Opis:
Inland waterway transport (IWT) is currently in focus for EU countries due to a shift in policy towards a more sustainable and green economy. The aim of this article is to analyze the possibility of using a grey incidence analysis (GIA) to identify key factors related to the functioning of the IWT system. GIA is classified as a multi-criteria decision-making method and is one of the key applications of grey systems theory (GTS), i.e., systems with incomplete and uncertain information about structure and behavior. GIA identifies the most favorable (or quasi-preferred) system characteristics and the most favorable (or quasi-preferred) system factors. The identification of such characteristics and factors enables a reduction in the inconsistencies in decision making on the functioning of the system. The application of the GIA to the assessment of the IWT system is an original concept.

Opis:
The article discusses the problem of computer aided decision making processes in inland waterway transport. Inland waterway transport is of minor importance in the Polish transport system. One of the reason for this is the difficulty in making decisions about transportation. This is due to the high variability of navigational conditions on Polish waterways, thus the low reliability of this mode of transport. This does not change the fact that the inland waterway transport of bulk goods, oversized and hazardous materials is the most efficient and least burdensome means of transport. For this reason, one should aim to increase the share of freight with the use of inland vessels. The paper indicates the possibility of supporting decision making processes in the organization of inland waterways transportation. For shippers or other persons organizing transport of goods, various issues can be important: the cost of transportation, delivery or handling method. Often, due to the lack of appropriate tools transportation is directed to the cars. Access to appropriate computer programs that calculate of the some parameters for the carriage or optimization criteria, may increase the use of inland waterway transport, and consequently a reduction in external and social costs, associated with carriage of cargo. The paper describes the possibilities.

The European Commission adopted a comprehensive strategy for a competitive transport system that will increase mobility, remove major barriers in key areas and fuel growth and employment. At the same time, the proposals will dramatically reduce Europe's dependence on imported oil and cut carbon emissions in transport by 60% by 2050 [1]. Inland waterway transport offers an environment friendly alternative in terms of both energy consumption and noise and gas emissions. Financing of inland waterway transport infrastructure is one of the most important barriers that prevent its increased use. The investment in inland waterways in Poland and Germany does not reflect the real needs. Experience of the countries in the implementation of transport policies shows that a clear specification of investment priorities and consistency in their implementation promotes economic efficiency.
