific evidence that Greece’s natural/semi-natural forested areas cannot be sustained without watersheds, ridges and other natural corridors that connect its native landscapes and ecosystems. Logging systems are really ancient by using often only mules or horses. The aim of the work is to estimate how harvesting systems should be technologically upgraded improving forest work and social wellness maintaining at the same time ecological sustainability. Approach: The study area is held at Samarina region, a mountainous area of Northern Pindos in Greece. Social data were collected with questionnaires and local visits for better understanding of human resources for forest authorities and other administrative information’s. DTM, Forest Inventory data and other GIS data have been derived by paper maps and previous studies. A registration of road-net and human resources within the protected area of Valia Kyrna and their contribution as factors for the sustainable development was used.The development of a Spatial Decision Support System that can concern all the conditions that are need in order to make an estimation of the optimal way of harvest a stand is really a challenge. Expected results: A GIS program is a powerful decision support tool in order to give the opportunity to the offices of Forestry to choose the optimal way of harvesting a stand and also to realize visually the effect’s of such a kind of work; that is going to be held to the inhabitants and to the tourists of the area. Conclusion: The potential of social and ecological factors is examined as it concerns the promotion of the protected area within sustainable rural development. Advantages of registration in the form of a spatial tool, especially when many types of information participate, are presented.

Opis:
The conception of sustainable development has been implemented into practice in numerous economic sectors, including forestry. Forest ecosystems are extremely important in the global ecological system, therefore maintenance and appropriate management of forest resources according to sustainable development principles have engaged a great deal of attention. The concept of sustainable forest management (SFM) encompasses three dimensions: ecological, economic and social. A powerful tool to promote SFM are criteria and indicators. The aim of the article was evaluation of SFM in Poland, using one of the methods proposed by the Food and Agriculture Organization (FAO). According to data available, Polish forestry has a number of advantages: Poland has avoided the problem of deforestation, forest area has been permanently increasing, there has been observed improvement of forest health and vitality as well as a significant share of forests has carried out protective functions with no impact on timber production. Poland’s model of SFM is an adaptive process of balancing the ever-changing set of economic, environmental and social expectations. Such a complicated undertaking requires constant assessing and adjusting forest practices, in response to new circumstances, scientific advances and societal input.

Mountain forests are facing substantial changes. The need to adapt forest management to climate change is overlaid by the consequences of demographic changes that alter the form of land use profoundly. The European policy is aware of the challenges and supports mountain regions by the Regulation for Rural Developments and other strategies. Regional efforts of the Forest Authorities account for the changing ownership structure in order to ensure sustainable forest management and the provision of the dependent ecosystem services.

The issue of sustainable tourism within valuable natural areas has been extensively discussed ever since the emergence of sustainable development philosophy in the 1990s. In view of growing public interest in nature recreation and tourism development, the importance of addressing this subject matter has hitherto increased significantly. The main objective of the present paper was to offer a tool for supporting development and promotion of sustainable tourism in Poland’s forests managed by the State Forests – National Forest Holding. GIS technology, and specific tools for network analysis were used in the project. During task realization, only free and open software sources were used. The work was performed based on the example of the Forest District Żołędowo (Regional Directorate of State Forests in Toruń, Poland) with the use of District’s spatial data resources. A web application was created to present information about tourist attractions and infrastructure on an interactive map with tools for route planning. As a result, there has been developed the web mapping application which provides general access to tourism related information and enables planning touristic routes by pre-specified criteria. Implemented routing algorithms can help traffic management and further protection of the areas vulnerable to anthropogenic pressures. The system created not only promotes attractive tourist sites but also, supports targeting tourist traffic, and accordingly – adds to the progress of sustainable tourism.

The Brazilian Amazon supplies the world with several forests ecosystem services, many of which are essential to sustain human life on earth. Nevertheless, the Amazon is threatened by deforestation and degradation implying in reductions on the provision of these. According to economic theory, as ecosystem services are positive externalities and public goods, agents do not take into consideration the costs and benefits of their consumption and production of ecosystem services into their economic decisions. To address this problem payment for ecosystem services – PES – emerged, aiming to provide a source of income to the poor people living in forest areas, stimulating them not to deforest, and making agents who are indebted with the nature pay for their overconsumption of ecosystem services. There is still controversy about possible impacts of the instrument. This article accesses the potentials of PES to contribute to sustainable development in the Brazilian Amazon using the three goals related to sustainable development proposed by the ecological economics theory: efficient allocation, fair distribution, and sustainable scale. The study shows that PES as a pure market approach is unlikely to solve neither the scale nor the distribution problems. Therefore, for PES to achieve sustainable development, markets for ecosystem services should first be constrained by a maximum sustainable scale. Then, measures should ensure fair distribution in second place. Only after these questions have been tackled, it is desirable that agents interact in the ecosystem services markets to lead to an efficient allocation of resources.

