Treści zamieszczone w artykule poparte są analizą literatury oraz obserwacją uczestniczącą, wynikającą z udziału w misji w czasie trwania XIII zmiany Polskiego Kontyngentu Wojskowego.
The publication introduces the concept of total institution which was undertaken by Erving Goffman as part of his studies. He reveals a duality in the understanding of this institution. Something else, that is, when it comes to a military unit in the country and very different to a military base abroad. The authors’ considerations refer to the military base located in Ghazni in Afghanistan. The content of the paper is supported by analysis of the literature on the topic and participant observation, resulting from participation in the mission of the XIII Polish Military Contingent.

The history and traditions of Polish-Ukrainian military contacts are as rich as the relations between the two nations. Intensive military cooperation dates back to the mid-16th century and is connected with the pursuit of the military capabilities of the Cossacks. The next chapter of Polish-Ukrainian military cooperation started just after the end of the First World War. The state authorities, analysing the political and military situation, noticed the importance of Ukraine for the future balance of power in Europe and its impact on Poland’s security in the east. The leader of the Ukrainian National Republic (UNR), ataman Symon Petlura, had a similar approach. The need for joint action in the face of growing threat led both parties to intensify negotiations and to sign a political and military agreement. The findings made on 14 January 1992 during the visit of the Minister of Defence of Ukraine, Colonel Konstantin Morozov, to Poland should be regarded as the beginning of contemporary military contacts with Ukraine. In formal terms, the legal basis for cooperation was the agreement on this matter, signed on 3 February 1993 in Kiev. In its framework, both parties agreed to develop, inter alia, training and training-operational cooperation. It was intended to be implemented through contacts between units stationed in the border regions, transferring the main effort to the lower levels of command.

The actions of the military structures to protect the civilian population have evolved from air defence operations to complex missions of “human security”, based on prevention and intervention in any civil emergency situation facing a community. Our prospective undertakings have highlighted the necessity to integrate traditional civil defence actions with modern actions taken to manage emergencies against all kinds of hazards. The profound transformations of contemporary society and of the military body, in the context of the new risks and threats to the international security environment, required the remodelling of the role of the military instrument. The consequences of the combined military and non-military risks and threats can seriously affect the capacity to respond to evolutionary forms of their manifestation by diminishing the human, technical, material and financial resources, the sudden decrease of the standard of living and the citizens’ trust in the state institutions with a decisional role in the field of national security. Thus, in order to accomplish the specific missions of these circumstances, the main question is: under what conditions can the armed forces cooperate with the civil protection structures, as well as with the other elements of national public security and safety system, focused on fighting against risk and threats specific to emergency situations? In this respect, this paper intends to present a number of particular aspects regarding the role and relevance of military intervention in humanitarian crisis management for the protection of the civilian population along with other specialist structures.

Higher military education is nowadays undergoing numerous changes due to the “Concept of the development of higher military education in 2017-2026” adopted in 2016. The following article looks at the planned modifications in the context of training aviation personnel for the needs of the Air Force. The “Training military pilots” section discusses the process of training candidates to be military pilots, the main problems related to it as well as the nature of the system of training and educating the cadets of the Polish Air Force University. The considerations in the next section of the article concern the selection of candidates for military pilots. The recruitment, consisting of several stages, aims to efficiently identify the best candidates for service in aviation. The screening training, the aim of which is to check the predispositions of candidates for serving as pilots, is a novelty in this process. The chapter “Selection” looks at the solutions applied so far in the School of Eaglets, and also analyses the benefits of the new recruitment method. The final sections of the article concern the profile of the graduates of the Polish Air Force University, their target skills and the development plans of the University in the face of the challenges posed.

