This publication features a collection of papers discussing the factors which have an impact on the quality of life and the subjective sense of well-being of local communities. The articles also provide empirical explanations as to what extent the developmental levels of the regions studied affect quality life and well-being. The publication is a product of the Community Cohesion and Well-Being and Innovative Local Development international scientific conference, organised jointly by the Institute of Sociology of the Cardinal Stefan Wyszyński University in Warsaw and Statistics Poland (held on 4 December 2018). The innovative character of this scientific event is mutually beneficial for its organisers. The joint initiative of the university and the main producer of statistical data deserves recognition, and any future project of this kind should be supported, as it provides a direct opportunity for the different potentials of both institutions to be brought together to discuss and explore advanced statistical, sociological and regional research. The 2018 conference was in fact its third edition, which indicates that the tradition of such a collaboration has already been established and gives hope to be upheld in the future. Despite the delay between the time of the conference and the publication date of the monograph, it still raises highly topical issues, and the presented analytical approaches combine the concern for scientific matters with policy objectives, assuming that the well-being of the citizens is the ultimate goal of community development. A wide spectrum of processes and their relevant factors, analysed at individual and community levels, embraces the elements of social, human and material capital along with innovative forms of their use by various agents, contributing to the cohesion and development of local communities. The variety of methodological approaches used by the authors makes their articles interesting and recommendable to all researchers and decision-makers, as well as to students of the subjects discussed in this publication.

The evaluation of subjective well-being, and of similar issues related to quality of life, is usually addressed through composite indicators or counting procedures. This leads to inconsistencies and inefficiency in the treatment of ordinal data that, in turn, affect the quality of information provided to scholars and to policy-makers. In this paper we take a different path and prove that the evaluation of multidimensional ordinal well-being can be addressed in an effective and consistent way, using the theory of partially ordered sets. We first show that the proper evaluation space of well-being is the partially ordered set of achievement profiles and that its structure depends upon the importance assigned to well-being attributes. We then describe how evaluation can be performed extracting information out of the evaluation space, respecting the ordinal nature of data and producing synthetic indicators without attribute aggregation. An application to subjective well-being in Italy illustrates the procedure.

This paper draws on experience of the UK Office for National Statistics (ONS) programme to measure national well-being, particularly the high-profile element of the programme in which subjective well-being measures have been collected and published since April 2011. We reflect on drivers of the ONS work and on how these have given rise to interest both in national well-being – the Beyond GDP agenda – and in the use of subjective well-being measures (self-reported, personal well-being) in public policy. Although we touch briefly on measurement and analysis issues, we mainly concentrate on user requirements, the international context, and political, policy, public and business use of well-being data.

Analysing the cross-level interaction between individual and community well-being requires a joint involvement of both 'vertical' and 'horizontal' perspectives. While multilevel modelling separates the effects resulting from personal characteristics from those resulting from community features, the need to account for spatial variation and geographic membership proves that space and place matter, too. In this paper, the explicitly-spatial multilevel model has been developed to this effect, namely to identify both types of effects, space and place-related, using the hierarchical (nested) data structure for the smallest administrative units – NUTS5/LAU2, i.e. communes (gminas). In their analysis, the authors employed two methods for measuring well-being: (i) individual (subjective) well-being measure derived from the nation-wide Time Use Survey data, which they occasionally replaced with 'life satisfaction' type of self-reported measures, and (ii) multidimensional index of local deprivation composed of eleven domain-scales. The spatial multilevel modelling has been extended by an attempt to assess what effect spatial interaction has on cross-level relationships. Its inclusion in the discussion with which this paper concludes seems recommendable, as it indicates the need for more systematic efforts towards a spatially-integrated approach to this kind of modelling problems.

This paper presents some results of the study employing the Quality of Life (QOL) index that was initiated in China during 1980s. Currently, some progress has been made in the research field. For one thing, many researchers defined QOL as a composite structure which included subjective and objective elements. Considerable summary of well-being indices has been constructed from different analysis units (e.g., cities, province, and nations). For another, statistical methods played an important part in determining the weights of these indices, either objective weighting or subjective weighting. This paper defines the concept of QOL as the quality of people's being, which is used in analyzing the well-being of people' living condition and also reflected their subjective well-being to the living condition. Based on this concept, an analytical system of Chinese people's well-being was elaborated. 115 indices from five aspects reflecting the characteristics of the Chinese people's objective well-being have been initially proposed. Economic well-being, health and basic survival well-being, social well-being, cultural well-being, political well-being and environmental well-being have been taken into consideration. Through the analysis of content validity of experts and correlation analysis, 58 indices were selected. The weights of the subjective and objective indices were determined through analytic hierarchy process (AHP) and principal component method respectively. By combining the weight coefficients obtained from the two approaches, the composite indicator of Chinese people’s objective well-being was performed and the objective well-being level of 30 Chinese provinces was evaluated.

