Opis:
Groundings and ship collisions are the two most frequent accident types in the Gulf of Finland, which in the past decades has seen an increase in tanker traffic. This has mainly been oil transport from Russia. Both accident types pose a major hazard to the marine ecosystem, as spills of catastrophic magnitude can occur as a consequence. In order to better plan for the response to and/or prevention of accidents, the frequency and size of spills should be known. This paper estimates the expected number of tanker groundings of different tanker types for the busiest tanker ports in the Finnish part of the Gulf of Finland. Furthermore, in this paper statistics of the sizes of chemical, gas and oil tankers visiting Finnish ports is presented. Finally, the expected number and size of spills is estimated based on the expected number of groundings and the tanker sizes using a spill model based on tanker deadweight (DWT).

Opis:
This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

Basic concepts of the safety analysis of ageing multistate systems are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems’ lifespans in the safety state subsets and the mean values of their lifespans in the particular safety states are defined. The multistate system risk function and the moment of exceeding the critical safety state are introduced. A series safety structure and a parallel-series safety structure of the multistate systems with ageing components are defined and their safety functions are determined. The multistate system safety models are applied to the prediction of safety characteristics of a maritime ferry.

Opis:
This paper analyses the causes of fires on board merchant ships and fishing vessels. The study attempts to identify the causes of fire occurrence on board ships and to determine their interrelations using the relations diagram, also known as the interrelationship diagram or digraph. This diagram identifies relations not only between causes and effects but also between two or more causes. Elements of the diagram, which have the greatest number of directed connections from/to, are the starting points for further ship safety analysis. The relations diagram is used as a basis for planning corrective measures and actions directly increasing shipping safety at sea. Knowing the various causes of fire occurrence, it is possible to eliminate or to reduce their number in the future by revising and drawing up relevant maritime transport regulations. This, in turn, can enhance shipping safety.
