The article deals with the complex investigation of the content of the draft Association Agreement with the European Union in the context of military collaboration proceeding from the theory of International Law. Special attention is focused on the issues regarding its influence on the military aspects of the state sovereignty of Ukraine. Four main questions are investigated: Does Ukraine have the obligations of an EU member state in the military sphere under the Agreement? What is the nature of Ukraine’s obligations in the military sphere under the Agreement? Does Ukraine have any legal guarantees that protect its own strategic interests in the military sphere in coordinating its defence policy with that of the EU? Are the sovereign rights of Ukraine in the military sphere taken into account in the institutional framework of cooperation under the Association Agreement? The author comes to the conclusion that the deepening cooperation with the EU under this international agreement does not lead to a limitation of the state sovereignty of Ukraine in the military sphere.

The article contains an overview of the European Union’s legal regulations and provisions of the national aviation law applying to civil and military cooperation and coordination in managing air traffic, as well as operational agreements between the Polish Air Navigation Services Agency and organisational units of the Ministry of National Defence. The author conducts an analysis of the standards applicable in this scope, points out the practical consequences of certain legal instruments that are in force and suggests solutions that may contribute to improvement of the existing legal and organisational mechanisms of cooperation in the area of studies in question.

The operational activities of the PRT specialists Teams were of great importance to the achievement of military and political goals during the operation of the Polish Military Contingents. The author analyses operational tasks conducted by the soldiers and civilians of the PRT Specialists Teams, which indirectly influenced the improvement of the functioning of the Ghazni administration environment. The author emphasises the importance of the operational activity of the PRT Specialists’ Teams, which determined the direction of changes resulting from the improvement of the conditions of the administration’s activities, which significantly shifted into development.

Opis:
Civil-military and military cooperation is an essential foundation created Functional Airspace Blocks (FAB). It arises from the laws and regulations of the European Union framework. Because of the many problems the requirement imposed by the EU to create FAB in Europe to 4 December 2012, was not met. The paper presents the SESII and project SES11+. Presented has been the development of the FAB in Europe and its benefits. Attention is focused on the development of the Baltic FAB between Lithuania and Polish. As part of it presented some problems of civil-military cooperation, explained the problem of the sovereignty of states, the issue related to the initiative of the CAI as military cooperation between NATO and Russia, and presents problems of information systems between air traffic control units.

The main purpose of the article is to examine diplomatic relations between China (official name: the People’s Republic of China) and Poland with a special focus on defence. It also gives an overall assessment of the relations between the armed forces of the two countries and evaluates what has been achieved so far and possible involvements that the countries (especially Poland) should take. A comparative analysis and a historical approach were used whilst investigating the facts. Qualitative research, including participant observation, archival resources, analysis and selection of studies, reports and expertise were the methods employed for collecting research material. Comparative studies were used to analyse other countries’ relations with China to help come to a conclusion. Based on the research, the author recommends an intensification of defence diplomacy between Poland and China which would bring a number of defence and economic benefit to both Warsaw and Beijing. The latest changes in the global balance of power, especially economic, political and military, should be taken into account in the process of developing and implementing a comprehensive and long-term strategic programme in the field of defence diplomacy between Poland and China.

The history and traditions of Polish-Ukrainian military contacts are as rich as the relations between the two nations. Intensive military cooperation dates back to the mid-16th century and is connected with the pursuit of the military capabilities of the Cossacks. The next chapter of Polish-Ukrainian military cooperation started just after the end of the First World War. The state authorities, analysing the political and military situation, noticed the importance of Ukraine for the future balance of power in Europe and its impact on Poland’s security in the east. The leader of the Ukrainian National Republic (UNR), ataman Symon Petlura, had a similar approach. The need for joint action in the face of growing threat led both parties to intensify negotiations and to sign a political and military agreement. The findings made on 14 January 1992 during the visit of the Minister of Defence of Ukraine, Colonel Konstantin Morozov, to Poland should be regarded as the beginning of contemporary military contacts with Ukraine. In formal terms, the legal basis for cooperation was the agreement on this matter, signed on 3 February 1993 in Kiev. In its framework, both parties agreed to develop, inter alia, training and training-operational cooperation. It was intended to be implemented through contacts between units stationed in the border regions, transferring the main effort to the lower levels of command.

The article explores the peacekeeping activities of Poland, Hungary, the Czech Republic and Slovakia and the characteristics of their activities on the African continent. The paper examines the African peacekeeping missions carried out by Visegrád countries. The study uses comparative scientific literature and analysis of statements released by these governments and other papers and studies related to the African peacekeeping missions. In addition, I used my own experience from my previous African peacekeeping/peace support missions, and the lessons learned from other African operations published in my previous book about Hungarian peacekeeping missions. In summary, of the Visegrád states with differing levels of training and equipment, Poland was the most active in peace operations in Africa and in the lead, followed by the Czech Republic and Hungary, while Slovakia was the least involved in the African continent. This trend is, moreover, in line with the involvement of the above countries in Africa to date. Although these states cooperate in several areas, this is not the case for African peace operations, although cooperation in this area would be important. The research examines the background to the activities of the V4 countries in peace operations in Africa. The study is particularly important in view of the fact that, for a number of reasons (migration, terrorism), the V4 countries are preparing for greater engagement in Africa, one area of which is peace-support operations.

