    Opis:
    One of the activities of the Ministry of National Defense is concern for the quality of education and the number of officers who annually enters the service in military units. These actions are now of greater importance, since the Ministry of National Defense clearly increases the number of Polish soldiers. This is mainly due to the formation of the Territorial Defense Forces and the urgent need to supplement the personnel status in operational units envisaged for cooperation under the so-called reinforcement of the eastern flank. In view of this, the Ministry of National Defense conducts annual work to determine the number of candidates for professional soldiers who, in the future, after fulfilling many formal and substantive requirements, will swell the ranks of the officer cadre. In this publication, the author discusses the procedures involved in drafting legislation regulating the limits of admission of candidates for professional soldiers to military higher education institutions that educate future second lieutenants to serve in the Armed Forces.

    The paper presents the history of designing the armoured personnel carrier SKOT and the cooperation between Poland and Czechoslovakia related to their participation in its production. The serial production of this vehicle is discussed as well as the extent of related involvement of the Polish defence industry. The article outlines the characteristics of respective variants of the personnel carrier, grouped into: basic, fighting, command and staff, and fire support vehicles. The paper describes the use of the vehicle by the Polish Armed Forces, with a special emphasis on its influence on the process of modernising the Land Forces and their adaptation to operations involving weapons of mass destruction.

    Opis:
    The modern turbulent environment and threats to resources of an organization create uncertainty. The conditions of organizational functioning, including complexity and dynamics of change, give rise to searching for ways of counteracting the “generalized uncertainty”. The development of the trend and practice called “risk management” is undoubtedly one of the ways. The phenomenon grows in importance, which results in more entities using this man-agreement method. Taking into consideration the unquestioned and key human factor for all the processes, also the ones involving risk, the efficiency of the personnel function determines the efficiency of organization management. Cohesion of risk management and human resource management constitutes a synergistic success of an organization at a strategic, tactical and operational level and guarantees both the company and employee development.

    The process of recruitment and the selection of candidates for the studies conducted at the Military Academy of Land Forces is a typical process performed by a higher education school. The method of description characteristic of logistic processes is an attempt to justify the thesis about the interdisciplinary nature of management science and can be a significant contribution to the search for an effective personnel management tool in organisations.

    This article presents the results of experimental investigations of an explosive decompression of an Armoured Personnel Carrier's tire. Despite a large number of empirical studies related to tire blow-outs aimed at improving the safety of personnel doing repairs and maintenance of trucks, the experimental data concerning tire explosions during driving are very limited. The main reasons are: the lack of objective test criteria and practical problems with the execution of tests. It should be mentioned that, in the case of civilian vehicles, vehicle stability tests are performed during an explosion of the steering axle's tire. Such tests are mandatory for long-distance coaches that are certified to drive with the speed of 100 kph. Unfortunately, during the obligatory stability tests of civilian vehicles the data are not recorded and no database with results is created. As a result, such tests do not lead to a better understanding of the phenomena occurring during a tire explosion. The problem of vehicle performance during and after a tire explosion is critical for military vehicles, especially vehicles operating in high IED risk areas, like Afghanistan.
    Niniejszy artykuł przedstawia zjawisko eksplozyjnego rozerwania opon transporterów opancerzonych, przebieg i wyniki eksperymentu. Na świecie w wielu ośrodkach prowadzone były badania ukierunkowane na poprawienie ochrony ludzi, którzy zajmują się naprawą i konserwacją opon samochodów ciężarowych i zabezpieczeniem ich przed skutkami rozerwania opony. Niestety informacje o reakcji kierowców są raczej ograniczone, ponieważ nie istnieją żadne obiektywne kryteria oceny. Wiedza na temat zagrożeń i zachowania się pojazdów różnego typu podczas eksplozyjnych uszkodzeń ogumienia jest również niewystarczająca. Należy zwrócić uwagę, że w przypadku pojazdów cywilnych prowadzone są próby stateczności pojazdu podczas eksplozji opony osi kierowanej. Tego typu badanie wykonuje się obligatoryjnie dla autobusów dalekobieżnych, dopuszczanych do ruchu z prędkością 100 km/h. Podczas takich prób nie dokonuje się jednak pomiarów i rejestracji wyników, co pozwoliłoby na stworzenie choćby częściowej bazy danych, przydatnych np. w procedurach sądowych. W przypadku pojazdów, których miejscem operowania są rejony ze wzmożonym ryzykiem występowania ładunków IED (np. Afganistan), przedstawiany problem jest aktualny.

