The publication introduces the concept of total institution which was undertaken by Erving Goffman as part of his studies. He reveals a duality in the understanding of this institution. Something else, that is, when it comes to a military unit in the country and very different to a military base abroad. The authors’ considerations refer to the military base located in Ghazni in Afghanistan. The content of the paper is supported by analysis of the literature on the topic and participant observation, resulting from participation in the mission of the XIII Polish Military Contingent.

Article presents the problem of women’s military service in the Armed Forces of Poland. It shows the proportion of women in the military service, in a historical perspective, as well as today. The article announces the silhouettes of women - soldiers serving in the military corpuses in the period of I and II World War. It presents quantitative participation of women in contemporary Polish army, focusing on issues such as the number of women in the various types of armed forces and occupational groups. Moreover, as the criterion of analysis has been also considered ranks of women - soldiers, years of seniority and role of command, participation in missions abroad, and women in the service of the candidate.

Though military leadership is a long-standing subject of research, it is most often viewed from only single research perspective. The researches run in military environment indicate that such an approach does not provide the proper interpretation or possibilities to fully demonstrate its relations with command (C2) and its influence exerted on the functioning of the army in various situations, not only regarding military threats. Applying a multidimensional interpretation of leadership may not only facilitate its particularisation, but also enable a more detailed indication of relations and dependencies coexisting among leadership and command (C2). It also makes possible to make precise assumptions concerning refinement of various aspects of leadership in military environment and their detailed exploration targeted at determination of dependencies among particular aspects, as well as their influence exerted on the effectiveness of military organisation functioning.

Posługując się z konieczności ograniczoną wiedzą i czerpiąc z tradycji i historii, pragnę zasygnalizować wybrane fragmenty doktryny obronnej zawarte w traktatach Andrzeja Maksymiliana Fredry (ok. 1620-1679), wybitnego działacza i uczonego, nawiązując do koncepcji polskiego merkantylizmu, wpływów obcej myśli militarnej i przykładów rozwiązywania problemów obronności w skali makro i mikro, od dyplomacji i polityki po logistykę wojskową sięgającą pojedynczego żołnierza. Zamierzam treść artykułu ująć w krótkich tezach o tradycjach pospolitego ruszenia i omawiając działalność Fredry i treść jego traktatów. Pamiętając o znaczeniu pytania o pożytki płynące z przypominania doświadczeń, ryzykuję kilka ocen.
Examples found in the general and Polish history, concerning the institution of mass levy, point to its basic problem – the necessity to determine the size of citizens mobilization proper for the foreseen threat. Common conscription was used rarely, in extreme situations of total defeat and propaganda was usually at the lost position. In this article I made a short analysis of the set of concepts of the ‘small mass levy’ as it was seen by Andrzej Maksymilian Fredro (circa 1620-1679), statesman and practitioner using his broad knowledge. His presentation of the rules of such a doctrine was based on the elements of mercantilism doctrine, physiocracy and in connection with military science – it developed the method of economy and military logistics. Being forced to use limited knowledge and culling from tradition and history, I would like to put emphasis on the chosen pieces of defence doctrine incorporated in the tractates of Andrzej Maksymilian Fredro (about 1620-1679), a prominent activist and scholar, alluding to the concept of Polish mercantilism, the influence exerted by foreign military thought and the examples of solving defence problems on the macro- and micro-scale, starting from diplomacy and politics and ending at the military logistics pertaining to every single soldier. What I intend to do is to present the content of the article in short theses concerning the tradition of mass levy and deliberating on Fredro’s activity and his tractates. Keeping in mind the question concerning the benefits stemming from the process of recalling experiences, I take the risk of some assessment.

In the twenty-first century, information flows have become necessary to ensure the efficient and effective management of military organisations, which is required for support in the form of modern information tools. The military organisation requires rapid data collection, processing and analysis to manage them, not only within the organisational structure, but also to derive information from subordinates. The above mentioned factors have become an indispensable part of the functioning of the Computer Assisted Exercises (CAX’s). This article covers the role of full information exercises and which systems and technology are the most commonly used exercises conducted at the War Game & Simulation Center (WG&SC'). Some of the research has been characterised with modern tools in the form of a simulation system and other applications that support management and a verification exercise of their usefulness in training commands and staffs using the example of the exercise organised by the Inspectorate for Polish Armed Forces Support, under the codename Silesia-14.

This article is dedicated to military administration personnel. The author divided military administration personnel into professional soldiers and army employees. Describing the issues connected with the employment in military administration, special attention was put to the legal basis of employment of both army employees and professional soldiers. Then, the author discussed the problems connected with filling the military positions in military administration as well as recruitment and selection procedures for candidates applying to be employed in military administration within the Civil Service. Taking into consideration the proposed organisational and legal changes concerning the Polish Armed Forces, it needs to be stressed that the presented legal regulations concern the period until September 2013.

