Opis:
The main purpose of this paper is to investigate the impact of fare integration on the demand for public transport and the role of IT technologies and cash-free payments in this process. The paper presents the results of a critical literature review of studies conducted in this area so far. This approach enables the integration of theoretical and empirical findings, and perspectives of fragmented and interdisciplinary studies. Fare integration in cities is one of the factors that increase the demand for urban public transport services. This results from an improved image of public transport, easier promotion of services, more eligible passenger information, and easier use of services due to the uniform regulations and fares. In addition, for travelers, fare integration means cheaper services because they do not need to buy separate tickets corresponding to various organizers or carriers. The implementation of solutions from the field of fare integration is also related to costs; one can primarily mention the transaction costs and those related to the introduction of new solutions into the sales systems. The increase in the demand for public transport services due to the implementation of fare integration, results in external benefits that affect the sustainability of city transport systems and, thereby, justifies the funding of it by the public sector, which is accountable for ensuring efficient public transport.

The European Commission adopted a comprehensive strategy for a competitive transport system that will increase mobility, remove major barriers in key areas and fuel growth and employment. At the same time, the proposals will dramatically reduce Europe's dependence on imported oil and cut carbon emissions in transport by 60% by 2050 [1]. Inland waterway transport offers an environment friendly alternative in terms of both energy consumption and noise and gas emissions. Financing of inland waterway transport infrastructure is one of the most important barriers that prevent its increased use. The investment in inland waterways in Poland and Germany does not reflect the real needs. Experience of the countries in the implementation of transport policies shows that a clear specification of investment priorities and consistency in their implementation promotes economic efficiency.

The issues discussed in this article concern the basic assumptions for the sustainable development of public transport in cities. We discussed the need and direction of changes that occur in public transport that were referred to both users and transport organizers in cities. To this end, we characterized the activities which encourage urban residents to use forms of urban transport and the limitations of commuting via individual transport. The purpose of this article was to determine the main directions and areas of development of public transport in Szczecin. In addition, we also presented the solutions applied in the city transport system aimed at making it sustainable. In addition, an attempt was made to determine the impact of selected solutions on residents’ transport behaviors. The survey research method was used to examine societal opinions and expectations regarding public transport. We also approximated the basic investments that have been implemented to make transport more sustainable and the activities for the development of electromobility. Future research directions on the sustainability of transport in the city, and especially on limiting vehicular traffic, were also discussed.

Opis:
The aim of the article is to indicate the best practices used to limit individual transport in selected European cities. Due to the dynamically progressing urbanization processes and the related development of cities, the demand for transport services is increasing. Individual transport has become a significant problem, which contributes to an increase in road traffic in urban transport networks, causing congestion, increasing air pollution, noise emissions, and road accidents, and affects the health and quality of life of residents by limiting their mobility and transport accessibility. Increasingly local authorities are deciding to implement traffic restrictions in cities, thus contributing to reducing the negative effects of transport. The methods of source analysis, descriptive analysis and the method of deduction were used to carry out the analysis in this paper. The results reveal that the constant search for new solutions to tackle transport problems is a challenge for city managers in the era of rapidly advancing urbanization processes. The implemented transport policies and the pace of implementing changes seem to be key aspects discouraging citizens from using individual road vehicles in cities

The main subject of this research was to identify recent basic trends in the development of inland waterway transport in the EU as well as to evaluate this from both EU transport policy objectives and logistics markets’ requirements. For this purpose, classical statistical and economic analysis methods as well as the documentation research method were used. The basic threats and barriers to the development of inland waterway transport are indicated, as well as various actions necessary to limit or eliminate them. An attempt was also made to assess the opportunities and prospects for the development of this transport mode in the next decade in the context of the development of the broader EU transport market. The main objective of this research was to perform a market assessment of the development prospects of this mode of transport in the era of dynamic developing logistic customer service standards, as well as progressive globalization and the 4th industrial revolution (digitalization). In this respect, political versus market-oriented scenarios of the development of EU inland shipping were analyzed and evaluated. The conclusions relate to the ongoing and upcoming modal shift on the EU transport market as well as regulatory measures undertaken by the EU.

W Polsce transport wodny śródlądowy, niezależnie od niskiego udziału w obsłudze łącznych potrzeb przewozowych, może odegrać bardzo ważną rolę w wybranych segmentach rynku. Wzrost znaczenia żeglugi śródlądowej jest uwarunkowany zagospodarowaniem dróg wodnych, a jednocześnie stworzeniem polskim armatorom śródlądowym takich warunków funkcjonowania, aby byli w stanie konkurować z innymi przewoźnikami. Wstąpienie Polski w struktury UE stanowi szansę rozwiązania tego problemu dzięki możliwości wykorzystania środków pomocowych w tym środków funduszu spójności.
Irrespective of its small share in total transport, Polish inland navigation can play an important role in some segments of the transportation market. Its importance depends upon the level of waterways infrastructure as well as competitive power of Polish inland navigation operators. The latter may be capable of competing with other carriers only if appropriate conditions are created. Having joined the European Union, Poland can solve this problem with the financial help of dedicated aid funds.

Despite the assumption of government documents to support inland waterways, degradation of the technical condition of waterways and depreciation of fleet ship-owners is actually occurring. At the marginal importance of inland waterway transport policy, the government also shows a negligible share of the transport sector in the use of EU funds. The Sectoral Operational Programme Transport 2004–2006 does not provide for EU funds to co-finance investments for inland waterway transport. Small funds for this purpose were obtained only in the framework of the Operational Programme Infrastructure and Environment 2007–2013. It should be noted, however, that during the control of the Ministry of Transport, Construction and Maritime Economy – in cooperation with the National Water Management – efforts were led to ensure that the new 2014–2020 financial perspective for the tasks related to the improvement of infrastructure of inland water transport were granted before aid. Against the background of European trends in developed countries of the European Union (EU), the Polish inland waterways are not important in the transport of goods, but instead the transport of persons confined to tourism and local – to supplement the motor transport infrastructure (river ferries). For many years Poland has experienced a decrease in both freight and inland waterways, as well as in their participation in all transport modes. The aim of this article is to assess the activities of government administration in the performance of statutory tasks related to the development and operation of inland waterway transport in Poland.
