Comparative studies indicate that innovation activity in Poland is, in general, significantly below that of EU and in North-east it is below that of other parts of Poland. There is peripheral region with traditional structure of production and employment. The North-east remains one of the least innovative regions of Poland and en-larged EU. This is probably the result of the obsolete institutional setting, which doesn’t reflect the requirements of modern international competitiveness. It is the heritage of past times, where creation of the innovation system wasn’t considered a priority factor of economic development. Additionally, Poland is still undergoing intensive modernization of its technology capabilities. The capital and production structure are way outdated and don’t meet the demands of the international trade competition, most of all the non-price competition. That is why it seems that creating conditions for innovation system might become a crucial factors determining the nature and dynamics of development processes as well as influencing the North-east future innovation capability. Creating a new regional innovation structure and transfer of technologies should support modernization processes in companies and the creation of development opportunities for the national economy as a whole and especially in peripheral regions. Those processes will accelerate technological convergence of regions and the economy.

The National Innovation System in a catching-up country: empirical evidence based on micro data of a Triple Helix in Poland

Research background: There are two main directions for the research of the national innovation system (NIS): the international comparison of macro data from national statistic offices or specific micro research restricted mostly to analysing selected issues. There is a lack of empirical studies regarding the national innovation system as a whole based on micro raw data and using statistical models. Purpose of the article: To identify and evaluate the impact of the triple helix (an input and output approach) on the NIS in Poland, including internal interactions between industry, science and government. Methods: A questionnaire surveys were conducted by the authors over the past five  years in 6,284 manufacturing enterprises. The multifactor stepwise logistics regression forward was used to evaluate what, where and how effectively the NIS institutions in catching-up and medium-sized countries such as Poland are working. Findings & value added: The NIS of Poland is a complicated and non-mature system. Some parts of the network are effective, while others are not. It is noted that cooperation between enterprises stimulates innovation to a greater extent than cooperation with scientific institutions and public administration. The vertical supply chain is the main driver of NIS in Poland. Domestic scientific institutions have an impact that is often short-term, fragmented, and non-continuous, though it can be strong from time to time. Strangely, organizations with low knowledge potential support industry innovation activity more efficiently and in a more organised way than science institutes, excluding foreign ones. For catching-up countries, this is an important bridging of the knowledge gap - it turns out that the quantity and quality of domestic knowledge in the national innovation system is inefficient. Scientific institutions need to achieve sufficient critical mass to stimulate innovative activity. The value of the conclusions is underlined by the fact that the analyses were based on micro data, which allowed to capture the relationships between the different elements of the triple helix.

Research background: Many contemporary empirical studies and most economic growth theories recognize the importance of innovation as one of the most progressive determinants of socio-economic growth, both in the regional and local perspective. However, much of the empirical literature has discussed the issue of innovativeness and institutional environment without the significant results for small enterprises, especially in peripheral regions. Purpose of the article: The aim of this paper is to evaluate the institutional support system and its impact on SME innovativeness in Podkarpackie region. In analyzing this case, we raise the following two questions: (1) what are the types of innovation strategies of SMEs in Podkarpackie? (2) what are the factors affecting innovation and potential barriers to further use of institutional support systems aimed at the implementation of innovation in enterprises? Methods: Based on the empirical research, we have analyzed the data (individual in-depth interviews) and found out how the entrepreneurs, R&D, business environment institutions, regional and local authorities assess the use of programs and projects dedicated to innovation in the scope of the institutional support system and what are the barriers encountered by entrepreneurs that limit the implementation of innovation. Findings & Value added: The results of our research show that institutional sup-port systems mitigate negative consequences of peripheral localization of the enterprises, where specific innovation strategy has no influence on SME assessment of innovation effectiveness. Innovation is too costly, and SMEs are too weak in peripheral regions, therefore there is great need for reasonable and flexible institutional support systems. However, the peripheral situation influences this institutional system itself, strengthening the mechanisms of self-censorship.

Research background: While the Sectoral Innovation System (SSI) anticipates technology-related similarities in innovation patterns in the same sectors across countries, the distance to the frontier suggests that there are important differences with respect to the level of national technological development. Most contemporary analyses of sectoral innovation systems are focused on well-developed economies. In contrast, the evidence from developing countries including new EU members are scared and lack dynamics. Purpose of the article: The purpose of this paper is to identify and compare product and process innovation patterns in Polish low and high technology systems. The main assumption is that divergence and convergence in innovation patterns of low- and medium-low technology (LMT) and high technology (HT) systems evolve over time and are strongly influenced by the characteristics of firms, their linkages with other system participants, existing demand, and institutional conditions. Methods: According to the third edition of the Oslo Manual (OECD, 2005), we employ a harmonized questionnaire and methodology to collect unique micro data on innovation.  The survey concerns 5252 firms including 873 firms from HT sector. The scope of the research relates to product and process innovation at least new to the firm. Findings & value added: Our results show that although the intensity of product and process innovation is higher in HT system, both business support institutions and public financial instruments better support firms in LMT sectors. On the other hand, existing demand and market structure favor the emergence of new innovations at the firm level (imitations), but with more emphasis on LMT. The key source of innovation is suppliers, with foreign suppliers in HT and national ones in LMT. In contrast to leading economies, LMT plays a key role in long term economic growth in Poland.

Industrial structures in the “catching up” type of countries usually are not too competitive in nature, and mainly they differ in the low share of high-technology products in the international trade. The aim of the conducted studies was an attempt to search for directions, as well as the power of impact of different phases of the business cycle on the innovation activity of the Polish industrial system. Consequently, this was to allow to determine the boundary conditions for the national network of innovations and its model structure, which would take into account the specificity of Poland. The methodical part of the paper was based on the theory of probability (probit modelling). Based on the analysis performed based on 5209 industrial companies (questionnaire survey) it was stated that in the prosperity phase the implementation of the innovation activity is significantly higher than in other phases of the business cycle. On the other hand, during recession and stagnation, the innovation activity is a less common phenomenon, but is not completely abandoned. Research results did not confirm the occurrence of the counter-cyclical approach to the conducted innovation activity in the national industrial system. The economic situation is thus an important factor, which influences the decision whether to undertake, activate or, in some cases, limit the innovation activity in companies. Therefore, there is a need to take into account the existing market conditions in the programming of the innovation policy within the impact on the phenomenon of the innovation processes in Poland.

Research background: In the literature, there is a discussion on the importance of the spatial distance from the user in the context innovation activity. However, most of this kind of studies concentrate on exporting enterprises and compare them to domestic ones. Exporting activity is very important for catching-up countries, because of technology transfer in its background. Purpose of the article: The aim of this paper is to determine whether the innovative activity in Poland?s manufacturing system is a consequence of close interactions (local and regional), or perhaps conditioned by the imperative of functioning on the national and international market. The main hypothesis was that on the current development level of Poland, the relationship between the range of sales and innovation activities are different from those in the more developed countries. Methods: Empirical studies was created in 2006?2012 as a result of the systematic collection of questionnaires filled by manufacturing enterprises in Poland from all regions (5209 correct fulfilled questionnaires). Methodical analysis was based on the theory of probability ? probit modeling, because dependent variables were binary (0 or 1). Findings & Value added: Local and regional space is not stimulating innovation activity in opposite to national one. High intensity observed only when the company has been working on the international market. It means that the industry maturity level in Poland is good enough for creating a domestic innovation environment. This kind of an aggregation level should be stimulated by the government innovation policy.
