Opis:
Over the past few years, interest in the use of unmanned aerial vehicles (commonly referred to as drones) has increased. Uncontrolled drone flights poses a threat to air navigation, including air transport. The aim of this article is to identify potential sources of this threat, together with the identification of Polish legal regulations that respond to them. Conclusions will be based on proposals de lege ferenda, i.e., related to the postulated change of legal regulations, in order to limit the risk of incidents. The object of the article is subordinate to its structure, consisting of five parts. In the first part, the concept of unmanned aerial vehicles used by the Polish legislature will be defined, which is necessary because of the inaccuracies surrounding it. The second part will present ways to use drones for civilian purposes. The next part of the article will describe the cases of accident and aerial incidents involving drones. The fourth part focuses on the indication of Polish legal regulations related to the exploitation of drones. The article closes with concise conclusions.

The article presents the key processes taking place in the area of the airport’s plate. The need to look for effective methods and tools supporting decision-making in the area of improving the efficiency and effectiveness of airport operations is pointed out. In addition to efficiency, reliability and the level of costs generated, work safety is an important aspect in the organization of airport operations. Work safety during the implementation of airport operations is one of the basic factors affecting the design and organization of airport systems. A graph of the airport panel structure is proposed and the decision problems regarding the taxiing of the aircraft on the apron and handling of the ship after landing are indicated.

Opis:
A region's economic development stability is directly linked to the level of services provided and the transport and communication infrastructure available to it. Airport security in the context of transport infrastructure development and the further development of regional logistics facilities is an important factor affecting both the public and private sectors. The causes and consequences investigation, which are the basic means for finding solutions in the safety area of the selected critical infrastructure subject was solved using the Ishikawa diagram. The search for causation based on the principle where each result has its own cause or combination of causes. We can use the 6M approach (staff, methods, machines, materials, measurement, and mother-nature), or 8M, which is supplemented by management and maintenance. In the process of elaborating this article, the consequences defined and the causes underlying the proposed solutions were examined in a successive way. This paper points out possible directions of development in the field of airport security within the context of the public logistics centre development. Obviously, there is no totally secure system and an increase in the level of security can be ensured by correlating all systems used to increase of the critical infrastructure elements resilience.

Currently, the branch of air transport is one of the most dynamically developing branches of transport. Modern air transport systems provide relatively high quality of services in terms of satisfaction, preferences, and tastes of potential recipients, passengers, and freight operators. Air transport systems use highly advanced technologies, equipment, infrastructure, and appropriate rules and procedures in order to ensure the desired quality of services. The article presents an analysis of the volume of passenger and cargo transport in air transport on the example of the Warszawa Okęcie International Airport (Poland). The analysis covered the years from 2011 to 2021. In addition, the market of air services, and air connections with Warszawa Okęcie International Airport were characterized.

New air traffic control ideas are sought. Many studies point out the delegation of the responsibility for ensuring separation from air traffic controllers to the aircraft crews, but it should be assumed that the transition from centralized to decentralized air traffic control will occur in stages. It is, therefore, necessary to ensure effective communication between conflicting aircraft and to define the negotiation process between aircraft. The concept of the process of negotiation and communication between aircraft in conflict using a monotonic concession protocol is presented. The proposed solution was modeled using a Petri Net, which allowed us to analyze all the dependencies present in the system. The analysis allowed us to evaluate the method in the context of safety. The conducted research showed that, under the assumed conditions, the negotiation method allows obtaining the desired effect of negotiations while maintaining an adequate level of safety.

The article presents the aims and objectives of the process of non-destructive testing of turbine aircraft engines using visual methods indirect use of endoscopy. Presents brief characteristics of the construction of engines tested, analyzed the diagnostic procedures used in non-destructive testing methods are shown diagnostic equipment used in research. The paper presents examples of the results of diagnostic checks obtained for the test aircraft engine.
W artykule przedstawiono cele i założenia procesu badań nieniszczących lotniczych silników turbinowych przy użyciu metod wizualnych pośrednich, z wykorzystaniem endoskopii. Przedstawiono krótkie charakterystyki budowy badanych silników, przeanalizowano procedury diagnostyczne, wykorzystywane w metodach badań nieniszczących, przedstawiono sprzęt diagnostyczny wykorzystany w badaniach. W artykule przedstawiono przykładowe wyniki sprawdzeń diagnostycznych, uzyskane dla badanego silnika lotniczego.