Compared with EU countries, Polish forestry features one of the highest proportions of forests under state ownership reaching nearly 80% of the country’s forested area. At the same time, all the operations related to timber harvest and transports are performed by private contractors. The private contractors have no development strategies. This is caused by a number of factors, such as economic, environmental and social, as well as lack of competition on the services market. Unit rates of 4.4 EUR/hour. to 4.9 EUR/hour for harvesting operations and 4.2 EUR/hour to 4.6 EUR/hour for timber skidding differ significantly from those in European Union states reaching for some operations 10–20% of the rates applied in Sweden or Germany. The low fees and the high costs of equipment purchase and use, as well as the difficulties in ensuring an adequately large and stable scope of work are the barrier in the development of service firms.
Możliwości rozwoju firm usług leśnych wykonujących pozyskiwanie i transport drewna w Polsce uwarunkowane są nie tylko czynnikami ekonomicznymi, środowiskowymi i społecznymi, ale również – brakiem wewnętrznej konkurencyjności na rynku usług na operacje leśne oraz brakiem, z zewnątrz, istotnego wsparcia prawnego, logistycznego i organizacyjnego. Obecnie w Polsce działa 4718 firm leśnych, z których blisko 1/4 jest firmami jednoosobowymi, a zaledwie 14 firm zaliczanych jest do dużych, zatrudniających powyżej 50 robotników stałych. Jednocześnie, struktura zatrudnienia w zakładach usług leśnych stabilizuje się na poziomie około 48–49% pracowników stałych i sezonowych i 2– 3% nadzoru właścicielskiego. Struktura kosztów poniesionych przez wieloosobowe firmy leśne, wskazuje na przesunięcie ciężarów obciążeń na płace robotników i koszty utrzymania środków technicznych. Pozyskiwanie i transport drewna odbywają się na rozproszonych powierzchniach lasu, obejmujących w sumie ponad 700 000 ha, o zazwyczaj niskiej koncentracji ilości surowca drzewnego pozyskiwanego z 1 ha, dodatkowo, znaczny rozmiar pozyskanego surowca drzewnego pochodzi ze złomów, posuszu i wywrotów, a więc drewna o niskiej jakości technicznej i pozyskiwanego w trudnych warunkach terenowych. W wyniku nałożenia się tak niekorzystnych czynników powoduje, rozwój mechanizacji prac przy pozyskiwaniu i transporcie drewna w Polsce jest powolny i w wielu przypadkach, ekonomicznie nieefektywny. Średnia cena jednostkowa, za określoną usługę odbiega znacznie od porównywalnych danych w krajach unijnych, osiągając, przy wykonywaniu niektórych operacji 10–20% wysokości stawki otrzymywanej w Szwecji lub Niemczech. Szczególnie zwracają uwagę bardzo niskie stawki jednostkowe, wynoszące od 4.4 EUR/godz. do 4.9 EUR/godz. przy pracach pozyskaniowych i od 4.2 EUR/godz. do 4.6 EUR/godz. za prace przy zrywce i wywozie drewna. Wzrost ponad dwukrotny, na przestrzeni ostatnich 4 lat, zakupów forwarderów oraz o około 25% specjalistycznych ciągników zrywkowych, z równoczesnym obniżeniem o ponad 10% ilości stosowanych ciągników rolniczych i o ponad 31% koni przy operacjach zrywkowych, wyraźnie zaznacza silny trend przechodzenia na inny poziom techniki pracy: z ręczno-maszynowego – na maszynowy. Brak regulacji prawnych umożliwiających zawieranie kontraktów długoterminowych, brak realnych możliwości kredytowania przez Lasy Państwowe zakupów maszyn i urządzeń, brak odpowiedniej infrastruktury inżynieryjnego zagospodarowania lasów oraz skomplikowany system ustalania stawek za wykonaną pracę, stanowią główne bariery w rozwoju rynku usług leśnych w Polsce.

The study shows a high dynamics approximately five-year-old natural regeneration of silver birch (Betula pendula Roth) growing on the research plot located in the fertile mountain habitat in the middle of the lower montane forest zone in the Silesian Beskid Mountains (Beskid Śląski) compared to its co-occurring species. The dynamics is expressed as a significant annual increment in height and diameter of birch trees, leading in consequence to the appearance of an older sapling phase for most regenerations of this species. This creates the possibility of early undercanopy planting of tree species adjusted to the site conditions, mainly silver fir (Abies alba Mill.) and European beech (Fagus sylvatica L.).

In Poland, the afforestation rate is slowing down from year to year. An analysis of the demographic structure of land owners suitable for afforestation may contribute to a better recognition of trends and needs in order to increase the effectiveness of National Programme for the Augmentation of Forest Cover implementation, and thus increase interest in RDP activities. The aim of the study was to verify whether interest in afforestation among farmers is the same across the country in different age groups. The data presented in the publication come from the resources of the Agency for Restructuring and Modernization of Agriculture (ARiMR). The data covered the years 2004–2018 and were sorted by: voivodships (16), age group of beneficiaries of subsidies (4 groups), year of submitting the application (15 years) and the number of applications submitted. Beneficiaries were divided into four age groups: up to 30 years old, 31–40 years old, 41–60 and older than 60 years. Interest in afforestation changed in the period after Poland’s accession to the European Union. In recent years, there has been a significant decrease in the number of applications for afforestation subsidies submitted. There are also significant differences between the voivodships in the number of applications submitted. Farmers from eastern and southern Poland are more active in submitting applications for afforestation, and will reduce the so-called Recovered Territories in the western, northern and north-eastern part of Poland. Most afforestation in the entire analysed period is carried out by farmers aged 41–60 years. In the initial period, more applications were submitted by farmers of age over 60 years. In recent years, however, young farmers, that is, up to 40 years, are more interested in afforestation, than other groups. To increase interest in afforestation, more support should be directed to young farmers who, as part of farm specialization, may receive additional incentives for afforestation of land that is less useful to them.
