W artykule założono, że UX (user experience), jako inteligentna technologia kreacyjna, ma szansę być zarówno źródłem innowacji, jak i efektywnym narzędziem upowszechniania innowacji. W artykule wykorzystano analizę teoretyczną, dzięki której ustalono instrumenty przydatne w projektowaniu prodyfuzyjnego środowiska społecznego. Poczynione ustalenia teoretyczne należy traktować jako wskazania do działań praktycznych.
The main subject of this considerations focus on the smart specialization and their role in implementation of development plans based on the principles of smart, sustainable and inclusive growth, analyzed in the context of design user experience. This article assumes that the UX as the smart creative technology is likely to be both, a source of innovation, and an effective tool for promoting innovation. Used theoretical analysis, which has established instruments useful in the design of pro-diffusion social environment. Theoretical assumptions should be treated as indications of practical actions.

Opis:
Purpose: Smart City is currently the most crucial ideology of urban development. To develop cities and their inhabitants, a constant dialogue between city authorities and residents is necessary. For the discussion to be possible, methods should be developed, enabling residents to talk with the city authorities. The aim of the article is to review the practices of participation of local authorities and city dwellers. Design/methodology/approach: The article is based on an analysis of research results published in national and world publications. Findings: Methods of participation between city authorities and residents are essential methods of communication between city authorities and residents. By communicating, residents with city authorities can work out new directions for city development. In the concept of smart city, it is crucial and essential that residents decide about the fate of their places of residence. Originality/value: The work is theoretical. However, it is an excellent introduction to further scientific research towards the recognition of methods of participation and their application in Polish reality.

W artykule poruszane są kwestie ekonomii współdzielenia, która wpisuje się w trzecią generację smart city określaną jako sharing smart city. Współdzielenie odzwierciedla współtworzenie miasta przez jego mieszkańców i dlatego jest niekwestionowanym narzędziem kreowania miast inteligentnych. Sharing economy pozwala na rozbudowę potencjałów miasta inteligentnego, a głównym zadaniem włodarzy miast jest dążenie do zmiany zachowań komunikacyjnych. Celem opracowania jest wskazanie zależności między ekonomią współdzielenia a koncepcją smart city.
The issue of sharing economy, which is part of the third generation of smart city known as sharing smart city, is discussed in this paper. Sharing reflects the co-creation of the city by its residents and is therefore an unquestionable tool for creating smart cities. Sharing economy allows for the development of smart city potentials, and the main task of city leaders is to change communication behaviour. The aim of the study is to identify the relationship between economics and the concept of sharing smart city.

Purpose: To highlight the current smart city trends and innovations that will shape the future of modern cities. Design/methodology/approach: This article review is based on a theoretical literature review on the idea of smart city trends and innovations globally. The theoretical approach was based on published journals, government sources, and other sources. Findings: Human needs as well as the development of electronic-based projects for urban areas have evolved over the years. Environmental pollution has caused a drastic change in climate, urbanization happening rapidly, and more pandemics are expected in the future. But with modern technology advancements, it's important for public institutions and private entities to collaborate to make cities more sustainable. Smart energy solutions, urban planning, and smart health communities are important to smart city trends that can help to significantly transform urban centers. Originality/value: the presented review paper provides a current realistic overview of the innovations and trends implemented for smart city projects. They are implemented in some of the major cities of the world and their influence is important in shaping the lives of urban residents and the future of cities.

