In order to reduce the differences in the level of socio-economic development of municipalities, Metropolis GZM, which is an association of 41 member municipalities, has put in place the "Metropolitan Solidarity Fund" Program. The purpose of this Program is to provide financial support in the form of a targeted subsidy for weaker member municipalities to implement their own tasks of great importance for the development of the metropolitan area. The article analyzes and evaluates the amount of support in the form of targeted subsidies for individual member municipalities from the Metropolitan Solidarity Fund Program.

Opis:
Purpose: The publication presents the tourist aspects of the Lubuskie voivodeship, which are of great importance for regional development in terms of tourism, supra-regional and national. Design/methodology/approach: The method of statistical data analysis and source materials was used in the work. Findings: In the analysis of the relationship between tourist attractiveness and the development of the competitiveness of the Lubuskie voivodeship, the presence of the market process of interaction between tourist traffic and the number of entities from the tourism sector was noticed. The Lubuskie voivodeship has many tourist attractions, which constitute the region's great potential. It should be added that the Lubuskie voivodeship, as one of the few regions in Poland, can offer ecotourism as an attraction. Originality/value: The analysis carried out in the article is aimed at people interested in regional policy in terms of the impact of tourism on the development and competitiveness of Polish regions.

Opis:
The Lubusz province in terms of reserves of ore relating to the country doesn't belong to rich in ore. Deposits of the lignite coal constitute the most valuable value. Deposits of the lignite coal are identified as cheap and comfortable in operation energy sources. To the most important fuels, of which stores were balanced in the province Lubusz to rank it is possible deposits: of nitrate natural gas, natural gas, petroleum, lignite coal. Therefore most valuable for the region one should provide deposits with the appropriate protection so that the access to them in the future isn't shaken and could correctly economically be used. This publication is presenting important resources of ore which are in the province Lubusz which are outweighing very much for the regional development, more_than_regional but also and domestic. Given sources can in the future, the same as lignite coal or copper give intense impulse for the development of the Lubusz province.
Województwo lubuskie pod względem zasobów kopalin na tle kraju nie należy do zasobnych w kopaliny. Najcenniejszą wartość stanowią złoża węgla brunatnego. Złoża węgla brunatnego są identyfikowane jako tanie i wygodne w eksploatacji źródło energii. Do najważniejszych surowców energetycznych, których zasoby zbilansowano na terenie województwa lubuskiego zaliczyć można złoża: azotanowego gazu ziemnego, gazu ziemnego, ropy naftowej, węgla brunatnego. Dlatego najcenniejsze dla regionu złoża należy objąć właściwą ochroną, aby dostęp do nich w przyszłości nie został zachwiany i by mogły być właściwie gospodarczo wykorzystane. Niniejsza publikacja przedstawia najważniejsze zasoby kopalin jakie znajdują się na terenie województwa lubuskiego, które mają bardzo duże znaczenie dla rozwoju regionalnego, ponadregionalnego ale także i krajowego. Dane zasoby mogą w przyszłości, tak jak węgiel brunatny czy miedź dać ogromny impuls dla rozwoju województwa lubuskiego.

Purpose: This publication presents the most important natural resources in the Lubuskie Voivodeship, which have very large importance for regional development in terms of tourism, supra-regional but also domestic. Design/methodology/approach: The method of statistical data analysis and source materials was used in the work. Findings: The richness of the voivodeship are forests and wilderness, with numerous landscape parks, reserves and monuments of nature as well as with animals living in the wild. An important aspect in the tourist landscape of the Lubuskie Voivodeship are castles, churches and manor houses and palaces related to the history of the region. Today, a large proportion of tourists seek to learn about folklore, tradition, folk creativity, as well as regional cuisine. The voivodeship offers a wide range of cultural, sporting, entertainment and artistic events. It should be added that as one of the few regions in Poland, the Lubuskie Voivodeship may offer enotourism as an attraction. Originality/value: The analysis carried out in the article is addressed to people interested in regional policy in the aspect of the impact of natural conditions on the development and competitiveness of Polish regions.

Innovativeness appears to be one of the most important attributes associated with the best of both public and private organizations. There are many studies conducted that aim at comparing the level of innovativeness among different regions. In general, one can assume that public and private organizations should cooperate and exchange their knowledge of both tangible and intangible elements within each region. However, it often happens that cooperation among organizations that possess distinct resources does not occur smoothly. This may also be because local social capital is not developed sufficiently to make it possible for companies to open their boundaries and allow some knowledge simply to spill over. That is why organizations like knowledge-brokers are necessary. Thanks to their activities, it becomes possible for companies to be able to acquire new and reliable knowledge sources at a local and non-local scale. The aim of the paper is to present emerging types of knowledge-brokers that result from the research conducted in Slaskie Voivodeship in 2018. The research method is a multiple case study with seven cases and deep interviews with people representing organizations responsible for taking part in knowledge and information transfer served as a major source of data. The results of analysis are presented and discussed, and further paths of research are proposed.

