Opis:: W artykule została omówiona istota koncepcji rozwoju regionalnego opierając się na innowacjach, zgodnych z inteligentnymi specjalizacjami. Jego zasadniczym celem była ocena tego, czy wyłonione w regionach inteligentne specjalizacje będą miały decydujący wpływ na możliwość uzyskania finansowania przez beneficjentów w ramach regionalnych programów operacyjnych wybranych województw. Weryfikowana była teza, że w pewnych przypadkach władze regionalne nie koncentrują się na kierunkach rozwoju, określonych w dokumentach strategicznych.
The article presents the essence of smart specialisations and the purpose of their definition in EU member states. The author conducted an analysis of ROP priority axes under which financing could be provided for actions consistent with the adopted specialisations. The principal aim of the article was to evaluate the degree of convergence between support of projects on a regional level and the provisions of strategic documents where directions for region’s development based on smart specialisations are defined. Thus, the validity of the thesis which says that regional authorities sometimes fail to focus on adopted directions associated with allocated funds, could be verified.

Opis:: Niniejszy artykuł przedstawia model oceny projektów w ramach Regionalnego Programu Operacyjnego Województwa Śląskiego w ramach działania – Efektywność energetyczna i odnawialne źródła energii w infrastrukturze publicznej i mieszkaniowej ze względu na określone kryteria, specyficzne, charakterystyczne dla danego typu działania. Na podstawie oceny ostatecznej projektów, uwzględniającej oceny względem poszczególnych kryteriów szczegółowych oraz ich współczynniki ważności, można określić projekty stanowiące większą wartość ze względu na przyjęte kryteria oceny.
This paper presents a model for the assessment of projects under the Regional Operational Programme of Silesia under the measure - Energy efficiency and renewable energy sources in public infrastructure and housing due to certain specific criteria to the type of action. Based on the assessment of the final project, taking into account evaluation criteria specific to the different factors and their validity can be determined projects of greater value due to the accepted assessment criteria.

Opis:: Purpose: The aim of the article is to make a mid-term analysis of the progress of the implementation of EU projects in the area of research and innovative development of Silesian enterprises within the Regional Operational Programme of the Silesian Voivodeship (ROP SV) 2014-2020 and to identify factors affecting the fulfilment of the assumed objectives of the Programme. Design/methodology/approach: For the purpose of the research, an ex-post analysis as at the end of 2018, an ex-ante analysis was used as a simulation of the achievement of indicators in the period up to 2023 and a comparative analysis of output and financial indicators in 2018 and 2023 in relation to the planned execution framework. Findings: An evaluation of the implementation processes of Priority Axis I Innovative Economy under the ROP SV 2014-2020 was carried out. Priority Axis I (OP I) is designed to support research and development activities (R&D) of entities in the Silesian Voivodeship. Based on source materials, reports, observations and own experience, the causes and effects of the current state of achieved indicator levels were identified as well as in the final perspective of the Programme in 2023. The analysis and evaluation of countermeasures taken by the Managing Authorities/Intermediate Bodies [IZ/IP] is presented. Originality/value: As a result of the research, a list of recommendations was formulated in order to increase the absorption potential of the OP I and to increase the effectiveness of intervention in the area of R&D. The study conducted identified a low level of absorption capacity in the OP I, which applies to the current (2018) and projected (2023) situation. The degree of achievement of the target mid-term level of the financial indicator at the end of 2018 is 21.1%, and its forecast for the end of 2023 is 79.4%. Two key problems can be identified which affect the absorption potential of Priority Axis I. The first one concerns the low level of interest and application of beneficiaries in the area of R&D within the OP I. The basic reason for this is the limitation of the intervention to the area of regional smart specialisations [RIS] of the Silesian Voivodeship and a large amount of documentation necessary to prepare at the stage of signing the co-financing agreement and at the stage of accounting for projects. The second key problem involves the need to adjust the intervention logic, i.e. the level of allocation, and thus the target indicators, to the actual demand for support in the area of R&D activity under the CSF ROP 2014-2020.

Opis:: W artykule przeprowadzono analizę realizacji projektów mikro, małych i średnich przedsiębiorstw (MMŚP) bezpośrednio dofinansowywanych w ramach działania 1.2 Regionalnego Programu Operacyjnego województwa śląskiego na lata 2007-2013. Analizę przeprowadzono w przekroju: ilościowym, wartościowym, sektorowym projektów, a także z punktu widzenia osiągania wskaźników docelowych Programu. Zidentyfikowano obszary pozytywnych zmian, a także obszary problemowe, jak również czynniki, przyczyny i trendy zaobserwowanych zjawisk. Szczególną uwagę poświęcono realizacji projektów przyczyniających się do wzrostu konkurencyjności MMŚP przez innowacyjne wdrożenia produktowe i technologiczne oraz w zakresie podjęcia prac badawczorozwojowych.
In the article the analysis of projects of micro, small and medium enterprises (MSMEs) directly funded under Measure 1.2 of the Regional Operational Programme of the Silesian Voivodeship for years 2007-2013. The analysis was conducted in the section of quantity, value, sectoral projects, and also from the point of view of achieving the target indicators of the Program. Identified areas of positive change, as well as problem areas, as well as factors, causes and trends observed phenomena. Particular attention was allocated projects contributing to the competitiveness of MSMEs through the implementation of innovative product and technology and for taking research and development.