The paper provides an overview of the information sources, methodology and main findings of the research of quality of life and poverty using indicators of subjective well-being applied by state statistics agencies in Ukraine. The paper describes the system of indicators for self-evaluation of the attained level of well-being, the level of satisfaction from meeting the basic living needs, and the limitations in consumption abilities of selected population groups due to hard conditions. In addition, methodological approaches in national statistics practice are discussed for the case of analysis of economic deprivation and for infrastructure development as indicator of geographic accessibility of services and non-geographic barriers causing the deprivation of access. Also, this paper reviews the factors that underlie the deprivations and define the percentage of population that is particularly affected by multiple deprivation in Ukraine. It covers the data on dynamics and analyses the distribution of deprivation by different population group, for several years. Finally, it describes further steps on the way to enhance the information capacity of subjective wellbeing studies, particularly as regards implementation of the contemporary approaches in international perspective, including Europe.

Sampling from three wealthy counties in Shandong province (n = 855), this research examined the characteristics of an output well-being index, and the index shows good internal consistency reliability and ideal construct validity. It could be used as an instrument to evaluate the quality of life of Chinese citizens. The index was applied to an analysis of the quality of life of the residents from three wealthy counties. It shows that the level of the quality of life of the rural residents is higher than that of the urban residents, but the level of some indicators is imbalanced, and the levels of subjective and objective indicators are consistent. These characteristics of the well-being index of the rural residents from the wealthy counties are closely related with the level of the local economy and social development. It is advised that the output well-being index could be used to evaluate the degree of citizen’s need that was met and the degree of human being’s all-over development that was realized. It could also be used as an important policy instrument for the policy makers’ good governance.

Subjective well-being encompasses several distinct but interacting aspects of people’s feelings, attitudes, and experiences. This paper assesses the state of the art for measuring these dimensions of people's lives, which typically involves analyzing self-reports of subjective well-being collected in survey instruments; however, other potentially complementary, technology-driven tools are emerging as well. We first answer the question, “what is subjective well-being?” and unpack its multidimensionality. The role of national statistics offices in measuring subjective well-being and deriving official statistics is considered next. We conclude by discussing how different characteristics of well-being constructs shape their applicability to policy. The overarching conclusion is that–while methodological limitations are present and a number of fundamental research challenges remain–understanding of how to collect and interpret data on subjective well-being has made enormous strides in the last two decades, and policies for a wide range of domains are beginning to be usefully informed.

Artykuł przedstawia wyniki badania wpływu transferów socjalnych na rozkład zamożności w Polsce w latach 2010 i 2014. Jego celem jest ocena: związku między rozkładem świadczeń i rozkładem zamożności, wpływu świadczeń na wartości wskaźników społecznych (tu: indeksów zasięgu i głębokości ubóstwa monetarnego i wielowymiarowego) oraz wpływu świadczeń na zachowania beneficjentów. Jako miary zamożności przyjęto dochód ekwiwalentny oraz wskaźnik wielowymiarowy, uwzględniający również wydatki konsumpcyjne, warunki mieszkaniowe, wyposażenie w sprzęty oraz subiektywne oceny sytuacji materialnej. Wykorzystano informacje z badania budżetów gospodarstw domowych GUS z lat 2010 i 2014. Zestawienie rozkładu dobrobytu z rozkładem świadczeń wskazuje, że premiują one przede wszystkim osoby w najgorszej sytuacji materialnej, niezależnie od sposobu porównywania tych rozkładów i przyjętej miary zamożności. W 2014 r. stopień redukcji ubóstwa jako efektu świadczeń zwiększył się w porównaniu z 2010 r., pomimo zmniejszenia liczby odbiorców. Oszacowania średniego efektu netto świadczeń biorące pod uwagę reakcje odbiorców wskazują jednak na ich silny efekt demotywujący.
The article examines the impact of the social transfers on well-being distribution in Poland in 2010 and 2014. The main purpose is to assess the relationship between the distribution of benefits and of well-being, the impact of benefits on social indicators (i.e. the incidence and intensity of monetary and multidimensional poverty) as well as the influence of benefits on the behaviour of beneficiaries. The individual well-being is measured by means of equivalent income as well as by multidimensional indicator, including also consumption, dwelling quality, household appliances and subjective evaluations of the economic position. The study is based on data for 2010 and 2014 from the household budget survey of Statistics Poland. The comparison of the distribution of transfers and well-being indicates that the benefits are definitely pro-poor, irrespectively to the method of comparison and well-being measure. In 2014, as compared to 2010, higher reduction of poverty due to the transfers took place, in spite of the reduced number of recipients. However, the estimation of the net effect of the benefits including behavioural responses suggests strong demotivation effect.
