- The end of the Second World War has caused a new challenge for North American government – the Cold War rivalry. U.S. making its global policy didn’t forgive the Latin American countries. In order to maintain the support of these countries, Washington has created the Inter-American system, which was constructed by the Treaty of Chapultepec, the Treaty of Rio and the OAS. On the one hand, these agreements were to ensure mutual support, cooperation, exchange of experience, support for democracy and the peaceful settlement of disputes. On the other hand, they restored Latin America dependency on Washington. Announcement of the Truman Doctrine meant to return to the days of Theodore Roosevelt and Wilson. United States gave itself the right to the new intervention in the internal affairs of Latin American countries because of the threat of communism. However, coup d’etat in Guatemala showed that the reasons for these interventions remained largely economic and not the real threat of Soviet intervention in the affairs of the Western Hemisphere.
