    The article deals with an important issue of corruption in Poland. The author defined the phenomenon of corruption and pointed out its characteristics. Then the overview of competence scopes of entities involved in combating corruption in Poland was carried out, i.e. the Police, Central Anticorruption Bureau and Internal Security Agency as well as fiscal control bodies. In the summary the author made some significant generalizations, pointing out to overlapping in the range of competence and the need to amend legislation in this area.

    The article includes issues related to counteracting and combating terrorist financing in Poland in the context of existing threats. The regulations in force on the international level, and provisions governing these issues in the Polish legal system are both discussed. Based on data from the General Inspector of Financial Information (Generalny Inspektor Informacji Finansowej), the Ministry of Justice and National Prosecutors’ current efforts to combat the practice of the terrorist financing in Poland are summarised. The article shows the potential hazards for terrorist organisations, who use gaps in the Polish system to make attempts to transfer money for criminal practices. One aim of the publication is to attempt to answer the question whether Poland, to a sufficient degree, is prepared for combatting terrorist financing and whether it is able to do it effectively, taking into consideration the scale and character of existing threats.

    Undertaking to determine scientifically substantiated conditions for the functioning of destabilising forces and methods for countering them in contemporary operations fits in the broad scope of security. This paper reports the results of the study that employed survey methodology to investigate the matter of destabilising forces in order to provide the contribution to the current body of literature in the field. Recently published scientific and non-scientific studies in Polish and English on destabilising forces, despite the semantic differences, refer to a large extent to the problem of acting and combating such groups. The paper puts forward a series of conclusions and proposals with the intention of inspiring the critical evaluation and to encourage substantive polemics in the pages of specialist scientific periodicals. This material may serve as the basis for further detailed research into destabilising forces – the subject that is not only a pressing current issue, but above all a prospective area for research as part of the security sciences.

    The paper discusses the main issues concerning the problem of combating terrorism. The analysis was prepared due to the fact that over the years, a threat has emerged which is extremely difficult to detect andneutralise. This threat is terrorism. The perpetrators do not act in a conventional way, often abandoning their previous methods for innovative and unexpected solutions. Thus, there appears a threat that is extremely grave, since it is invisible and unpredictable in its both influence and further development. The last two decades prove that terrorism is not a local phenomenon. On the contrary, it is global and it has consequences affecting national security. In this context, it is necessary to emphasise that this phenomenon is so widespread that it affects individual people, local communities, countries, regions and almost all continents. This is why combating terrorism, oriented towards the present and the future, is an undertaking that is complex, difficult and multidimensional.

    The legislator includes, within the tasks of the CSIRT NASK team, the monitoring of cybersecurity threats and incidents at the national level, as well as the estimation of risks that are related to the disclosed cybersecurity threats and incidents which have occurred, including the conduction of a dynamic risk assessment. The team’s obligation is also to collect reports from recipients of short message services (SMS), regarding messages which are suspected of including content that qualifies as smishing, i.e., such text messages in which the sender impersonates another entity to induce the message recipient to behave in a specific manner, including the provision of personal data, the unfavourable disposal of property, the opening of a website, the initiation of a voice call, or the installation of software.

    Obserwujemy współcześnie ciągły rozwój organizacji terrorystycznych na świecie. Problemy społeczne, ekonomiczne oraz polityczne w Afryce i na Bliskim Wschodzie, a także fundamentalizm religijny generują zagrożenia terroryzmem. Jeśli nałożymy na to usytuowanie geopolityczne Polski, a dodatkowo zaangażowanie w działania stabilizacyjne w Afganistanie oraz Iraku, potencjalnie może być ona celem ataków terrorystycznych. Mimo że od lat poziom zagrożenia terrorystycznego w Polsce jest oceniany jako niski, analizy zagrożenia tego rodzaju nie można lekceważyć w kontekście oceny bezpieczeństwa wewnętrznego państwa. Głównym celem artykułu jest próba odpowiedzi na pytanie, czy w Polsce istnieje efektywny system antyterrorystyczny, oraz próba uchwycenia jego istoty i wykazanie swoistych cech przez analizę jego poszczególnych elementów, tj. regulacji prawnych, podmiotów tworzących analizowany system oraz powiązań między wskazanymi elementami.
    Today we are seeing a systematic development of terrorist organisations in the world. Social, economic and political problems in Africa and the Middle East, as well as religious fundamentalism generate threats of terrorism. If we consider in this context both Poland’s geopolitical situation, and involvement in stabilisation operations in Afghanistan and Iraq, those factors make our country a potential target for terrorist attacks. Although for years the level of terrorist threat in Poland is assessed as low, the risk analysis of this kind cannot be underestimated in the context of the analysis of internal security of the state. The main aim of this article is to answer the question whether there is an effective counter-terrorism system in Poland. This is done by attempting to capture the essence and demonstrating its unique features by analyzing its individual components, i.e. regulations, entities forming the analysed system and relationships between the indicated elements.

    Opis:
    The article discusses the issue of Europol’s position in the security architecture. Generally, Europol’s competence covers combating organized crime, terrorism and selected forms of serious crime. The competency – with certain restrictions – is defined by the Treaty on the Functioning of the European Union and it is an essential criterion for its location in the security system. From operational point of view Europol’s activities are based primarily on criminal intelligence processes. The information and intelligence is collected, processed and exchanged in order to support the development of international cooperation in the fight against cross-border threats. The issue concerning Europol’s position in the security architecture is extremely complex because of its specific legal status, scope of operations and the supervision and control of Europol’s activities.