Artykuł poświęcony jest organizacji szkolenia dowództw i sztabów na szczeblu terenowych organów administracji wojskowej. Przedstawiono w nim ogólne założenia realizacji przedsięwzięć w zakresie szkolenia dowództw i sztabów, w tym kwestie stanowiące o istocie, treściach oraz celach szkolenia dowództw i sztabów na szczeblu Wojewódzkiego Sztabu Wojskowego (WSzW) i Wojskowej Komendy Uzupełnień (WKU). Ponadto zaproponowane zostały typy, formy, kryteria i rodzaje ćwiczeń oraz wskazano założenia organizacyjne w zakresie procesu przygotowania, prowadzenia, oceny i przebiegu zakończenia ćwiczeń z dowództwami i sztabami na szczeblu WSzW i WKU. Określone zostały również zasady zgrywania systemów walki. Przedstawione w pracy propozycje i warianty rozwiązań w obszarze prowadzenia ćwiczeń z dowództwami i sztabami mają wymiar konceptualny. Można je wykorzystać w działalności szkoleniowej na tym szczeblu. Mogą one również stanowić podstawę do prowadzenia dalszych rozważań w tym zakresie.
The article presents the organisation of command and staff training at the level of territorial organs of military administration. There have been general assumptions presented of the implementation of projects in the training of command and staff, including issues deciding about the essence, content and objectives of command and staff training at the level of Voivodeship Military Staff and Military Conscription and Recruiting Headquarters 30. In addition, there have been proposed types, forms, criteria and models of exercises and indicated organisational assumptions in the process of implementing, monitoring, evaluation and course completion exercises with commands and staffs at territorial organs of military administration. Specific rules have also been determined for coordinating combat systems. Presented proposals and variants in the area of conducting exercises with commands and staffs have a conceptual dimension. They can be used in training activity at this level. They can also provide a basis for further discussion in this spectrum of activities.

Civil-military and military cooperation is an essential foundation created Functional Airspace Blocks (FAB). It arises from the laws and regulations of the European Union framework. Because of the many problems the requirement imposed by the EU to create FAB in Europe to 4 December 2012, was not met. The paper presents the SESII and project SES11+. Presented has been the development of the FAB in Europe and its benefits. Attention is focused on the development of the Baltic FAB between Lithuania and Polish. As part of it presented some problems of civil-military cooperation, explained the problem of the sovereignty of states, the issue related to the initiative of the CAI as military cooperation between NATO and Russia, and presents problems of information systems between air traffic control units.

W artykule scharakteryzowano nowy proces szkolenia kandydatów na pilotów wojskowych realizowany w Wyższej Szkoły Oficerskiej Sił Powietrznych. Wyodrębniono w nim etapy oraz przedstawiono jego specyfikę organizacji w zależności od specjalności: pilot samolotu odrzutowego, pilot samolotu transportowego oraz pilot śmigłowca. Dodatkowo opisano szkolenie podchorążych w specjalnościach „pilotaż”, w pięcioletnim cyklu kształcenia. Zwrócono również uwagę na szczególną rolę Akademickiego Ośrodka Szkolenia Lotniczego w szkoleniu ucznia-pilota, jako instytucji określającej przydatność kandydata do zawodu pilota wojskowego oraz przygotowującej do uzyskania licencji zgodnie z zasadami lotnictwa cywilnego.
The article describes the new training process of candidates for military pilots provided at the Air Force Academy. It highlights stages and reveals its organisational specificity depending on the speciality of the jet pilot, transport aeroplane pilot and helicopter pilot. Additionally, the article describes cadet training in the “pilotage” speciality in a fiveyear education cycle. It also draws attention to the special role of the Academic Centre for Aviation Training in student pilot training as an institution determining a candidate’s suitability for the military pilot profession and preparing to obtain a license in accordance with civil aviation rules.

In the light of revision of Polish national doctrine D/2 Rozpoznanie wojskowe (Military Intelligence) it is worth to reconsider not only specific issues, what military society expects but also general conditions. As such, intelligence principles are found. The basis for considerations presented in the article are doubts connected with full implementation of Allied intelligence principles for national purposes in the original release of the doctrinal document. Is this what we consider as an interoperability? What about other national examples? The article articulates review of Polish, NATO, United States and Canada solutions to build up a set of requirements/rules/principles of intelligence as a basis to develop own (national) solutions.

Bezpieczeństwa Cyberprzestrzeni, Narodowym Centrum Kryptografii, Inspektoracie Systemów Informacyjnych, Resortowym Centrum Zarządzania Sieciami i Usługami Teleinformatycznymi oraz Systemie Reagowania na Incydenty Komputerowe. W załączniku do artykułu przedstawiono w formie tabelarycznej przebieg budowy instytucjonalnej ochrony cyberprzestrzeni militarnej państwa.
The article focuses on the security of cyberspace issues for military needs. The author identified the main subjects operating in this field with special focus on their tasks, as well as the rules governing their functioning and cooperation. Special attention was given to five main subjects: Plenipotent of the Ministry of Defence for cyberspace security, National Cryptographic Centre, Inspectorate of IT Systems, Departmental Centre of Networks and ICT Services Management, Computer Incident Response System of the Ministry of National Defence. The attachment includes a table showing the construction of institutional defence of the country’s military cyberspace.

The paper focuses on information dimension in the structure of Information and Communication Technology architecture and searches for better models to describe the structure of blue force information, especially from Enterprise Architecture (EA) approach. Enterprise Architecture has been developed better to communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF, NAF) recognize the layer of information between business and technology. Nevertheless, in practice, the focus tends to turn more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) or Enterprise Resource Management (ERM) programs. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organization and in defining the possible paths of evolution in information management available for military. The outcome is a roadmap that describes the evolution of past and probable future for military information management and explains different drivers and constraints on roads. The roadmap is tested against experiences gained from several C4ISR, and ERM focused military transformations. The overall research approach is following the hypothetico-deductive model, and the roadmap part is applying the theory of evolution in sociotechnical systems. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help the analysing of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers.
