    Opis:
    Acquiring information that has an impact on a country's security, i.e. its independence, sovereignty and international position, by unauthorized persons, whether from another country's intelligence services or criminal groups, may have far-reaching consequences. Therefore, to preserve the stability of the state and give a sense of security to its citizens, the most important task and duty of the government is to protect them. This can be provided by an efficiently functioning system that will guarantee restrictions on access to classified information, its proper processing, as well as the use of appropriate and suffcient physical and ICT security measures. For this reason, this system requires at the state level precisely defined rules and norms based on the law, defining the principles of creating classified information, how to protect it and sanctions that can be applied in the event of non-compliance. The protection of information having a significant impact on the functioning of the Polish state in each period of its existence was an important element of defense and security policy. After regaining independence, the protection of state secrets took on special significance both for the country's existence and the foundations of its existence. It was realized that their disclosure could be fatal to its organization and functioning, as well as defense capabilities. The presented material presents the evolution of the protection of classified information in Poland, and its importance for the security and defense of the state by ensuring the effectiveness(concealing) of actions aimed at their implementation.

    Bezpieczeństwo obiektów transportowych, jako obiektów o charakterze strategicznym i zaliczanym do infrastruktury krytycznej, zależy od skuteczności zastosowanych poszczególnych systemów bezpieczeństwa. Systemy te powinny wzajemnie się uzupełnić, tak by skuteczność wykrycia zagrożenia była możliwe maksymalna przy założonych warunkach początkowych. Dlatego też stosuje się różnorodne rozwiązania. W artykule ukazano wykorzystanie różnych systemów ochrony peryferyjnej do ochrony obiektów. Zaprezentowano także metodykę modelowania poziomu bezpieczeństwa systemów ochrony peryferyjnej.
    Safety of transport objects, as objects of strategic character and belonging into a critical infrastructure depends on the effectiveness of used various security systems. These systems should complement each other, so that the effectiveness of threat detection was possible maximum at the assumed initial conditions. Therefore, different solutions are used. In the article is shown the use of different systems of peripheral protection for objects protection. It also presents a methodology of modelling the level of security of systems of peripheral protection.

    The process of establishing normative acts in the European Union does not occur out of nowhere, but in the context of specific social needs. That was the case of the genesis of establishing legal regulations regarding the protection of personal data in the European Union. Socio-economic integration, which resulted from the functioning of internal market in the European Union, has led to a significant increase in cross-border transfers of personal data. It led to situation in which various economic operators or state institutions of the Member States have increasingly processed the personal data of the EU citizens. Within time, these data have become an equally valuable commodity - not to say even more valuable – compared to goods and services (Costa-Cabral, and Lynskey Orla, 2017, p. 11). Making use of personal data on a large scale especially by public and private entities, associations and companies over time has posed a threat to the security of personal data. This has made it necessary to introduce legal protection measures for personal data in the European Union that would eliminate the negative effects of any form of personal data processing. The purpose of this article is to evaluate legal regulations regarding legislative protection of personal data in the European Union against the background of EU Regulation 2016/679 of the European Parliament and the Council with respect to the protection of individuals due to processing personal data, its free movement and repealing Directive 95/46/EC (hereinafter referred to as Regulation 2016/679). Due to initially adopted purpose of the considerations there arose a problem which was formulated in the form of a question: Do the legal measures introduced by the Regulation constitute an effective tool for the protection of personal data in the event of a violation of the law by personal data administrators and entities while processing such data? The presented purpose of the considerations and the research problem determined the order of the analysis.

    The Brazilians enthusiastically welcomed the decision to grant them the right to host the 2016 Summer Olympics. The decision to grant Brazil the organization of such a large and spectacular mass sports event to be held in Rio de Janeiro entailed certain risks. This was mainly due to the alarming crime and violence rates in the city, which were largely related to drug trafficking. The decision of the International Olympic Committee sparked a global discussion which questioned Brazil's ability to guarantee the safety of participants in the 2016 Olympics, following the 2014 FIFA World Cup which it also hosted. This article analyzes and assesses the security system of the Olympic Games in Rio de Janeiro organized by the Brazilian authorities, which, according to the organizers' intentions, was to effectively counter the projected internal and external threats. In this context, Brazil's actions for the safety of the Olympic Games deserve recognition and can be a good example for future organizers of this type of mass sporting events. This applies to activities undertaken by the organizers that had the greatest impact on the preparation, organization and functioning of the safety system during the 2016 Olympic and Paralympic Games in Rio de Janeiro. In this regard, a certain specificity of activities undertaken by the organizers should be noted, which not only focused on combating terrorist threats, but were also aimed at countering internal threats, mainly the organized crime.

