Opis:
New regulations enforced by the European Commission have greatly extended the possibilities to levy charges. The regulations include not only the TEN-T network, but also all motorways in Europe. The directive has given Member States the opportunity to charge heavy goods vehicles in a way to balance not only the costs of infrastructure but also those connected to noise and pollution caused by road traffic. The new provisions have enabled Member States to increase the charge during peak periods and to lower it in the off-peak hours in order to reduce traffic more effectively. The binding norms provide that the revenue from the charges should be destined to enhancing the stability of the transport section. The new rules provide a strong incentive to set aside new revenues from charging to finance certain types of transport projects. Poland has adapted very well to this new situation. The ever-increasing network of toll roads gives new opportunities for the development of transport. The increasing number of national and foreign hauliers guarantees constant investment in the development of road infrastructure and therefore a good use of the country’s geographical location.

The seven-year period to adapt internal law to EU regulations was given to new Member States on 1 May 2004 and ended in 2011. The highly-developed western states, fearing that their internal markets in fields such as transport services may be threatened, adopted a number of new regulations. Regulation (EC) No. 1072/2009 of the European Parliament is on common rules for access to the international road-haulage market, and despite introducing numerous restrictions, was to regulate cabotage operations in all Member States. However, the protection of each State’s own interests proved more important than the integrity of the Community and therefore some of the states, including Germany, have introduced severe limitations for foreign carriers, forcing them to observe the Minimum Wage Act (MiLoG).

This paper presents simulation analysis of vessels approaching and vessels departuring from the port of Szczecin and Police focusing on the encounters between two vessels. The analysis parameters such as length and draft were examined. Particular attention was paid to the restricted sections of the seaway between Zalew Szczeciński and Basen Górniczy. The results of these simulation trials and the resulting analysis can be helpful while updating port regulations and for the assessment of the traffic density and the capacity of the waterway.

Opis:
This paper presents methods of renewal the GOC certificates in Poland and other countries. Relevant provisions of the SOLAS Convention, the Radio Regulation and the STCW Conventions are discussed. Knowledge of candidates for renewal of the GOC certificates were analysed based on responses to questionnaires. The differences in the methods of training and examinations between selected European countries are presented. Noted the possibilities of GMDSS training at a distance recommended by the STCW Convention. The results and conclusions are presented in the summary arising the difference methods of renewal the GMDSS certificates.

The global policy of protection environment enforces much more stringent regulations to reduce pollutants from exhaust gases. These requirements are being implemented gradually from 2010 and will have full force in 2015 and 2016. The shipping industry is facing a big challenge to meet these regulations, especially on ECA (emission control area). This paper describes the activities within project “MarTech LNG”, that promotes the use of LNG as a ship's fuel on south Baltic Sea region.

Opis:
One of the main tasks of the Sub-committee on Ship Design and Construction (SDC) of the International Maritime Organization (IMO) is development of the 2nd Generation Intact Stability Criteria. The paper presents the framework and the approach agreed by the Sub-committee. The framework bases on the concept of stability failure and vulnerability assessment. However, the criteria, standards and regulations developed so far have weaknesses that may prevent some IMO Member States from adoption of the regulations on the Maritime Safety Committee (MSC) level. The paper presents some of the weaknesses that are the most important from the Author’s point of view. Awareness of the weaknesses may facilitate the future work of the Sub-committee and its working groups.

The paper presents the principle aspects of key European Union legislation concerning critical infrastructure protection. Fundamental definitions and assumptions covered by the respective documents, with a special focus on critical infrastructure, its identification and protection, are also included. Basic outcomes of the regulations, reflecting other acts of law concerning the rights and obligations of States within their territorial sea and exclusive economic zone, regarding specific matters related to the Baltic Sea area and EU member states located around it, have also been introduced. Some approaches to the modelling of ECI identification is also given, and analysis of the latest EU activities, associated with the adaptation of critical infrastructure systems to climate change predictions, is introduced. As the vulnerability to the impact of climate change is of key importance for systems operating within the Baltic area, essential findings that apply to them are also covered.

This article analyzes the concept of multipurpose inland residential platforms. It presents the existing solutions and the applications of floating residential structures in Europe, including houseboats and floating barges. Further on, the paper describes the possibilities and main purposes of using multipurpose inland platforms (residential, tourist or military). In addition, an algorithm is presented for selecting the right concept depending on the demand and the infrastructural conditions of inland harbors and marinas. Three variants of residential platforms are identified and the features of some of the solutions are discussed. The expected benefits for different sectors of the economy derived from using residential platforms are also explored. The aforementioned analysis prescribes the directions for further research aiming to ensure effective implementation of the presented concepts.