Opis:
Business Intelligence promises improved decision making. To meet the changing business requirements, BI has to reduce latency between data acquisition and decision. As a result of growing needs, concepts like Real Time, Active, Operational, Business Performance Management or embedded BI are introduced in the literature. Nevertheless, the technical implementation prevents the realization of these concepts. Thus, overloaded infrastructures and heterogeneous system landscapes avoid further evolution. To prevent this lack of system integration and performance, we address the changing BI paradigms through a service-oriented approach. Hence, the novel BI concepts and Service-oriented Business Intelligence (SoBI) theories are illustrated and combined in a uniform artifact. The construct is developed by using reference modeling. As a result, a SoBI reference architecture accrues, which becomes validated successfully and provides a basis for future implementations. This paper offers a flexible approach that reduces the latency in order of dynamic market environments.
Inteligentne systemy komputerowe pomocne są w procesie wspomagania decyzji do zmieniających się wymagań biznesowych. System BI ma zmniejszyć opóźnienie między procesami akwizycji danych i podejmowania decyzji. Niemniej w praktyce trudna jest strona techniczna dotycząca realizacji tych koncepcji. Aby uniknąć problemów związanych z integracją i wydajnością systemu, możemy dostosować się do zmieniających się paradygmatów BI przez podejście zorientowane na usługi. Stąd nowe koncepcja BI zorientowana na usługi Business Intelligence. W publikacji przedstawiono elastyczne podejście, które zmniejsza opóźnienia w dynamicznym środowisku rynkowym.

Purpose: This paper is devoted to elderly people and their interaction with smartphones. The analysis of the state of the art inspired the formulation of research questions related to interaction of elderly people with smartphones, e.g. how do they input data or how do they start the SOS signal. Design/methodology/approach: In order to answer the research questions, an electronic questionnaire was prepared and executed. The survey consisted of 11 questions and was completed by 40 people. Findings: The conducted research has shown that seniors are increasingly using smartphones for a variety of tasks, including (among others) text messaging and multimedia. Originality/value: The presented research is the most current research on the behaviour of seniors using smartphones on the Polish market. The obtained results can be used, among others, when designing applications and devices for seniors.

Purpose: The main purpose of the article is to identify the economic conditions for the development of smart cities in Poland and their changes over time. Design/methodology/approach: To achieve this goal, the first part of the article presents the distinguishing features of a smart city. Then, in national and international terms, the regions in which such units develop most dynamically and most often are indicated. In the second part of the article, the analysis of economic conditions is limited to Poland in the Voivodeship system. In the course of the study, budget data of Polish communes from 2003-2017 are used. The study covers the level of income per capita, as well as property and investment expenses, while looking for regularities and features that predispose a given region for creating smart cities. At the end, tips are formulated with the orientation both at supporting the idea of developing smart cities in Poland and preventing economic exclusion of those regions that are currently not actively participating in their creation. Findings: The incomes of communes in Poland in all researched Voivodeships in the years 2003-2017 systematically increased. The overall increase in the value of income per capita over the fifteen year research period ranged from 78% to almost 120%. However, the fastest income growth rate concerned Voivodeships with the largest number of smart cities (already existing and listed in international rankings and classifications) and the highest absolute income per capita. These were the Masovian and Pomeranian Voivodeships, which, in connection with the above, can be considered the most entitled to create smart cities in Poland. Originality/value: The research on financial aspects of smart cities development is rarely analyzed in literature and practice, therefore the results and conclusions fill the existing gap and contribute to municipal economics and management, especially in Poland.

Punktem wyjścia rozważań podjętych w niniejszym artykule jest Strategia na rzecz inteligentnego i zrównoważonego rozwoju, w której określono cele oraz priorytety Unii Europejskiej na lata 2010-2020. W odpowiedzi na ww. strategie Ministerstwo Rozwoju w Polsce wyodrębniono Krajowe Inteligentne Specjalizacje (KIS), ich ideą jest wskazanie kluczowych branż dla rozwoju społeczno- gospodarczych kraju i ich wsparcie finansowe środkami pochodzącymi z Unii Europejskiej. Odpowiedzią na KIS są Regionalne Strategie Innowacji (RSI). Celem analizy zaprezentowanej w artykule jest odpowiedź na pytanie czy RSI promuje działania służące zapobieganiu pogłębiania się zmian klimatu, a także tych które ułatwiają dostosowanie się do nowych warunków atmosferycznych.
The Strategy for Intelligent and Sustainable Development, which sets out the objectives and priorities of the European Union for the years 2010-2020, is the starting point for the deliberations of this article. In response to the aforementioned Strategies The Ministry of Development in Poland has distinguished National Intelligence Specialization (pol. KIS), the idea of which is to identify key sectors for socio-economic development of the country and their financial support from the European Union. The purpose of the analysis presented in this paper is to answer the question whether RSI promotes measures to prevent the degradation of climate change, and those that facilitate adaptation to new atmospheric conditions.