The objective of this contribution is the application of a new methodology for assessing connectivity in passenger transport regarding selected tariff points accessibility in the context of developing the selected region. From the passenger´s point of view, it is necessary to specially assess the accessibility of lines within transportation, between the selected destinations using passenger air transport. The length of the travel time, the number of necessary transfers and the number of travel opportunities affects the possibilities of transport between place A and B. The connections and lines are thus influenced by many factors. This is the basic point to consider when designing a set of evaluation criteria for assessing the connectivity and in carrying out a case study for a specific region. In this paper, Václav Havel Airport in Prague (Czech Republic) with selected air transport connections were evaluated according to the proposed methodology.

The dynamic development of the air transport market has led to a significant increase in air traffic in a highly fragmented and relatively small European airspace. This situation could, in the near future, render the currently functioning European air traffic management (ATM) system obsolete and incapable of providing the high safety standards demanded by the ICAO and Eurocontrol. Recognizing the urgency in finding a solution to this problem, the EU gas launched the Single European Sky (SES) initiative, along with its technological pillar, the Single European Sky ATM Research (SESAR) programme, which seeks to enhance air traffic safety, support the sustainable development of the air transport system and improve the overall performance of ATM and air navigation services, so that they meet the requirements of all airspace users. This paper presents a selection of the SESAR programme’s key technological solutions, such as approaches based on area navigation (RNAV)/Global Navigation Satellite Systems (GNSS), and the “remote tower” concept, which have been developed to maximize the safety and efficiency of the new European ATM system.

Port lotniczy stanowi złożony system antropotechniczny (składa się z wielu elementów powiązanych licznymi relacjami wewnętrznymi), w którym silnie jest zaznaczona rola czynnika ludzkiego. Jednym ze szczegółowych zadań realizowanych przez zarządzającego portem lotniczym (ZPL) jest skonfigurowanie systemu zabezpieczeń portu lotniczego (SZPL), tak aby uzyskać oczekiwany poziom zaufania co do jego bezpieczeństwa. Polega ono na doborze infrastruktury, wyposażenia technicznego, alokacji personelu i środków finansowych niezbędnych do realizacji wszystkich funkcji SZPL. W artykule omówiono elementy składające się na SZPL, które są jednocześnie zmiennymi decyzyjnymi dla zarządzającego portem lotniczym podczas realizacji przez niego zadania konfiguracji SZPL. Zaproponowano rozmytą analizę SZPL opartą na modelu zależności i wpływu poszczególnych elementów systemu na poziom ochrony lotniska. Jego ocena będzie wyrażona wartością zmiennej lingwistycznej, a sposób jej uzyskania będzie uwzględniał ocenę skuteczności systemu kontroli bagażu, systemu kontroli osób, poziomu ochrony zewnętrznej i kultury bezpieczeństwa. W celu zilustrowania istoty metody przedstawiono modele lokalne do oceny poziomu ochrony przed nieuprawnionymi działaniami na terenie lotniska oraz do oceny skuteczności systemu kontroli bagażu rejestrowanego. W pracy przedstawiono sposób uzyskiwania oraz przykładowe parametry przyjętych trapezowych funkcji przynależności dla zmiennych lingwistycznych Napłotowy oraz Wykrywalność materiałów. Proponowana metoda oceny systemu zabezpieczeń lotniska polega na budowie hierarchicznego systemu wnioskowania rozmytego, w którym wyjścia z modeli lokalnych niższego rzędu są wejściami modeli lokalnych wyższego rzędu. System taki jest obecnie tworzony. Wstępne analizy pokazują, że proponowane podejście może być skuteczne jako element systemu wspomagania zarządzającego portem lotniczym w zakresie konfiguracji SZPL.
An airport is a complex human-factors engineering system; it is composed of many elements interconnected with numerous internal relations with a strongly pronounced role of the human factor. One of specific tasks carried out by the airport managing entity (AME) is to configure the airport protection system (APS) so that to attain the expected level of confidence in the airport safety. The task consists in selection of infrastructure, technical equipment, allocation of personnel and financial means that are necessary to perform all functions of the APS. The paper discusses the elements that make up the APS that are both decision variables for the airport operator during the execution of the APS configuration tasks. Fuzzy APS analysis is proposed based on the model of dependency and impact of the individual components of the system at the level of airport security. This assessment will be expressed by the value of linguistic variable. The method to obtain this value would include an assessment of the effectiveness of the baggage inspection system, the passenger inspection system, the level of external protection and security culture. To illustrate the concept of the method, local models to assess the level of protection against unauthorized activities at the airport and to assess the effectiveness of the baggage inspection system are presented. The paper describes a method for obtaining parameters of trapezoidal membership functions which have been adopted for the linguistic variables “Napłotowy” and “Wykrywalność materiałów”. The proposed method of assessing the airport security system involves the construction of a hierarchical fuzzy inference system in which the outputs of the lower-level local models are inputs of higher-order local models. Such a system is being established. Preliminary analyzes show that the proposed approach can be effective as part of a system for supporting the airport operator in configuring APS.

