Opis:
According to the recommendation of the IMO Resolution MSC.252(83), “Adoption of the revised performance standards for integrated navigation system (INS)”, the INS is introduced in order to enhance navigational safety by providing integrated and augmented functions to avoid geographic, traffic and environmental hazards. Its main task is to provide ‘added value’ for the officer of the watch (OOW), ship’s captain and pilot, to plan, monitor or control the navigational safety and progress of the ship. The system should support navigational safety by combining, processing and evaluating inputs from different connected sensors and sources to provide information, giving timely warnings of dangerous situations, system failures and degradation of the integrity of delivered and presented information. An INS is defined as such if workstations provide multifunctional displays integrating at least the following navigational tasks (functions): route monitoring, collision avoidance and alert management. The output data contains a description of the subsystems and devices included in the INS, and the principles of their cooperation and presentation of data, but it does not present recommendations for interfacing the INS with the ship’s radio communications equipment or standardised rules of operation by the user and presentation of information. These restrictions limit the possibilities of using this system in e-navigation. This paper identifies the importance of these limitations with respect to the need for further development of INSs, and presents proposals to solve this problem.

Opis:
This study aims to identify and quantify the economic benefits of eliminating collisions between two transport systems: rail and inland waterway transport. The collision between transport systems is caused here by the obsolete structure of a railway drawbridge, which constitutes an element of the railway line used by freight and passenger transport and is located on the main inland waterway used by inland waterways freight transport. Railway transport results in limitations of inland waterway transport and, vice versa, inland waterways transport blocks railway transport during lifting of the bridge span. In the case of railway transport, the low capacity of the single-track railway bridge constitutes an additional limitation of the development of transportation. There are plans to eliminate the collision in the regional transport system by constructing a new railway bridge in place of the old drawbridge. The effects of the transportation infrastructure improvement were measured directly for both rail and inland water freight systems as well as the result of the interaction between passenger rail and car and bus transport. In order to compare the different types of impact, the effects of different actions were valued in monetary terms. The planned intervention, as investigated here, will lead to reductions in the cost of time of inland waterways freight transport and costs of time of rail passenger and freight transport and a decrease in the external costs of transport. This will make possible transportation services that are both cheaper and more reliable.

Opis:
Unmanned aerial vehicle (UAV) technologies are becoming increasingly common, with ever-expanding applications. Low-altitude imaging makes it possible to quickly acquire high-resolution data for various objects, especially for mapping. This paper presents the mapping of a bridge and its notice marks, lights, and span to produce electronic navigation charts for inland navigation. The research object was the Clowy Bridge on the Regalica River in Szczecin, Poland. In order to carry out the research, two photogrammetric flights were made, and three sets of photos were created, from which orthophotos were developed. The research included the analysis of the orthophoto generation process, as well as quantitative and qualitative analyses. The results of the research demonstrated the possibility of using this type of data for mapping bridges to create electronic navigation maps for inland navigation.