Opis:
The paper is a reflection on the issues concerning the impact of research and development activities on competitiveness of polish voivodeships. Growing interest in the concept of regional competitiveness is associated with different processes, such as globalisation, internationalisation and regionalisation of the world economy. Competitiveness is determined by quantitative and qualitative factors; however, more attention should be focussed on qualitative determinants, including knowledge, technological progress and innovations, which are related to R&D activity. There are many different ways to measure competitiveness. One of the methods of assessment is making a reference to the regional competitiveness index (RCI) that shows strengths and weaknesses of regions. Taking into consideration that the largest disparities, both in the regional and national system, in relation to the EU average, are visible in three pillars constituting the Innovation Group indicators, it is worth conducting research on R&D development, as one of their key elements. Therefore, the goal of the paper is to present diversity in competitiveness of the regions in Poland, and to assess the level of development of R&D as one of determinants, having impact on competitive advantage. Implementation of the goal formulated in this way should be achieved through analyses concerning the following spheres: 1) the essence of regional competitiveness and its determinants; 2) the location of Polish regions in RCI ranking; 3) comparative analysis of the competitive potential of regions in the area of R&D.

The article presents industrial and technological parks, operating in the Kujawsko-Pomorskie voivodship. The essence of the research was the diagnosis of functional zones for the region and entrepreneurs. The purpose of the article was to investigate whether the existence of industrial, industrial and technological parks has an impact on the attractiveness of the region and whether it encourages new investors to undertake economic activity. Based on the research, it has been pointed out that the parks and their incubators and other centers supporting entrepreneurship have a number of favorable conditions. Starting a business in their area. It is also significant that the existence of the zones contributed to the increase in the number of new jobs in the Kujawsko-Pomorskie voivodship, as well as investors willing to invest their capital in the parks.
W artykule przedstawiono parki przemysłowo-technologiczne, działające na terenie województwa kujawsko-pomorskiego. Istotą przeprowadzonych badań była diagnoza funkcjonalności stref dla regionu i przedsiębiorców. Celem artykułu było zbadanie, czy istnienie parków przemysłowych, przemy-słowo-technologicznych ma wpływ na atrakcyjność regionu i czy zachęca nowych inwestorów do podejmowania działalności gospodarczej. Na podstawie przeprowadzanych badań wskazano, że parki i funkcjonujące przy nich inkubatory oraz inne ośrodki wspierające przedsiębiorczość posiadają szereg uwarunkowań sprzyjających podjęciu działalności gospodarczej na ich terenie. Istotny jest również fakt, iż istnienie stref przyczyniło się do wzrostu liczby nowych miejsc pracy w województwie kujawsko-pomorskim, jak również inwestorzy chętniej lokują swój kapitał na terenie parków.

The article analyzes new regionalism in the context of regional development in the conditions of European integration and globalization. In the first part of the study, traditional (“old”) regionalism was characterized as a cultural and pragmatic context of the region’s functioning and development, as well as a starting point for shaping the concept of new regionalism. Next, the discourse of new regionalism was presented as a theoretical concept, as well as a political and socio-economic doctrine, used in practical activities in the field of status changes, functions and conditions of development of modern regions. The last part of the article focuses on the analysis of new regionalism as a development paradigm. It has been shown, that in the condition of European integration and globalization, new regionalism, as a development strategy, creates new opportunities and promising perspectives in overcoming the problems and development inequalities of regions. The analysis and characteristics of the subject matter were extended to include elements of the critique of the new regionalism paradigm. This allowed to give practical meaning to theses and postulates of this concept and to show its weaknesses and limitations related, among others, to the change in the role of nations and the diversity of forms and content of region’s interests in the European Union.

Purpose: The purpose of the analysis is to demonstrate the potential impact of the shortcomings of public statistics collections in the field of application of demographic data to regional and local development planning. Design/methodology/approach: Taking into account the importance of human capital for the development of modern economies, acquiring information that reflects the demographic reality seems to constitute one of the crucial aspects determining the quality of planning the development of territorial units. The use of indicators relating to the outdated number or structure of the population in the process of diagnosing the baseline situation may lead to incorrect determination of the competitive position of territorial units and to defining development objectives that are an inadequate match to real challenges and needs of the respective territorial unit. This results in the requirement to correct the data on the number of people available in official statistics with data on unregistered emigration or the use of alternative data sets, such as the social insurance records. Findings: The use of this type of data within the framework of the conducted analysis rendered it possible to identify that the difference between the number of people, as determined on the basis of official registers, and the corrected population status, reaches 2.7-2.9 million people nationwide. Taking this fact into account causes effects in the form of an increase in the value of GDP per capita, both at the nationwide, and at regional scale. Originality/value: Therefore, it can quite clearly change the assessment of their economic potential, putting them in a more advantageous competitive position compared to other EU regions or member states. Consequently, it creates a different starting point for both defining regional or local development objectives and planning public intervention in line with the theory of change.