This paper sets out to identify the key elements of Polish social structure that are critical to the manpower of the Polish Armed Forces. So far, there has been little discussion, in either the literature or ongoing public polemics, regarding the dependence of the Armed Forces on the shape of the social structure in the context of ensuring state security.This work is predominantly based on the analysis of available literature: scientific articles, legal acts and the results from the survey research conducted by specialised institutions, in particular, Polish Central Statistical Office. On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. The present state is below the expectations and needs of the Polish Army, mainly due to the lack of young people with special technical education. The earnings in the private sector by far outweigh the remuneration levels offered in the military, which effectively deters young people from undertaking service for the benefit of state security.On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. Military education, as an integral and inseparable part of building the army as an institution, is changing its identity and tends to be becoming a place of development, changes, scientific research, quality teaching and education. Adoption of the National Curriculum Framework is creating conditions for these changes. Introduction of the military schools curriculum will inevitably lead to the hidden curriculum. In adult education (andragogy), the hidden curriculum appears in a more vigorous and influential form. The ability to function and the high reliability of the military system are based on hierarchy in which the formation of will is carried out from top downwards. The most prominent factors are command, obedience and reporting. In such an environment, we recognise the positive and negative effects of the hidden curriculum in Croatian military schools.

“Defence diplomacy” is a relatively new term, created in response to post-Cold War needs to name new tasks and international functions completed by the armed forces and the leadership of the Ministries of National Defence. However, it should not be understood as a kind of traditional “military plus diplomacy”. The lack of a universally recognised definition of “defence diplomacy” means that states try to adapt its content to the needs of their own security policy. In Poland, the term “defence diplomacy” appears in journalism, but there is no precise reference to it in the documents concerning foreign and security policy. The main goal of defence diplomacy is the co-formation and implementation of the state security policy, and its task - to create stable, long-term international relations in the field of defence. Conceptualisation of the concept is a starting point for understanding its role as one of the most important instruments of foreign policy and the security of contemporary states.

The paper presents assumptions about the new model of military training for students within the framework of the Academic Legion. This paper aims to question the military capability concept, as a core element of the strategic military planning process, in order to determine its validity or need for expansion. Thus, based on a deductive approach and qualitative research, we argue that the strategic planning process is a conundrum so dependent on capabilities that it is necessary to analyse this concept per se and, if necessary, expand it on a time and threat basis. Otherwise, the more ambiguous the concept, the more subjective the planning process output and, consequently, the greater likelihood of the Armed Forces not being prepared to face the wide range of future challenges. It concludes by suggesting that the military capability concept should be expanded and more integrated and the strategic defence planning process adapted accordingly.

The operational activities of the PRT specialists Teams were of great importance to the achievement of military and political goals during the operation of the Polish Military Contingents. The author analyses operational tasks conducted by the soldiers and civilians of the PRT Specialists Teams, which indirectly influenced the improvement of the functioning of the Ghazni administration environment. The paper deals with issues related to security and defence as seen from the perspective of the role played by military education. The essence of the new security environment realm and new threats for security are described. The importance of military educational institutions is underlined. In this context, observations and reflections on education and training based on NDU Warsaw’s experiences are offered. There are four leading issues mentioned. The first one is the approach to military education, the second one is the curricula, the third one is research and the lessons learned, and the fourth one is to share the experiences of an activity aimed at forging strategic trust. Finally, the author puts forward suggestions on how to strengthen educational cooperation in the Europe and Asia-Pacific region.

This paper evaluates the potential for defence research to contribute to the long-term development of higher military education. Motivation for the paper emerged from recent organisational changes at the Ministry of Defence by which the Strategic Research Institute (SRI), joined the University of Defence (UoD). Both institutions, SRI and UoD, are obligated and dedicated towards respecting and implementing national strategies, laws and norms related to scientific research and education as well as towards fulfi llment of prescribed accreditation standards for academic education and scientific research. The main idea here is to evaluate a scientific research approach conducted by the SRI, through the lens of the guiding principles for development of academic studies which are declared in the national strategy for education development. A few of the questions we tried to answer were: how relevant are the research topics?; who needs research results?; how should the research process be conducted?; and what about the quality of research results? Development of scientific research connections, higher education and practical needs of the military organisation are very important for all three domains, particularly for future security challenges. Military research organisations, along with the higher education component, have to be capable of perceiving future security challenges, conducting scientific research and offering some proposals based on scientific methodology. However, in the selection of the research topics, they have to respect the views, needs and priorities of other organisational entities which are part of the military organisation.
