Contemporary maritime shipping is subject to a large number of constraints given by tight shipping schedules and very low margins. Additionally, problematic areas with increased security needs dynamically changing in time, combined with seasonal oceanographic and meteorological conditions pose a challenging voyage planning problem. In this work we present a risk-aware voyage planner taking into account spatio-temporal environmental conditions. The planner is based on a graph-based search algorithm A* . We discretize the required area into a graph, we store various layers of information into the edges of the graph (such as risk and weather conditions) in a form of numeric weights and we define a bi-objective planning problem with a tradeoff between security and duration of the voyage. The nature of the algorithm guarantees a complete and optimal solution in a form of an optimized voyage with respect to the criterion function composed of the two weighted components, i.e, duration and security of the voyage. We demonstrate the approach on our area of interest: Indian Ocean. We use NATO piracy activity risk surface as the risk layer and we compute all transit voyages between relevant routing points in the area. Finally, thanks to the discretization of the problem, we are able to integrate corridors imposed by the shipping authorities and evaluate additional what-if scenarios with extended corridor systems. The resulting planner is exposed to the public using a web service with an easy interface requiring start time of the voyage and the origin and the destination point of voyage. Combined with an expressive visualization, this tool demonstrates the capabilities of the proposed solution.

The development of offshore renewable energy installations can introduce additional hazards to the safe navigation of shipping in often already crowded waterways. Developers and decision makers must predict and properly manage the potential risks imposed on navigating vessels from wind farm developments, in a complex and uncertain environment. Considerable analysis has been undertaken to model navigational risks to vessel traffic around wind farms; however this work is generally predictive and there is little understanding as to whether the modelling, central to the consideration of navigation safety, accurately reflects the postconstructed navigation risks. It is therefore important for decision makers to understand the uncertainties present in the analysis, both in terms of the assessment of risk and the implementation of any risk reduction measures. This paper presents a comparative analysis of the change in vessel traffic in the Thames Estuary before and after the construction of five offshore wind farms. The analysis demonstrates how the impact on vessel traffic is specific to the location of each development, driven by traffic management measures and other local constraints. Therefore the accurate modelling of this impact requires the input of experienced navigators, regulators and other knowledgeable stakeholders. The results of this analysis can be used to improve the predictive modelling of vessel traffic around offshore wind farms and other offshore installations, leading to a reduction in the uncertainty of vessel traffic modelling in the future.

Opis:
Evacuation of people located inside the enclosed area of LNG terminal is a complex problem, especially considering that accidents involving LNG are potentially very hazardous. In order to create an evacuation model managed through fuzzy logic, extensive influence must be generated from safety analyses. A very important moment in the optimal functioning of an evacuation model is the creation of a database which incorporates all input indicators. The output result is the creation of a safety evacuation route which is active at the moment of the accident.

Accidents, breakdowns or incidents threatening both human life and the environment are inherent parts in operating in the offshore sector. Regular monitoring and analysis of all kinds of events are important to isolate the most common and dangerous ones, to be able to prevent them in the future. The article summarizes the sources containing information regarding accidents occurred in the maritime offshore sector. Due to their widespread and easy access, the article is focused on electronically published databases and safety reports concerning the risk and dangers related to the implementation of marine exploration – mining projects. Based on these data, the authors made analyses, presented statistics and proposed ways to minimize threats in the offshore sector of the marine industry.

Due to the unique geographic location, complex navigation environment and intense vessel traffic, a considerable number of maritime accidents occurred in estuarine waters during recent years which caused serious loss of life, property and environmental contamination. Based on the historical data of maritime accidents from 2003 to 2012, which is collected from Shenzhen Maritime Safety Administration, this paper conducted a risk analysis of maritime accidents by applying Bayesian network and fault tree analysis. First a Bayesian network model was introduced to describe the consequence of accidents based on the accident investigation report. Then fault tree analysis was applied to estimate the probability on the basis of accident statistics and ship traffic flow. Finally the risk of maritime accidents in Shenzhen Waters was depicted through the consequence multiplied by the probability of an accident.

Opis:
The paper describes the present state of the regulations concerning ship stability and it has been concluded that stability criteria including design requirements are insufficient for assuring safety. The main cause of the majority of stability casualties (about 80%) are operational factors that are related to human factor. The author suggests applying a risk analysis adopting a holistic approach to stability safety as an alternative of the future stability requirements currently under development. This approach fits into the concept of goal-oriented approach to safety that is now recommended by the Marine Safety Committee. The author discusses also how human errors could be dealt with in risk analysis and he provides an example of risk contribution tree based on a casualty record.
W artykule przedstawiono obecny stan w zakresie przepisów stateczności statku i stwierdzono, że projektowane wymagania obejmujące kryteria stateczności są niewystarczające dla zapewnienia bezpieczeństwa. Główną przyczyną większości wypadków statecznościowych (około 80%) są czynniki operacyjne związane bezpośrednio z czynnikiem ludzkim. Autor proponuje zastosowanie analizy ryzyka, przyjmując podejście holistyczne do bezpieczeństwa statecznościowego jako podejścia alternatywnego do opracowywanych obecnie przyszłych wymagań statecznościowych. Podejście to jest zgodne z lansowaną przez Komitet Bezpieczeństwa Morskiego IMO koncepcją podejścia opartego na "określeniu celu". Autor omawia także sposób, w jaki czynnik ludzki - błędy operatora - mogą być uwzględniane w analizie ryzyka.