Purpose: The processes of socio-economic development always take place in a specific space and are not uniform. The modern conditions of regional development vary a lot with regard to the socio-economic development of the particular territorial entities. This is also true for Ukraine, the subject of this study and a current candidate for the European Union. This paper will assess the diversity of socio-economic development of the Ukrainian regions in 2020 and rank these entities according to the level of their development. Methodology: Z. Hellwig’s method of development pattern, which helps to order the regions in terms of their development, is applied to the evaluation of socio-economic development of the Ukrainian entities. The indicators adopted are systematised by the following areas: Demographics and job market, Structure of regional economies, Innovation, research and development activities, Technical infrastructure, Social infrastructure, and Condition and protection of the natural environment. Findings: The analysis helps to identify the levels of socio-economic development of Ukrainian regions and the region groups of the highest, high, low, and very low standards of development. The results suggest a great diversity of socio-economic development of these regions. Dnipropetrovsk, Zaporizhzhya, and Kharkiv experience the maximum, while Donetsk and Luhansk the minimum levels of development. Research limitations/implications: The data published by the State Statistics Service of Ukraine for 2020 are used, excluding those for the temporarily occupied area of the Autonomous Republic of Crimea, the city of Sevastopol, and parts of the temporarily occupied areas of Donetsk and Luhansk regions. Further comparative research should estimate the effects of the changes on socio-economic development following the end of the Russian Federation’s aggression against Ukraine. Continuing studies may also identify factors with a decisive impact on the regions’ attribution to the particular groupings. Social implications: The evaluation of the regional development levels may provide foundations for some strategies of socio-economic development, an explication of causes of regional variations, and a determination of potential for and ways of levelling down the existing inequalities. The diversity of development of the individual Ukrainian regions is important to its status of a candidate to the EU, granted on 23 June 2022. In connection with a closer cooperation between Ukraine and the EU, the results can provide knowledge about where to channel the EU funding aimed at the socio-economic development of the particular regions. Originality/value: The determination of the diversity of socio-economic development and positioning of the Ukrainian regions in this respect. The study can also be seen as a contribution to the existing research and serve the purpose of comparative analysis.

Opis:
One of the most important factors taken into account in resource management and local development is the developing social entrepreneurship. It can be understood as the social and economic activity of the so-called third sector. These organisations are seen as an important issue affecting the competitiveness of a region. However, analysing the achievements of social economics entities and appreciating their contribution to stimulating the development of local communities, it seems that their role is often overestimated, as the scale of activity conducted by these organisations is rather limited. The aim of the research was to identify the impact of social economy entities on improving a region's competitiveness. As indicated by the results of research conducted in 2019, in the Warmia-Masuria voivodeship, the activity of social enterprises enables meeting the needs mainly on a local scale, in a manner that is not guaranteed by enterprises operating on the open market. However, the atmosphere of financial entitledness is created around social enterprises based mainly on the conviction of the members of these entities of the unique nature of their actions.

Opis:
Celem artykułu jest wskazanie znaczenia reputacji kraju jako determinanty rozwoju regionalnego na przykładzie Polski. Zastosowane metody badawcze to przegląd literatury przedmiotu oraz analiza wyników badań reputacji krajów oraz pozycji marek narodowych prowadzonych przez międzynarodowe ośrodki i instytucje badawcze. Tezę stanowi stwierdzenie, że budowanie reputacji jako determinanty rozwoju naszego kraju wymaga wzmocnienia działań w zakresie wzrostu poziomu innowacyjności gospodarki, stabilizacji politycznej oraz kreowania spójnego wizerunku i silnej marki narodowej.
The aim of the article is to indicate the importance of the country's reputation as determinants of regional development on the example of Poland. The applied research methods are a literature review of the subject and an analysis of the results of reputation surveys of countries and positions of national brands conducted by international centers and research institutions. The thesis is the statement that building reputation as a determinant of our country's development requires strengthening activities in the area of increasing the level of innovativeness of the economy, political stability and creating a coherent image and a strong national brand.

Opis:
Purpose: The purpose of the article is to present the variation in the level of the development of 95 subregions of the NUTS-3 level in Poland, the Czech Republic and Slovakia. The level of the development shall be established in a multi-criterion manner, separating three factors of the regional development: the society, the natural environment as well as the economy. Design/methodology/approach: The article presents the level of the regional development of the NUTS-3 regions based on 31 indicators based on public statistical data of the Eurostat database. The level of the development has been presented based on the synthetic gauge exhibiting the taxonomic distance of each region from the established pattern of development. The research procedure was composed of four stages and comprised: a selection of variables, a reduction of multi-attribute space, specifying the level of the regional development of the researched units as well as a classification of regions against the scale of the level of the regional development based on the ranking created according to a decreasing value of the synthetic gauge. Findings: As a result of the research procedure conducted, spatial differentiation of 95subregions of the NUTS-3 level in Poland, the Czech Republic and Slovakia with respect to the level of the regional development as well as three components constituting the factors of the said growth is presented. The highest value of the synthetic gauge has been registered in regions comprising the capitals of the respective countries. Moreover, large developmental discrepancies within the respective countries have been identified. Originality/value: The results obtained as a result of having conducted the research may constitute a source of inspiration for the EU institutions within the scope of specifying the richest and the poorest EU regions with the purpose of an efficient management of the cohesion policy in the subsequent programming periods.