The paper is the continuation of the publication entitled “The Development of Civil and Military Cooperation. Part 1” (Obronność, Zeszyty Naukowe no.2 (18)/2016). In both articles, the author attempts to answer the question of what factors, and to what extent, affected the development of Civil Military Cooperation (CIMIC) in the Armed Forces of the Republic of Poland. The first part analyses the origin of, and the reasons for establishing, CIMIC, and the process of its institutionalization in the Polish and NATO Armed Forces, as well as the influence of the international humanitarian law of armed conflict on creating CIMIC and on its evolution. In the second part, the author describes the manner in which the expe-rience gathered in the previous conflicts in Bosnia and Herzegovina, as well as in Iraq, influenced the development of CIMIC. Moreover, the paper also analyses what the link is between the professionalization of the Polish Armed Forces and the development of civil and military cooperation.

Opis:
The continued air traffic growth in Polish airspace requires continuous improvement of the efficiency of the air traffic management (ATM) system in order to meet the needs of all its users and to guarantee the highest level of safety of air operations. Activities in this respect undertaken by the Polish Air Navigation Services Agency (PANSA) in cooperation with military aviation authorities are in line with the objectives of the EU Single European Sky (SES) initiative. In addition to the provision of air navigation services (ANS) for civil aviation (commercial air transport and general aviation), PANSA also provides navigation services for the crews of military aircraft and other state aircraft flying in operational air traffic (OAT). The article describes in general terms flights in operational air traffic, presents the evolution of European regulations concerning this category of air traffic and discusses in detail selected procedures for planning and protecting military aviation flights in Polish airspace.

Niniejszy artykuł ma na celu scharakteryzowanie rozwoju współpracy wojskowej w stosunku do NATO na przykładzie udziału Wojska Polskiego (WP) oraz Bundeswehry w działaniach militarnych prowadzonych w Afganistanie od 2001r. Kolejno zostały opisane: droga Polski do Sojuszu oraz rola WP na podstawie udziału w misji afgańskiej. Następnie przedstawiona została sytuacja Niemiec w kontekście NATO – od państwa rozbitego (NRD i RFN) aż po zjednoczenie i udział w kluczowej dla Bundeswehry misji w Afganistanie. W ramach zakończenia zostały opisane różnice, jakie występowały pomiędzy państwem polskim i niemieckim na drodze do realizacji celu, jakim było członkostwo w Sojuszu Północnoatlantyckim.
The aim of this article is to characterise the development of military cooperation within NATO on the example of the Polish Armed Forces’ (PAF) and Bundeswehre’s engagement in military operations conducted in Afghanistan since 2001. Firstly, the Polish way to NATO and PAF’s role basing on the engagement in the Afghanistan mission are described. Then Germany’s situation is presented in the NATO context – from a country divided into the German Democratic Republic and the German Federal Republic to their unification and Bundeswehre’s engagement in Afghanistan mission, so vital for the German Armed Forces. The article ends with the description of differences between the Polish and German states on their way to achieve the goal i.e. NATO membership.

The paper deals with issues related to security and defence as seen from the perspective of the role played by military education. The essence of the new security environment realm and new threats for security are described. The importance of military educational institutions is underlined. In this context, observations and reflections on education and training based on NDU Warsaw’s experiences are offered. There are four leading issues mentioned. The first one is the approach to military education, the second one is the curricula, the third one is research and the lessons learned, and the fourth one is to share the experiences of an activity aimed at forging strategic trust. Finally, the author puts forward suggestions on how to strengthen educational cooperation in the Europe and Asia-Pacific region.

W artykule autor przeanalizował wpływ jaki dla procesu kształcenia w Wyższej Szkole Oficerskiej Wojsk Lądowych we Wrocławiu ma udział wojskowych studentów i słuchaczy w zagranicznych przedsięwzięciach szkoleniowych. Analizie powyższego zagadnienia poddany został okres między rokiem 2010 a 2012. W rozdziale drugim autor scharakteryzował uczelniany system jakości kształcenia. Trzeci rozdział przedstawia wyniki badań, w ramach których autor zastosował technikę badań ankietowych oraz posłużył się badaniem eksperckim. Dały one jednoznaczną odpowiedź na zaistniałą sytuację problemową, iż udział studentów wojskowych w zagranicznych szkoleniach, konferencjach i seminariach poprawia efekty kształcenia w uczelni oraz wzbogaca absolwenta o doświadczenie w pracy w środowisku międzynarodowym.
The author analyses the influence of military students’ participation on training and educational undertakings for the educational process in the Military Academy of Land Forces in Wrocław. The analysis concerns the period of 2010 – 2012. In the second chapter, the author characterizes the academy’s system of the quality of education. The third chapter presents the results of research, in which the author applied the questionnaire tech-nique and used the expert surveys. They explicitly showed the answer to the problem situation proving that the military students’ participation in foreign trainings, conferences and seminars improves educational effects (skills) and expands the graduates’ work experience in an international environment.
