Opis:: Legal limitations in Poland regarding activities of retiring funds exclude their direct investing in immovables, which leads to the decreasing of their diversification options, and consequently – in the authors’ to this paper opinion – to increasing potential investment risks. By means of some quantitative methods the authors analyze the effectiveness of investment portfolios of the retiring funds in Poland. The purpose of the present research is to achieve an answer to the question whether adding immovables to the investment portfolios of the Polish retiring funds would result in their better diversification and effectiveness.

Opis:: Przedmiot badań: Analiza służy szerszemu zdiagnozowaniu problemów występujących w systemie gospodarki przestrzennej. Zweryfikowano problemy dotyczące stosowania narzędzi polityki przestrzennej (na szczeblu lokalnym) z perspektywy kryteriów kultury planistycznej, wychodząc z założenia, że diagnozy odnoszące się wyłącznie do sfery prawnej, bez uwzględnienia kontekstu instytucjonalnego, są niewystarczające. Cel badań: Celem pracy była próba syntezy, nowego spojrzenia na problemy obciążające polski system planowania przestrzennego. Podjęto próbę wyodrębnienia problemów systemu gospodarki przestrzennej z perspektywy związanej z trzema wymiarami kultury planistycznej. Metoda badawcza: dokonano przeglądu literatury przedmiotu z zakresu zagadnień urbanistycznych, ekonomicznych, prawnych i związanych ze sferą polityki publicznej. Po ogólnej analizie, na podstawie zaproponowanych kryteriów, zweryfikowano i oceniono zastosowanie trzech kluczowych w tym kontekście regulacji, zawartych w ustawie o planowaniu i zagospodarowaniu przestrzennym. Wyniki: Z perspektywy kryteriów kultury planistycznej zauważalne jest, jak pierwotne intencje ustawowe zostały zmodyfikowane w trakcie stosowania poszczególnych przepisów. Współzależny z niniejszym zjawiskiem jest zarówno brak realnej ochrony ładu przestrzennego, jak też niski poziom kapitału społecznego w sferze lokalnej.
Background: The analysis aims to diagnose problems occurring in the spatial planning system in a broader context. The problems concerning the use of spatial policy tools (at the local level) were verified from the perspective of the criteria of planning culture, assuming that the diagnoses referring only to the legal sphere, without taking into account the institutional context are insufficient. Research purpose: The work aims to provide a synthesis, to take a new look at problems burdening the Polish spatial planning system. An attempt was made to isolate the problems of the spatial planning system from the perspective related to three dimensions of planning culture. Methods: A review of the literature on the subject in the field of urban, economic, legal, and public policy issues was carried out. After a general analysis, based on the proposed criteria, the application of three key regulations in this context of the Spatial Planning and Land Development Act was verified and assessed. Conclusions: From the perspective of the criteria of planning culture, it is noticeable how the original statutory intentions were modified during the application of individual provisions. Correlated with this phenomenon is both the lack of real protection of spatial order, as well as the low level of social capital in the local sphere.