International air law imposes an obligation on the part of transport operators to operationalize risk management, and hence develop records of hazards and estimate the level of risk in the respective organization. Air transport is a complex system combining advanced technical systems, operators and procedures. Sources of hazards occur in all of these closely related and mutually interacting areas, which operate in highly dispersed spaces with a short time horizon. A highly important element of risk management is therefore to identify sources of danger, not only in terms of their own internal risks (the source of threats and activation of threats within the same transport organization), but also in the area of common risk (sources of threats beyond the transport system to which the activation of the hazard is related) and external risks (sources of threats outside the transport system). The overall risk management of a transport organization should consider all three risk areas. The paper presents an analysis of internal sources of threats to civil air operations and the resulting main risk areas. The article complements a previous paper by the same authors entitled “Analysis of external sources of hazards in civil air operations”.

The competitive advantage of the passenger air transport market is a significant part of airline operations. An important element, a condition that may determine the achievement of competitive advantage, is the issue of safety, which also applies to the operation of aircraft. An example of creating an effective competitive advantage may be the operation of a new aircraft by air carriers. This article presents the process of creating a competitive advantage on the example of the Airbus A350 XWB and the Boeing 787 Dreamliner aircraft considering the safety aspect, which in the case of new means of transport in civil aviation may primarily concern the seeming childhood diseases occurring in the initial use of new aircraft. This article, in the form of comparative analysis, indicates the key features that determine the attractiveness of the new aircraft as a product on the passenger air transport market. Secondary data on the characteristics of the Airbus A350 XWB aircraft were used and compared with the data of the Boeing 787 Dreamliner to illustrate the properties that may indicate the manufacturer's superiority. Furthermore, this article proposes a scheme of creating competitive advantage in passenger air transport, which can be a model for creating a competitive advantage in civil aviation. The close relationship between the economic and technological aspects in creating competitive advantage was buttressed as well. This article also analysed secondary data related to the numer of ordered and used aircraft and aviation events registered on the website: https://aviation-safety.net [8], which could have an impact on the level of safety of flight operations. Brought to the fore were situations in which the seeming childhood diseases in aircraft operated by the American manufacturer, Boeing 787 Dreamliner, such as defects in engines, power elements and risks associated with the use of composite materials, which were first used on such a large scale in the construction of wide-body aircraft.

Following the events related to the pandemic and the war in Ukraine, increasing air traffic also increases turnaround agents' activity at airports. Turnaround operations are among the critical activities performed at airports, which must be characterized by punctuality and accuracy of the elementary handling operations. Lack of punctuality in ground handling causes delays in air traffic. On the other hand, a lack of accuracy can also cause disruptions that can turn into aviation incidents. Achieving punctuality and accuracy in aircraft handling is possible by minimizing the resulting disruptions during such handling. The safety management system (SMS) assumes activities to reduce the causes of potential incidents. In the turnaround process, the human factor, the technical aspect, and compliance with existing procedures are significant. The authors have extensively analyzed the disruptions arising during ground handling, learning its causes and effects, which will help avoid adverse events. Occurring disruptions can cause delays in the execution of flight operations but can also cause aviation incidents. Therefore, the authors focused on ground-handling disruptions that can cause adverse aviation incidents. The article presents the interference analysis results as an Ishikawa diagram. Using the FRAM method, an analysis of possible disruptions during the baggage handling process was carried out.
