The author benefitted from the support of the private security sector as the Chief Officer of the City Police. When, after leaving the service, he was the President of the Polish Association of Employers Protection Branch “Małopolska”, one of the basic objectives of his activity was to ensure a high level of functioning of the private security sector as an important component of public security. Optimisation of the use of private security companies to ensure public security and order is one of the basic directions of his practical operation and research conducted by him. In the article, the author discusses the role of the private security sector and the tasks set for this sector. The genesis of security companies, their evolution and development in various countries of Europe and the world is covered. Much attention is devoted to the de-monopolisation of security in Poland, in which the security companies played a special role. The author outlines the most important objectives of private sector development in Poland as a specific type of economic activity. The basic concepts related to the functioning of security companies are explained, exposing their priority task, which is the protection of facilities, areas and equipment important for the functioning of the state. The author shows that the current level of terrorist threats implies the need for greater involvement of security companies in providing security to facilities constituting the critical infrastructure of the state. The role of specialist armed security formations in this area is highlighted. In the conducted research process, a positive answer to the main question is given, demonstrating that security companies are currently an important element of the public security system in Poland, and their use in this area should be constantly strengthened.

Wireless network communication standards have become very common due to the huge benefits of their application. The use of radio waves to create networks has reduced infrastructure costs and increased the mobility of devices. The advantages of wireless communication (WLAN) also pose a challenge to the security of transmitted data. However, the use of a wireless signal poses certain threats to network security. The aim of the study was to analyse problems related to the security of WLAN 802.11. and assess its resistance to various attack strategies. It was assumed that wireless networks have an insufficient level of security. The assumed assumption is verifiable due to the ability to monitor events in networks. In order to verify the hypothesis, a number of experiments have been carried out in laboratory conditions, concerning the currently used WLAN protections from the IEEE 802.11 family of standards. The electromagnetic waves used for communication are available to the public at a distance of a few / several dozen metres from the communicating devices. It is easy to monitor air traffic using a network card that operates in monitor mode. The communication itself cannot be secured in any way, so data encryption is one way of secure transmission. During the research, the applied security features were successfully broken with the help of publicly available tools. The obtained results are distinguished by a high level of objectivity and reliability in the assessment of applied wireless network security. It was shown that there are still imperfections in the security and it is possible to break the security measures. The consequences of attacks are very serious and lead to a breach of each of the attributes of secure information. Practice has shown that it is impossible to create a wireless network that is fully secure. The findings of the study should be used to develop methods to improve information security, as well as to raise users’ awareness of existing threats. Not all users of wireless networks are aware of how easy some of the commonly used security features are to break.

Issues related to national security problems have long been of interest to many research centres. National security, due to its role and importance for the functioning of both the state and society, has become an important research area not only for military specialists, but also civilian experts. However, despite the unquestioned principle of the need to study the problems of national security, dispute issues are increasingly appearing that require new solutions based on scientific foundations or a fuller interpretation of the applicable rules of conduct. Security as a research area is multidimensional, it is analysed primarily in terms of organisation and subject. Therefore, there is no doubt the thesis that ensuring security is a fundamental duty of the state, because it really determines the sense of its existence. The security of the state is of course also the security of its citizens. Since the dawn of human history, the security of the individual has been associated with state-forming processes. Unfortunately, security, like many other common phenomena of everyday life of individuals and societies is intuitively made aware and does not succumb to unambiguous definitions, which is why a number of discussions arise and not only in the scientific community. The national security of the Republic of Poland is a specific range of challenges generated for the state. The article looks at the conditions of external and internal national security of the Republic of Poland, which is the starting point for research on national security. National security was defined and its typology made.

This study analyses various non-military factors in shaping the security policy of the Russian Federation. This work undertakes to establish their substance, content and scope, and to draw the conditions and trends in the political, economic and social security of modern Russia in the context of its international ambitions, role and state security. In the work theoretical method analysis, synthesis, abstracting and generalization were used. Based on the results of the research, it was determined that the specificity of its location definitely exerts an adverse effect on Russian state security. The reconstruction of imperial Russia is among the key goals set forth by Vladimir Putin in Russia’s foreign and military policy. In fact, the entire economic, political and military activity of Russia is subordinated to this goal. With regard to the economic and social state, the dependence of the Russian Federation on the extraction and export of crude oil and natural gas is an obvious indication of the constraints of its economy. Moscow’s particular interests are formulated in official state documents, such as the Military Doctrine and the National Security Strategy. These documents identify not only external and internal threats to state security but above all indicate the means and methods of possible deterrence.

