Coraz bardziej powszechna obecność urządzeń i systemów elektronicznych w życiu człowieka powoduje, że przedstawiciele kilku ostatnich pokoleń podejmują próby opisania zjawisk zachodzących z ich udziałem. Próby te, podejmowane w celu usystematyzowania postrzegania nowego – w stosunku do istnienia gatunku ludzkiego – „świata” urządzeń i systemów elektronicznych na tle innych aktywności ludzkich, mocno komplikuje fakt jego dynamicznego rozwoju. Autorzy, na bazie bogatego doświadczenia zebranego w ramach wieloletniej pracy związanej z wykorzystaniem urządzeń i systemów elektronicznych, uważają, iż należy opracować nowe podstawy teoretyczne (w tym aparat pojęciowy), bardziej uniwersalne od obecnie istniejących. W niniejszym artykule autorzy proponują wprowadzenie nazwy „środowiska elektronicznego”, będącej synonimem miejsca prowadzenia części działań militarnych, w którym wykorzystuje się urządzenia i systemy elektroniczne. Uzasadniają również w obszerny sposób przyjęty punkt widzenia oraz wykazują zasadność proponowanych zmian.
The increasingly widespread presence of electronic equipment and systems in human life has led representatives of several human generations to attempt to describe this phenomena. These efforts, undertaken in order to systematise the perception of the new - in relation to the existence of the human species - ‘world’ of devices and electronic systems on a background of other human activities, are greatly complicated by dynamic developments. The authors, based on extensive experience gained in the context of many years of work involving the use of electronic equipment and systems, believe that it is necessary to develop a new theoretical basis (including conceptual apparatus), more versatile than currently existing ones. In this article, they propose to introduce the term ‘electronic environment’, which is synonymous with the place for conducting part of military action, which uses electronic devices and systems. They also justify the adopted point of view in a comprehensive manner and demonstrate the merits of the proposed changes.

This paper has two purposes. From the personal side, the topic was chosen because I am interested in the history of psychological operations. To benefit the reader, I address psychological operations in selected military conflicts after the Second World War in order to consider this issue. The goal of this study is to depict examples of the psychological operations conducted after World War II as part of military operations and examine the increasing importance of these issues to all involved in the battle. The article describes methods and means of psychological activities carried out by both sides in conflicts against both soldiers and civilians. Most attention in the article is devoted to the potential of the United States, which is without doubt a leader in the development of psychological operations. US PSYOP equipment is the most sophisticated and covers a broad spectrum of diverse technological means of influence. It results especially from the permanent engagement of US troops in military activities in various parts of the world after the end of World War II. Psychological operations have been an essential element of warfare since ancient times. The purpose of psychological operations is to induce or reinforce foreign attitudes and behaviour favourable to the originator’s objectives. It has been used throughout history to influence foreign groups and leaders. Moreover, psychological operations targeted the enemy’s will to fight. In various conflicts after World War II, we can observe more and more attention being paid to psychological operations. Today we can observe a revolution in PSYOP capabilities. This is related to the development of modern technologies, especially the internet, which gives new opportunities for information transfer.

The high dynamics of the changes in the security environment, deepening globalisation, and the growth of current and new, predominantly asymmetric, threats make permanent new demands on international society and require new more complex approaches towards the issue. One of the most significant tools the international community has for keeping peace and security on an international level, restraining centres of tension, consolidating or stabilising relations in crisis areas, and multilateral reconstruction and restoration of countries after armed conflicts, is represented by peace operations within international crisis management. Peace operations have changed a lot throughout the last fifty years, and today, unlike in the past, they represent highly complex, dynamic, demanding and multidimensional activities. Therefore, the main aim of the authors is to point out the significance of a theoretical and terminological basis for research in the field of peace operations.

The overall objective of the research is to summarize tactical considerations, resulting from terrain and weather analysis, to support the preparation, planning and execution of subterranean operations. The study used the Grounded Theory for collection, analysis, and systematic treatment of data. The main data sources for the study consisted of purposive sampling from operations in subterranean systems and lessons learned from them. Two new sub-variables are now proposed to be included in terrain and weather variable from mission analysis model for subterranean operations: Subterranean system’s location and accesses and subterranean system features. The key to finding subterranean systems is through terrain analysis, physical ground search, operational indicators, and intelligence products. The analysis of the features of the subterranean system and its mapping is critical for developing courses of action. Forces must be trained and equipped to manoeuvre and combat at short distances and poor visibility conditions. Surface access points and command and control bunkers usually are assessed as key terrain. Obstacles placed at intersections are excellent ambush sites. Accessing sophisticated structures requires specific techniques and equipment. Inside the subterranean systems, existing angles, barriers, walls, cavities, stairwells and other objects provide cover and concealment. Water can make it impossible to build subterranean systems, place obstacles, or even use them; droughts can “create” new avenues of approach. Clouds and fog difficult the detection of subterranean systems. The terrain and weather analysis model, the characteristics, and the tactical considerations presented, all combined, support the preparation, planning, and execution of operations in subterranean systems.

Contemporary military conflicts are unpredictable in reference to time, place, and scale. Therefore, they require the use of modern weapon systems and platforms capable of carrying them, but above of all systems that are capable of recognizing risks and managing active counter measures. The E-3 AWACS aircraft is the platform fulfill the requirements. The article describes the organizational structure responsible for the operation of AWACS system as well as the E-3 aircraft. The paper presents the possibilities of its use in support of the Polish Air Force operations.