Celem artykułu jest analiza pojęcia innowacji od klasycznego jej ujęcia przez Schumpetera aż do czasów współczesnych. Innowacje uznaje się obecnie za podstawowy czynnik rozwoju przedsiębiorstw. Autor artykułu prezentuje różne ujęcia innowacji oraz wskazuje na źródłosłów tego pojęcia i podstawowe jego rodzaje. Analizy te prowadzone są zarówno w aspekcie historycznym, jak i systematycznym. Usiłuje także wskazać na czynniki decydujące o przyjmowanej definicji innowacji. Praca ma wymiar wyłącznie teoretyczny – stanowi próbę swoistej ontologii pojęcia innowacji.
The aim of the article is to analyze the concept of innovation from Schumpeter's classic approach to modern times. Innovation is now recognized as a key factor in the development of enterprises. The author analyzes the notion of innovation as such, also pointing to its origins and basic types. These analyzes are carried out both historically and systematically. Some attempts are also made to point to the determinants of the accepted definition of innovation. Work is purely theoretical – it is an attempt at a specific ontology of the concept of innovation.

In the European development programs more and more attention is paid to the importance of the so-called smart specialization, focus on which allows more efficient funding of selected areas of science to support local entrepreneurship. One important aspect of the effectiveness of actions based on smart specialization is social innovation which allows to design environment friendly to it. Designing such an environment requires analyzing different conditions influencing it. The purpose of this article is to draw attention to specific organizational aspects relevant from the point of view of the social innovation. The article has a conceptual nature.

W artykule została omówiona istota koncepcji rozwoju regionalnego opierając się na innowacjach, zgodnych z inteligentnymi specjalizacjami. Jego zasadniczym celem była ocena tego, czy wyłonione w regionach inteligentne specjalizacje będą miały decydujący wpływ na możliwość uzyskania finansowania przez beneficjentów w ramach regionalnych programów operacyjnych wybranych województw. Weryfikowana była teza, że w pewnych przypadkach władze regionalne nie koncentrują się na kierunkach rozwoju, określonych w dokumentach strategicznych.
The article presents the essence of smart specialisations and the purpose of their definition in EU member states. The author conducted an analysis of ROP priority axes under which financing could be provided for actions consistent with the adopted specialisations. The principal aim of the article was to evaluate the degree of convergence between support of projects on a regional level and the provisions of strategic documents where directions for region’s development based on smart specialisations are defined. Thus, the validity of the thesis which says that regional authorities sometimes fail to focus on adopted directions associated with allocated funds, could be verified.

Purpose: To determine the interdependencies between Smart City areas as well as the aspects and areas between resident-oriented IT areas of the city. Design / methodology / approach: The data for the study was collected during a survey of 287 cities for Smart City. The study of interdependence was based on a correlation analysis using: Pearson's correlation coefficient, Cramér's V coefficient, and Kendall's tau. In addition, a PCA analysis was used to reduce variable dimensions. Findings: The results of the research indicate that the scope of using services within e-office services is more strongly related to functionality than to IT equipment. In turn, the economic area plays a fundamental role in the perception of the city as a Smart City. There was also a clear difference in self-evaluation regarding Smart City areas and IT aspects of the city depending on the size of the city. However, this difference does not translate into declarations regarding the readiness for evaluation in Smart City categories. Originality/value: presentation of the relationship between the areas defining the concept of Smart City dependence on the basis of an original study addressed to city representatives. The results of the study allow us to look at the Smart City concept from the perspective of the city. The results of the analysis, in addition to scientists dealing with Smart City, may be of interest to city managers in Poland. They show the way of understanding and dependencies between individual areas. They also show those dependencies that need to be strengthened in the context of sustainable development.