The article „Cyberspace in the military system of state security” presents the basic concepts related to security, which is nowadays considered to be a state of certainty, peace, security and lack of threat and protection against danger, and cyberspace, which is understood as a virtual environment of information and interaction between people. This article also shows the definitions of terms relating to the values most valued and protected by man, i.e. state security, which is an integral part of the state policy related to the creation and use of national defense potential to prevent and counteract various types of threats. The importance of important units of the Polish Armed Forces as the basic organ of shaping cyberspace in the military area has been shown. The role and place of bodies in the Polish Armed Forces ready to respond to threats to ICT systems and networks connected by cyberspace has been defined.

The work focuses on the controversy about technological progress and unlimited access to all kinds of energy acquisition, storage and distribution. It suggests a formula for energy acquisition and usage which embraces issues of peace and war, social conflicts, and stability determined by access to energy conditioned by the state of the climate of our planet. The question is how will an interdisciplinary combination of progress and future implementation of technologies influence energy security of states and social entities, their natural environment, up to 2030 and beyond? The methods used in the work rely on a non – linear approach to disruptive technologies combined with empirical verifiability of scientific progress in the field of energy acquisition and use. They are reinforced with drivers taken from development scenarios gained through technological development in quantum mechanics, molecular biology, and computational techniques. The result is a conceptual approach to energy acquisition and distribution for states, their communities and individuals regardless of whether the technologies are “civil” or “military” in their essence. The recalled disruptive technologies shape factors of social development and create conditions for human existence and the natural environment that influence the security of states and social entities. The development of automation and robotics, digital transformation, bio-technologies and cognitive science creates new energy security for states, social entities and the natural environment. Technologies for the generation, processing and distribution of energy create an almost unlimited perspective of reconfiguration of existing forms of life and their safety.

The history of the nations living in today’s Baltic States is marked by fighting against stronger neighbours: Russia, Poland, Sweden, Denmark and the German settlers in their territories. Unlike Lithuanians, Estonians and Latvians failed to create their own statehood before the 20 th century. The Lithuanians created their own state, a powerful one, which then became a part of an even wider state organism – the Polish-Lithuanian Commonwealth. As a result, the security policy of Lithuania was identical to that of the First Republic of Poland. Although there were tribes living within the area of current Estonia and Latvia for many centuries up to the outbreak of World War I, the lands of Latvia and Estonia had been changing owners and had been under the rule of almost all neighbouring countries. As a result of the positive outcome of the First World War, but also thanks to their efforts, the Baltic States regained independence in order to lose it after only 20 years, as a consequence of another war. After restoring independence with the collapse of the Soviet Union, the Baltic States realised that even acting together they were unable to defend themselves against a potential aggressor. As a result, they decided to follow in the footsteps of other countries of the former Eastern Bloc (e.g. Poland and Slovakia) and to integrate with Western European structures such as NATO and the EU. Following NATO inclusion, the security strategies of the Baltic States have been revised in line with the changes in their surrounding geopolitical environment.

Security studies are one of the disciplines included in the area of social sciences. A subject of security studies research is modern safety systems in terms of military and non-military actions and their functioning at different organisational levels. These systems include the activities of the institutions of a state, the government and the local government, businesses, and community organisations. Research on the discipline should be used to create theoretical bases and the development of international and national security systems, operating systems in the area of security. The aim of the article is to show the relationship between polemology and security studies. Due to its interdisciplinary nature, polemology is dependent on security studies, in this regard.

The aim of this essay is to point out global challenges and find some solutions to them. Firstly, global challenges have been defined using The Millennium Project as the main source in an attempt to predict the future. Cooperation is stressed as the most important point to deal with these challenges. Our great earth should be appreciated. As we are living in a mortal planet, humanity should take care of it with collaboration between states and non-state actors. International community should agree on chal-lenges and their solutions. On the other hand, time is still needed to estab-lish an aware community because even some experts do not agree on climate change etc. Therefore, developed countries have to promote global challenges awareness as it may result with a domino effect for other states.

The author presents the results of research carried out in property and personal security companies. The research was carried out both on the basis of a theoretical method based on qualitative analysis of legal acts, critical analysis of scientific literature as well as the empirical method consisting of using research tools such as questionnaires and expert interviews. Th e research came up with a positive answer to the question: Is it possible to increase the participation of property and personal security companies in ensuring public safety in Poland? The author believes that it is necessary to create a symbiotic formal and legal system that determines the use of human resources in broadly considered state security and in the process of implementing the objectives of national security policy by all levels of government either, state, local or private.The author notes that enhancing the efficiency of security entities is possible, inter alia, through continuous technological development and the exchange of knowledge between national security entities and the authorities responsible for managing security through regulation. According to him, the exchange of knowledge, experience and information between the public and private sectors, and the implementation of best practices in the field of security for day-to-day practice, improves the effectiveness of security policy. One such preventive measure is the creation of a formal and legal basis for conducting a security policy based on an integrated system of exploitation of experience, in which all entities responsible for the security of the Republic of Poland participate.This publication indicates the direction of action that the author believes should be taken to make better use of the private security sector in the state security system.
