Opis:
In this work we shall be concerned with interactive multiple criteria decision making methods. We show how on the technical level the class of reference point methods can be reduced to the class of weight methods. Though methods from these two classes represent two different interactive decision making paradigms, the equivalence observed opens a way for a joint implementation of a pair of methods each representing a different class. This would establish a firm ground for systematic comparison of both classes of methods as well as for hybrid schemes mixing decisional tools specific for each class.

In four Maghreb countries (Algeria, Morocco, Mauritania and Tunisia), a considerable improvement of the situation of the telecommunication operators has been noticed during the nineties. The evolution in these countries was very different depending on their economic policies, their effort of reorganization of their telecommunication sector and their technological change. Theses differences will be exhibited and analysed by comparing the operators' performances over a decade (1992-2001). A first approach is based on the Malmquist DEA TFP index for measuring the total factors productivity change, decomposed into technical efficiency change and technological changes. Second, using the Promethee II method and the software ARGOS, a multiple criteria analysis is performed, taking into account a larger scope of analysis. A main issue is that the general performance ranking of sets of operators by country is almost the same according to the two methods, although the variables of inputs and output used for the index of Malmquist are different and narrower in the considered scope than the chosen families of criteria used in method Promethee and software ARGOS. Both methods of analysis provide however complementary useful detailed information, especially in discriminating the technological and management progresses for Malmquist and the two dimensions of performance for Promethee: that are the service to the community and the enterprises performances, often in conflict.

A new approach is proposed to select a predetermined number of "reasonable" (the best in a certain sense) alternatives from the considerable (maybe a vast) set of initial alternatives according to an arbitrary number of optimization criteria and accounting for uncertainty factors. The approach is based on using a special intuitive methodology, developed to account for uncertainty factors when solving such multiple criteria decision making (MCDM) problems. This methodology is based on performing multi-variant computations (MVC) and finding their "stable-optimal" solutions, and it's realized as a multi-level hierarchical system of MVC series. It's possible to use this methodology for solving various real problems.

There many decision problems where numerous partial achievement functions are considered impartially which makes the distribution of achievements more important than the assignment of several achievements to the specific criteria. Such models are generally related to the evaluation and optimization of various systems which serve many users where quality of service for every individual user defines the criteria. This applies to various technical systems, like to telecommunication ones among others, as well as to social systems. An example arises in location theory, where the clients of a system are entitled to equal treatment according to some community regulations. This paper presents an implementation of decision support framework for such problems. This platform is designed for multiple criteria problems analyzed with the reference distribution approach. Reference distribution approach is an extension of the reference point method.

Network dimensioning is a specific kind of the resource allocation problem. One of the tasks in the network optimization is to maximize the total flow on given pairs of nodes (so-called demands or paths between source and target). The task can be more complicated when different revenue/profit gained from each unit of traffic stream allocated on each demand is taken into account. When the total revenue is maximized the problem of starvation of less attractive paths can appear. Therefore, it is important to include some fairness criteria to preserve connections between all the demands on a given degree of quality, also for the least attractive paths. In this paper, a new bicriteria ratio optimization method which takes into account both, the revenue and the fairness is proposed. Mathematical model is built in a form of linear programming. The solutions are analyzed with some statistical measures to evaluate their quality, with respect to fairness and efficiency. In particular, the Gini’s coefficient is used for this purpose.

Opis:
Customers change their preferences while getting more familiar with services or being motivated to change their buying habits. Different sources of motivation induce customers to change their behavior: an advertisement, a leader in a reference group, satisfaction from services usage and other experiences, but usually those reasons are unknown. Nevertheless, people vary in susceptibility to suggestions and innovations, and also in preference structure change dynamics. Historical information about the preference structure gives additional information about uncertainty in forecasting activity. In this work the conjoint analysis method was used to find customer preference structure and to improve a prediction accuracy of telecommunication services usage. The results have shown that prediction accuracy increases about by one percent point, what results in a 20 percent increase after using proposed algorithm modification.

Opis:
Conjoint analysis is widely used as a marketing research technique to study consumers' product preferences and simulate customer choices. It is used in designing new products, changing or repositioning existing products, evaluating the effect of price on purchase intent, and simulating market share. In this work the possibility of conjoint analysis usage in telecommunication filed is analyzed. It is used to find optimal products which could be recommended to telecommunication customers. First, a decision problem is defined. Next, the conjoint analysis method and its connections with ANOVA as well as regression techniques are presented. After that, different utility functions that represent preferences for voice, SMS, MMS and other net services usage are formulated and compared. Parameters of the proposed conjoint measures are determined by regression methods running on behavioral data, represented by artificially generated call data records. Finally, users are split in homogenous groups by segmentation techniques applied to net service utilities derived from conjoint analysis. Within those groups statistical analyses are performed to create product recommendations. The results have shown that conjoint analysis can be successfully applied by telecommunication operators in the customer preference identification process. However, further analysis should be done on real data, other data sources for customer preference identification should be explored as well.

Dimensioning of telecommunications networks requires the allocation of the ows (bandwidth) to given trac demands for the source-destination pairs of nodes. Unit ow allocated to the given demand is associated with revenue that may vary for dierent demands. Problem the decision-making basic algorithms to maximize the total revenue may lead to the solutions that are unacceptable, due to "starvation" or "locking" of some demand paths less attractive with respect to the total revenue. Therefore, the fair optimization approaches must be applied. In this paper, two fair optimization methods are analyzed: the method of ordered weighted average (OWA) and the reference point method (RPM). The study assumes that ows can be bifurcated thus realized in multiple path schemes. To implement optimization model the AMPL was used with general-purpose linear programming solvers. As an example of the data, the Polish backbone network was used.