Undertaking to determine scientifically substantiated conditions for the functioning of destabilising forces and methods for countering them in contemporary operations fits in the broad scope of security. This paper reports the results of the study that employed survey methodology to investigate the matter of destabilising forces in order to provide the contribution to the current body of literature in the field. Recently published scientific and non-scientific studies in Polish and English on destabilising forces, despite the semantic differences, refer to a large extent to the problem of acting and combating such groups. The paper puts forward a series of conclusions and proposals with the intention of inspiring the critical evaluation and to encourage substantive polemics in the pages of specialist scientific periodicals. This material may serve as the basis for further detailed research into destabilising forces – the subject that is not only a pressing current issue, but above all a prospective area for research as part of the security sciences.

The role of intelligence is crucial and must be horizontally integrated across the strategic, operational, and tactical levels. This will hopefully ensure that the key pieces of intelligence are delivered to the decision-maker in a timely manner. The Intelligence Cell (J2 – S2) must understand the needs of the operational community and work hand-in-hand with the Operational Cell (J3 – S3) to ensure that the commander is properly supported. Intelligence preparation of the battlefield is vital to successful IO. Information Operations are predicated on good information and intelligence.

The article aims to present two hostile tools employed in the cybersphere against internet users. The first one is doppelganger, and the second one is deepfake. The paper highlights some examples of using both to influence the social cognitive dimension in the infosphere. Diagrams and charts presented in the article depict the vast scope between society and the media, which is the main source of information and the nest for disinformation. The article discusses the use of artificial intelligence for hostile purposes and the possible means by which to gain resilience against disinformation.

The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

The intention of this paper is to clarify how state patrons control non-state proxy forces fighting on their behalf. In order to address the subject matter thoroughly, specific attention was paid to a number of questions including a) the criteria determining patronproxy relations, b) factors influencing the selection process of proxy forces, and c) principles governing the maximisation of potential benefits of using proxies, whilst simultaneously reducing risks and associated costs. The author applied a neo-realistic research paradigm to his work. Patron-proxy relations were presented in the context of the principal-agent theory, as well as through detailed analysis of ongoing scenarios involving Iran and Hezbollah, Russia and the Donbass separatists, Pakistan and Kashmiri militias, the US and Syrian rebels. The essence of war by proxy is to influence the strategic result of an armed conflict without direct, full-scale, military intervention. The use of non-state proxy, external actors is aimed at maximising their political goals and strategic interests whilst maintaining “plausible deniability”. By supporting non-state proxies, indirectly or by providing limited direct assistance, sponsors operate below the threshold of war. Empirical analysis of proxy war cases proves that such models may both guarantee “strategic victory” or become a “double-edged sword”. One of the key challenges for external powers engaged in war by proxy is to avoid unintended consequences (blowback). The author argues that elements such as ideology, ethnicity or religion do not necessarily ensure control over proxies, whilst the range of common goals and interests, and the level of the proxy’s dependency, are crucial.

The article examines the recent aggression of Russia in Ukraine as an example of a hybrid war also referred to as a crawling conflict. A comparative analysis of Russia's strategic level documents (strategy and doctrine) published in 2000, 2010 and 2014, as well as of the order of battle of the Russian armed forces (land), shows that Russia had been motivated and had achieved readiness to conduct hybrid activities in Ukraine a long time before the intrusion in February 2014. The article also extrapolates from the conflict general lessons on the character and structure of contemporary and future combat operations. Finally, in the framework of conclusions, universal hybrid warfare components and counteractions are discussed.

Nowadays, the Hungarian Defence Forces (HDF) have several multinational tasks all over the world. These are changing constantly due to the expansion of the different missions. In the beginning, HDF personnal were participating individually (officers, NCOs), and later by sub-level power in NATO and EU operations. The Provincial Reconstruction Team (PRT) mission in Afghanistan was the most successful operation of the HDF, which was terminated in March 2013. Hungarian soldiers gained considerable experience in Iraq too, where they served in a Transport Battalion under Polish command (Multinational Division). Based on these facts, this article presents some Hungarian aspects of multinational operations.

Gulf War and the conflicts in Iraq and Afghanistan clearly confirmed, and confirm the importance in today's modern battlefield command and communications systems. An important role in these conflicts from the first day played a satellite communications. Today, peace support operations conducted and Polish involvement in such activities, promote the development of satellite systems in the Armed Force s. Polish military units in Afghanistan, using NATO satellite systems and use their own satellite communications as the main means of communication and the way in the field of activities. Recently, the equipment units entered the army command mobile satellite terminals tactical level. The fight against asymmetric satellite communications is the primary method of exchanging information and command of military contingent. Other systems, such as radio are reserve funds, used an ad hoc basis, at lower levels of command or during patrol operations as a link in the column. The author wishes to bring in the paper the development of military satellite systems and the possibility of Polish detachments in the tasks with the use of satellite imagery. The analysis has been especially satellite systems in the recently concluded operations in Iraq and operations in Afghanistan, and the ability to land forces component of current and future activities in the international arena. Military communications satellites to be constantly adjusted to meet the growing challenges and needs in the number of calls made. The use of modern technology and services of satellite systems have to bring our troops and units of the tactical level activities NCW (Network Centric Warfare) environment. The development of space technology is not standing still. The world is planning new programs and further development of space stations, plans to build a base on the moon, build colonies in space and of course development of military satellite communications systems. Space has become a challenge for the twenty first century man.