The article presents an analysis of the possibilities of using RIS to assess the probability of collision during the transition of inland vessels under the bridges on the Odra River. Operational and technical analysis of the bridge structures and their restrictions affecting shipping in the area are also presented. The analysis of the traffic streams of the vessels under the bridge in Radziszewo and the bridge in Gryfino was made on the basis of the AIS data. The number of vessels in the selected area was divided into type and length. The probability of an accident, like collision during an overtaking and passing manoeuver, was defined.

The paper presents research performed in order to indicate the threats posed to liquid petroleum gas (LPG) carriers maneuvering in the ports and fairway of Szczecin–Świnoujście. The effects of collision with another vessel, going aground, or striking a stationary object are taken into account. As a safety criterion, the possibility of damage to the cargo tanks is taken. As a result of the research, recommendations for ship movement in the ports and fairway were issued. The research method applied in this study consisted of several stages. In the first stage, experts determined possible scenarios of collision and grounding, taking into consideration local and navigational conditions. In the following steps, the external energy was calculated and an empirical model was used to determine the damage to the LPG carrier. In the last step, the necessary measures to be introduced port regulations are presented as conclusions of the research.

The constant development of transport systems and the extensive activities related to the safety of its users necessitate the development of methods for assessing the impact of road infrastructure expansion/modernization on road safety. The objective of this paper is to elaborate the concept of such an assessment, which will form part of the author’s activities aimed at creating a methodology for a comprehensive analysis of the operational reliability of transport systems. The concept of assessing the impact of road infrastructure development on road safety presented in this paper refers to the GAMAB and Road Safety Impact Assessment methods from the subject literature. Our method is based on a comparative analysis of the condition of road infrastructure before and following its expansion/modernization, based on commonly available data, which constitutes the main advantage of the concept presented in this paper. Furthermore, the coefficients for occurrence of adverse road events were determined, and then conclusions drawn on this basis. The acquired results constitute an argument for the correctness of the presented concept.

This study used a spatial distribution analysis to identify the risky areas in the Çanakkale Strait – one of the narrowest waterways with high marine traffic – in terms of ship accidents. To accomplish this, a point density analysis, as part of the geographic information systems (GIS) methodology, was used to create accident density distributions and thematic maps. A total of 162 marine accidents in the Çanakkale Strait between 2007 and 2018 were taken into account. Detailed technical data of accidents were obtained from accident reports provided by the Turkish Maritime Search and Rescue Coordination Center (TMSRCC). The results showed that, among the 162 cases, bulk carriers have the highest accident rate, and most accidents at the Nara Turn were caused by engine failure. In addition, accidents due to navigational failure occurred in every region of the strait. Remarkably, factors directly and indirectly related to human error were still the determining factors in marine accidents. As a result, the risk of marine accidents was higher in the narrow portions of the waterway, and navigation was difficult, especially in areas such as the Nara Turn Point. In future research, it is recommended to consider a wider period of activities using different methods to provide more comprehensive results.

In many sea areas there is significant recreational activity, with many sailing vessels and motor boats navigating, especially in coastal areas. Search and Rescue (SAR) organizations ensure the safety of people at sea, and are relatively frequently called to perform rescue or assistance missions to people in distress. Apart from the importance of adequate operational planning and training, rescue organizations benefit from establishing a robust, effective and cost-efficient response system. Risk-informed capacity planning can serve as a decision-support tool for determining the number and location of the required search and rescue units (SRUs). The purpose of this paper is to present such a risk-informed approach, which combines analysis of historic accident and incident data of recreational boating with information derived from Geographic Information System (GIS) methods. The method is applied to a case study focusing on the risk-informed capacity evaluation of the voluntary search and rescue services in the Finnish part of the Gulf of Finland. Results indicate that the response performance for recreational boating incidents is very good in most areas.

Rapidly increasing numbers of ships and ship sizes pose an ever-growing challenge to the maritime industry. Although statistics indicate improved levels of safety in the industry which carries 90% of the world’s trade, the risk of navigational accidents, among other issues, remains a prime concern and priority (EMSA, 2010; 2014). In order to address these concerns, the authors turned to another high-risk industry for inspiration. Specifically, they turned to the aviation industry, which has often been used as a source of comparisons and ideas by researchers in the maritime domain. Keeping up with the trend, the authors of this paper turn to a tried-and-tested system used widely in modern aviation: the Airborne Collision Avoidance System (ACAS). The prime idea behind ACAS is to construct two virtual 3D zones around an aircraft. These zones are dynamic, and depend on the manoeuvring characteristics of a given aircraft. If the system detects an “intruder” (another aircraft) in either of the two well-defined virtual zones, it provides warnings and/or instructions to pilots of both aircraft to take certain precautionary or emergency measures. In the current paper, the authors explore whether or not such a system is feasible for use in the maritime domain and, if so, how. The paper provides a detailed analysis of the potential benefits and drawbacks of using an ACAS-like system onboard vessels. It also discusses possible means of implementation and integration with current equipment, and explores how the introduction of e-navigation may impact the proposed solution.

Przedstawiono stosowane powszechnie modele wypadków. Przeanalizowano wypadki związane z operacjami przeładunkowymi w porcie szczecińskim za okres 1999 - 2000. Dokonano oceny ryzyka zawodowego w sferze przeładunków. Zaproponowano modelową kartę oceny ryzyka zawodowego na stanowiskach przeładunkowych.
Commonly used models of accidents at work have been presented. A quantitative analysis of accidents at the port of Szczecin (frequency, seriousness, accident rate) has been carried out for the years 1996 - 2000. A detailed quantitative and qualitative analysis has been carried out for accidents during cargo-handling operations. On the basis of the estimated occupational hazard, employees' safety has been assessed. A model card of occupational hazard assessment for cargo-handling places has been suggested.