    Istotnym problemem w rozwoju nowoczesnych technologii jest inżynieria bezpieczeństwa obiektów antropogenicznych do realizacji różnorodnych potrzeb człowieka – obejmujący szereg teoretycznych i praktycznych zagadnień dotyczących bezpieczeństwa człowieka w następujących obszarach: technicznym, ekonomicznym, prawnym, organizacyjnym i logistycznym. Wszystkie procesy w zakresie projekto wania, wytwarzania, dystrybucji i eksploatacji obiektów antropogenicznych dotyczą kwestii bezpieczeństwa. Ze względu na szerokie ujęcia problemu sformułowanego w tym artykule, autor podjął próbę wyjaśnienia szeregu ważnych pojęć związanych z kwestią inżynierii bezpieczeństwa obiektów antropogenicznych, takich jak ochrona środowiska, potrzeby człowieka, konsumenta, przedmiotu, działalność człowieka, bezpieczeństwo, zagrożenie, inżynieria bezpieczeństwa.
    An important problem in the development of modern technology is safety engineering of anthropogenic objects to implement a variety of human needs – covering a range of theoretical and practical security issues concerning manmade objects in the following areas: technical, economic, legal, organizational and logistical. The processes of designing, making, distribution and operation of facilities anthropogenic object all involve safety issues. Due to the wide recognition of the problem formulated in this paper, the author has made an attempt to clarify a number of important concepts involving the issue of safety engineering of anthropogenic objects, such as the environment, human needs, the consumer, the object of human activities, security, threat, security engineering.

    The military cooperation between Poland and the USA so far has undoubtedly influenced the shape of the external security. The tangible expression of this cooperation is, among others, the signing of an agreement between Poland and the USA for the purchase of the Patriot system in July 2017. As a result, Poland joined the elite group of countries possessing weapons capable of countering enemy ballistic and maneuvering missiles. It also adjusts the domestic armed forces to the NATO standards and the requirements of the modern battle-field. An additional aspect of the existing cooperation between Poland and the USA is the agreement on the protection of classified information in the military sphere. In this context, the aim of this article is to identify the scope of cooperation between Poland and the USA in the area of security measures, which should guarantee the protection of classified information considering the interests of both countries. During the considerations, two basic research methods were used: analysis and synthesis. The former method was used in relation to the content of the concluded contract and the opinions presented in the literature on the subject. The latter method was used to formulate conclusions resulting from the conducted analysis. The considerations undertaken proved that there is an area of mutual cooperation in the field of protection of classified information between Poland and the USA. They also made it possible to obtain an answer to the question of what security measures determine the effectiveness of the protection of classified information in the military sphere between the contracting states.

    W referacie przedstawiono propozycję rozwiązania problemu bezpiecznego projektowania, wykonawstwa oraz użytkowania hal stalowych, przewidzianych do wykorzystania w obiektach magazynowych Centralnej Bazy Magazynowej. Koncepcja budowy Centralnej Bazy Magazynowej (CBM) na potrzeby ochrony ludności została opracowana w Biurze ds. Ochrony Ludności i Obrony Cywilnej KG PSP na polecenie Komendanta Głównego Państwowej Straży Pożarnej. Centralna Baza Magazynowa docelowo będzie posiadała funkcje wspierające służby ratownicze podczas prowadzenia działań w obszarze szeroko rozumianej ochrony ludności na terenie kraju i poza granicami.
    Proposal of solution of problem of safe design, construction and exploitation of steel halls, which are expected to use in storage objects of Central Storage Base, was presented in this paper. Conception of construction Central Storage Base (CBM – in polish) on requirements of protection of populations was processed in Office for Protection of Population and Affairs Civil Defense on errand of Commander in Chief of the State Fire Department. Central Storage Base will support emergency services during carrying out activities in the area of widely understood protection of populations in country and abroad.