    Historia kołowego transportera opancerzonego Rosomak rozpoczęła się w połowie lat 90 XX wieku, gdy inżynierowie z biur konstrukcyjnych zakładu Sisu Defence rozpoczęli opracowywanie założeń taktyczno-technicznych dla nowego transportera, zastępującego transportery XA-180, XA- 185 oraz XA-200. Nowo opracowany pojazd otrzymał nazwę AMV (Armoured Modular Vehicle) - XC-360. Na rynku polskim otrzymał nazwę Kołowy Transporter Opancerzony Rosomak. Artykuł zawiera wyniki z badań eksperymentalnych stateczności i kierowalności kołowego transportera opancerzonego. Próbę oceny wpływu zmian konstrukcyjnych na eksploatację pojazdu oraz bezpieczeństwo załóg.
    The history of the Rosomak wheeled armoured personnel carrier dates back to the mid-1990s of the 20th century when Sisu Defence engineers began developing the technical and tactical specification for a new vehicle. The newly-designed vehicle was named AMV (Armoured Modular Vehicle) – XC-360. In Poland the vehicle is referred to as the Rosomak Wheeled Armoured Personnel Carrier. The article presents results of tests related to stability and steerability of the wheeled armoured personnel carrier. The article attempts to assess the influence of design changes on operating the vehicle and ensuring soldiers safety.

    W artykule przedstawiono podstawy prawno – organizacyjne koncepcji funkcjonowania Narodowych Sił Rezerwowych (NSR). Autor wskazuje problemy, które mogą decydować o sprawności działania ochotniczej służby w rezerwie. W artykule określono koncepcje funkcjonowania NSR w warunkach armii zawodowej. Wzorem innych państw sojuszniczych w Siłach Zbrojnych RP przystąpiono do tworzenia Narodowych Sił Rezerwowych w nowych uwarunkowaniach organizacyjno-prawnych, finansowych i społecznych naszego państwa. Koncepcja funkcjonowania NSR zawarta w ustawie o powszechnym obowiązku obrony RP jest efektem finalnym dotychczasowych prac związanych z realizacją ochotniczej służby w rezerwie. Autor analizując koncepcje NSR wskazuje na brak precyzyjnych i jasnych zasad ich funkcjonowania. Wskazuje również jak powinien przebiegać proces wdrożenia, funkcjonowania oraz szkolenia NSR w SZ RP. Przedstawia także kluczowe problemy w zakresie działania NSR takie jak podstawy prawne, system motywacyjny dla żołnierzy rezerwy i pracodawców aż w końcu odpowiednie struktury organizacyjne odpowiedzialne za całokształt funkcjonowania tej formy służby w rezerwie.
    The article “National Reserve Force for Professional Armed Forces” presents the legal and organisational basis for the concept of the National Reserve Force. The author specifies the issues that may have a bearing on the efficiency of the volunteer reserve service. The article depicts the different concepts according to which the National Reserve Force should function within professional armed forces. Like other allied countries, the Polish Armed Forces have commenced to create the National Reserve Force under new legal, organisational, financial and socials conditions of our country. The concept of NRF included in the Act on the general defence obligation of the Republic of Poland is the final effect of the efforts so far related to the voluntary reserve service. The author, by analysing of the NSR concept, indicates that there are no precise and clear rules specifying how they should function. He also shows how the process of implementation, functioning and training of NRF should be carried out. He also presents the key issues pertaining to NRF, such as the legal basis, the system of motivating reserve soldiers and employers, and the appropriate organisational structures responsible for the overall functioning of this reserve force.

    Budowa nowoczesnych platform lądowych to jeden z głównych priorytetów Sił Zbrojnych. Artykuł dotyczy realizacji modelowania i symulacji zachowania transportera opancerzonego w trakcie hamowania. Przy pomocy zbudowanego modelu układu hamulcowego, w którym uwzględniono układy ABS oraz EBS wykonano badania symulacyjne. Dotyczyły one określenia wpływu niesprawności układu hamulcowego na zachowanie się transportera opancerzonego.
    The construction of modern land-based platforms is one of the main priorities of the Armed Forces. The article concerns the implementation of the modeling and simulation of the behavior of an armored personnel carrier during braking. With the help of the constructed model of the braking system, which incorporates the ABS and EBS systems, simulation tests were performed. The study related to the effect of the brake system failure on the behaviour of the armoured personnel carrier.