W referacie za cel przyjęto poznanie i ocenę efektywności zarządzania zasobami niematerialnymi w przedsiębiorstwie inteligentnym. Całość prezentowanych rozważań podzielono na dwie zasadnicze części. Rozważania zaprezentowane w części pierwszej charakteryzują modele pomiaru zasobów niematerialnych w przedsiębiorstwach. Druga część opracowania jest prezentacją wyników badań empirycznych w zakresie oceny efektywności zarządzania zasobami niematerialnymi za pomocą modelu intelektualnej wartości dodanej. Zastosowanymi metodami badawczymi są: studia literaturowe, analiza opisowa oraz analiza trendu modelu VAIC™. Problematyka pomiaru i oceny zasobów niematerialnych jest ważna i aktualna z uwagi na jej wpływ na efektywność zarządzania w przedsiębiorstwach inteligentnych.
The objective of the paper is to explore and assess the efficiency of management of intangible resources in a smart enterprise. The whole of the presented considerations has been divided into two basic parts. The considerations discussed in the first part characterize the models of measurement of intangible resources in enterprises. The other part of the paper is the presentation of the results of the empirical research highlighting the assessment of efficiency of management of intangible resources using the model of intellectual value added. The applied research methods are literature studies, descriptive analysis and trend analysis of the VAIC™ model. The problem of the measurement and assessment of intangible resources is important and up-to-date on account of its impact on efficiency of management in smart enterprises.

Opis:
Purpose: Social capital constitutes an important factor in the development of a smart city. The adoption of this assumption facilitated the formulation three research questions: In what sphere do the city inhabitants participate in social networks? What is the level of trust shown to neighbours that create the local community? To what degree does the scope of information on the activities on behalf of the local community have an impact on their active participation? Design/methodology/approach: The assumed goal was executed thanks to the application of the method of critical analysis of literary sources and the use of the survey method that served to identify the indicators of social capital in the context of the implementation of the principal assumptions of a smart city. Findings: The findings of empirical research indicate that the level of social capital in the analysed city constitutes a significant barrier in terms of the development of a smart city. Structural capital in the form of neighbourly ties, which are usually restricted to five people, restricts the scope of neighbourly ties. Low relational capital, namely trust has a negative impact on the level of involvement of inhabitants in social initiatives. Engagement in urban social issues is dependent on the knowledge of social initiatives in the area of the district where they live. The application of information and communication technologies (ICT) increases the scope of information about projects and events organized in the city. Research limitations: The acquired research findings with regard to their quantitative nature (survey research) constitutes the basis for the limited findings. Practical implications: The research findings provide knowledge on the subject matter of the level of the existence of social capital and its barrier to development, which may serve the preparation of new solutions in the policies of a smart city. Social implications: The research findings presented in this paper indicate the need to use information and communication technologies in the creation of social capital in the city. Originality/value: The research findings, in a cognitive sense, lead to becoming familiar with the role of social capital in the development of a smart city.

Opis:
The aim of the article is to present selected assumptions related to the concept of a smart city in the context of its role and impact on the residents. Satisfaction of the residents resulting from the improvements in their quality of life is a basic measure evaluating the activity of local authorities. Their positive attitude to the innovations is an important factor in the socio-economic changes taking place in the city. Rzeszów was chosen as an example for empirical verification. This city is a model example of implementing innovative solutions within the city. The selected areas for implementing innovative solutions in Rzeszów and the opinions of the residents on the development of a smart city are presented against the background of theoretical assumptions concerning the concept of a smart city. Under the promotional slogan “Rzeszów - Capital of Innovation”, intense activities occurred in the field of implementing smart solutions, which were appreciated both in the external environment and among the internal stakeholders, especially the residents. The residents' opinions on the innovative solutions implemented in Rzeszów are demonstrated on the basis of the results of surveys carried out in 2018 with a sample size of n = 300. The study showed that the residents have a definitely positive attitude towards implementing innovative solutions in the city. The study also indicated that there is a statistical relationship between education and the assessment of the city's activity in this area. It was observed that the higher the level of education, the more positive the attitude to the implemented innovations.
