Opis:
The European Commission, European Maritime Safety Agency (EMSA) and Member States of the European Union have expanded the scope of operation of the Vessel Traffic Monitoring and Information System (VTMIS). This project was established in accordance with the requirements of the Directive 2002/59/EC of 27 June 2002. Part of these measures are currently implemented in Poland and are co-financed by the European Union (EU) project entitled “National Maritime Safety System – KSBM”. It is implemented with a time delay in two stages: KSBM-I and KSBM-II. KSBM-I was located on the main list of individual projects of the Operational Programme “Infrastructure and Environment” for 2007–2013. The project is realised with the support of EU funds financed in the Priority VII “Environmentally-friendly Transport” under Measure 7.2 “Development of Maritime Transport”. The works were and are based on contracts signed 28.02.2011 (Stage I – KSBN-I) and 20.12.2012 (Stage II – KSBN-II). The first stage involved the purchase and installation of radar, computer and radio equipment and construction of radio communication network. The second was related mainly to the wire communication network. The system covers Polish coastal waters and seaports from Szczecin and Świnouj- ście to the border with the Kaliningrad Region. This paper presents concept of the system and the state of its implementation.

This paper presents the radar system installed by the Polish maritime administration within the scope of the “National System of Maritime Safety (KSBM)” project. One of the main objectives of introducing the system is to improve the safety of navigation on the fairways, routes and in traffic separation schemes and ports, as well as the environmental protection of the coastal waters of Polish maritime areas. Radars are intended mainly for the early detection and accurate tracking of ships for the purpose of preventing maritime accidents and pollution of the sea and coast line. They are connected to a digital exchange network that allows remote handling and data transfer in relation to radar station – control centre – radar station and between control centres. The basic technical parameters of the purchased radars, installation position and the detection ranges, calculated by means of the CARPET program for objects and conditions defined in the IALA Recommendation V-128, are described.

Opis:
In this paper, an attempt has been made to present National Maritime Safety and Security Systems. Such systems have been established as a result of close cooperation of national maritime services and ships themselves. Such systems operate in national maritime areas of particular states, regardless of EU membership. The history of the development of above mentioned systems is much longer than the history of the International Maritime Safety and Security System. However, the organizational and functional structure of these systems has been scarcely presented in the shipping literature . Therefore, the main objective of this paper is to bring these issues closer to the public attention.
W artykule podjęto próbę przedstawienia Narodowych Systemów Bezpieczeństwa Morskiego i Ochrony Żeglugi. Systemy te są wynikiem skoordynowanego funkcjonowania służb morskich państw oraz załóg okrętów. Tego rodzaju systemy funkcjonują na obszarach morskich państw, bez względu na to, czy są one członkami Unii Europejskiej czy też nie. Wspomniane systemy mają nieporównanie dłuższą historię niż Międzynarodowy System Bezpieczeństwa Morskiego i Ochrony Żeglugi. Niemniej jednak historia ich rozwoju, a zwłaszcza struktura organizacyjno-funkcjonalna, nie znalazła prawie żadnego odzwierciedlenia w literaturze przedmiotu. Dlatego też głównym założeniem artykułu jest wyeliminowanie podstawowych zaniedbań w tym względzie.

This paper presents an analytical method for determining marine VHF communication bands based on the propagation model included in the International Telecommunication Union (ITU) recommendations. The developed method to determine communication bands was compared with the model recommended by the International Maritime Organization (IMO). The usefulness of the method developed by the authors has been demonstrated for the needs of the Radiocommunication Events Management System (REMS).

This paper addresses the importance of the development of maritime safety culture, in terms of sustainable shipping through continuous improvement of the safety management system (SMS) that enables a shipping company’s personnel to effectively implement the company’s safety and environmental policy. The main aim of the International Management Code for the Safe Operation of Ships and for Pollution Prevention (International Safety Management Code – ISM Code), which was adopted by the International Maritime Organization (IMO) and became mandatory, by virtue of its entry into force on the 1st of July 1998, in SOLAS Chapter IX on the Management for Safe Operation of Ships, is to provide an international standard for the safe management and operation of ships as well as pollution prevention. Thus, compliance with the ISM Code and its effective enforcement is necessary to ensure adequate standards of safety and pollution prevention. The purpose of this paper is to show that the internationally unified legal measures that have been developed under the IMO in the ISM Code are an instrumental consequence of maritime safety values, and allow them to be achieved in practice. The result of this research is the justification of the thesis concerning the need to create a safety culture as a condition for sustainable shipping, including the safe operation of ships in the environment.

Opis:
Basic concepts of the safety analysis of ageing multistate systems are introduced. The system components and the system multistate safety functions are defined. The mean values and variances of the multistate systems’ lifespans in the safety state subsets and the mean values of their lifespans in the particular safety states are defined. The multistate system risk function and the moment of exceeding the critical safety state are introduced. A series safety structure and a parallel-series safety structure of the multistate systems with ageing components are defined and their safety functions are determined. The multistate system safety models are applied to the prediction of safety characteristics of a maritime ferry.
