W niniejszym artykule omówiono część danych pozyskanych w ramach badań terenowych realizowanych wiosną i latem 2018 roku w obwodzie chmielnickim na Ukrainie. Autorki prezentują dane empiryczne na temat funkcjonowania i aktywności samorządu lokalnego w warunkach decentralizacji, na przykładzie gminy Hannopol. Celem artykułu jest przybliżenie społecznego wymiaru reformy samorządowej w odniesieniu do konkretnego, badanego przypadku. Studium ma charakter empiryczny.
This article discusses some of the data obtained during fieldwork carried out in the spring and summer of 2018 in the Khmelnytsky region of Ukraine. The authors present empirical data on the functioning and activity of local self-government in the conditions of decentralization, on the example of the Hannopol municipality. The aim of the article is to show the social dimension of local government reform with reference to a specific case being examined due to empirical data.

Opis:
Purpose: The purpose of the analysis is to demonstrate the potential impact of the shortcomings of public statistics collections in the field of application of demographic data to regional and local development planning. Design/methodology/approach: Taking into account the importance of human capital for the development of modern economies, acquiring information that reflects the demographic reality seems to constitute one of the crucial aspects determining the quality of planning the development of territorial units. The use of indicators relating to the outdated number or structure of the population in the process of diagnosing the baseline situation may lead to incorrect determination of the competitive position of territorial units and to defining development objectives that are an inadequate match to real challenges and needs of the respective territorial unit. This results in the requirement to correct the data on the number of people available in official statistics with data on unregistered emigration or the use of alternative data sets, such as the social insurance records. Findings: The use of this type of data within the framework of the conducted analysis rendered it possible to identify that the difference between the number of people, as determined on the basis of official registers, and the corrected population status, reaches 2.7-2.9 million people nationwide. Taking this fact into account causes effects in the form of an increase in the value of GDP per capita, both at the nationwide, and at regional scale. Originality/value: Therefore, it can quite clearly change the assessment of their economic potential, putting them in a more advantageous competitive position compared to other EU regions or member states. Consequently, it creates a different starting point for both defining regional or local development objectives and planning public intervention in line with the theory of change.

Opis:
Purpose: The aim of this paper is to discuss the issues of localism and social capital revival as important factors of local and regional development of rural areas in Khmenlytskyi Oblast in Ukraine. The paper shows an anthropological perspective on the processes of social change and overcoming the effects of socialism in the sphere of mentality, attitudes and life orientations local communities. Design/methodology/approach: Presented material refers to the empirical data obtained during fieldwork in the Khmelnytskyi region in 2018. The field study was conducted in three local communities in using ethnographic methods in order to analyze and describe the socio-cultural effects of the political transformation that currently occur in rural areas. The research was based on the practical application of the concept of post-socialism and methodology developed by social anthropologists. Findings: The question of rural areas development concerns the mobilization of local resources and given examples illustrate, that this process has already started in Ukraine. Local communities in rural areas are characterized by a “long duration”, and therefore are relatively resistant to change. Communism legacy is an obstacle, hindering rebuilding subjectivity in former Soviet countries. Overcoming resentments connected with transition applies mainly to inhabitants of rural areas. The ongoing decentralization stimulates locality and social capital renewal. Research limitations/implications: Rural areas in post-Soviet countries as a research area allow to observe both relics of the past and signs of social change. Conducted research made it possible to indicate the behaviors and attitudes characteristic of the previous system, as well as new practices establishing the foundations of civil society. Studies on rural areas development still require many in-depth qualitative and quantitative research. Social implications: The interest in locality as a social phenomenon and a subject of analysis, has been changing. Return to the concept of locality in social sciences is related to the importance of locality in the process of social change – in that way locality becomes a dynamic and global problem associated with the activities of individuals, groups, institutions, policies and social processes. Originality/value: Theoretical and empirical identification of interdependence between factors of “persistence” and “change” in selected local communities in rural areas in Khmenlytskyi Oblast.