This article examines the current state of practices concerning the monitoring of the accuracy and reliability of compasses on modern ships in the global fleet. The author analyzes personally detected, bizarre, but commonly used practices that may indirectly lead to hazards to human life, and impose a serious risk of marine environmental pollution. The author indicates probable reasons for the present state, and proposes directions, resources and methods for rectifying the situation. The problems presented, which represent the results of a broad study, call for decisive solutions in such areas as technology, education, law, and morality.

The article presents the main international legal regulations and technical requirements on ship recycling. The initial part of the article describes the international context of the genesis problem and the efforts of international institutions in regulating the practices associated with the disposal and recycling of ships. Later in the development of policies which set out the International Maritime Organization by the recycling of ships and briefly characterizes the main international regulations in this regard.
W artykule przedstawiono główne międzynarodowe regulacje prawne i techniczne dotyczące recyklingu statków. We wstępnej części artykułu opisano międzynarodowy kontekst problemowy i genezę starań instytucji międzynarodowych w zakresie regulacji praktyk związanych ze złomowaniem i recyklingiem statków. W dalszej części opracowania omówiono politykę, jaką Międzynarodowa Organizacja Morska prowadzi w zakresie recyklingu statków oraz krótko scharakteryzowano główne regulacje w tym zakresie.

The paper characterizes an engine room as a place of a fire’s origin and its spread. It presents potential sources of fire and fire protection onboard. Examples of international rules and regulations are described as well. It also gives the statistics and some scenarios for fires and some recommendations for machine spaces. It presents problems of engine room fire safety, understood as a result of the analysis of different criteria. The engine room was chosen for analysis because many factors whose presence result in a fire could be found there in the way of combustible materials: fuel oil, lubrication oil, hydraulic oil and thermal oil consumed by the main engine, generator engine, boiler, thermal oil heater and hydraulic oil equipment, paints, solvents etc. Sources of potential fires are mainly the hot surfaces of exhaust gas pipes, turbochargers, boilers and waste oil incinerators, ignitions, sparks, static electricity etc. In addition, many engine room fires have an electrical source, such as electrical short-circuits and thermal overheating in the switchboards. Approximately 70% of fires in the engine room have typical scenarios: the outflow of combustible liquid and contact with a hot surface and can reach temperatures between 700–1000°C. They spread rapidly, their power and dynamism depending on the intensity of the outflow of the combustible liquid and its properties, but also the local conditions and the geometry of engine room as well. Fire safety in engine rooms is determined both by good design and the company’s and crew’s focus on fire prevention. Some of the recommendations are high standards of cleanliness in the engine room, regular checks of materials used for insulating high temperature surfaces, attention to fire risks when repairs and maintenance works are carried out and many other factors.

The paper presents research performed in order to indicate the threats posed to liquid petroleum gas (LPG) carriers maneuvering in the ports and fairway of Szczecin–Świnoujście. The effects of collision with another vessel, going aground, or striking a stationary object are taken into account. As a safety criterion, the possibility of damage to the cargo tanks is taken. As a result of the research, recommendations for ship movement in the ports and fairway were issued. The research method applied in this study consisted of several stages. In the first stage, experts determined possible scenarios of collision and grounding, taking into consideration local and navigational conditions. In the following steps, the external energy was calculated and an empirical model was used to determine the damage to the LPG carrier. In the last step, the necessary measures to be introduced port regulations are presented as conclusions of the research.

The article presents problems of end-of-life vessels and actions undertaken at the European Union level, concerning dismantling of the ships. The introduction outlines the problem, then appears a review of regulations in the scope of ship dismantling, in particular European Community law on waste. Next part of this article discusses two documents, which are relevant to the policy pursued in the EU aimed at improving ship dismantling conditions.
W artykule przedstawiona została problematyka statków wycofanych z eksploatacji oraz działań podejmowanych na poziomie Unii Europejskiej, a dotyczących demontażu statków. We wstępie zarysowano problem, następnie dokonano przeglądu regulacji prawnych w zakresie demontażu jednostek pływających, zwłaszcza prawa wspólnotowego dotyczącego odpadów. W dalszej części artykułu omówiono dwa dokumenty, istotne z punktu widzenia polityki realizowanej w UE, dotyczące poprawy warunków w jakich odbywa się rozbiórka statków o zakończonym życiu eksploatacyjnym.

The aim of the following article is to analyse the lying of a vessel at anchor in extreme hydrometeorological conditions. As an example it describes the situation of the Panamax type bulk carrier anchoring in Prince Rupert harbour restricted area. The investigation takes into consideration the impact of strong wind on the safety of anchoring in sheltered waters. The presented calculations concern problems of slewing which result in changes of heading. The analysis also includes a description of the wind and current forces. The final part focuses on conclusions whose aim is to improve anchoring safety standards in areas managed by harbour authorities.
