In their action, the Russian authorities use a number of different tools, military strength being one of the key ones. Russia’s neo-imperial ambitions are reflected in the new strategic and doctrinal documents. They follow a more confrontational line and emphasize Russia’s desire to frame a new architecture of international security. In pursuing its strategic goals, Russia has undertaken a comprehensive programme of technical upgrade of its armed forces, launches impressive military exercise programmes and militarizes the society. The worsening international situation at the beginning of the 21st century, as a derivative of the growing power and importance of the Russian Federation, posed a threat to the countries of the former Warsaw Pact. The aim of the article is to discuss the military tools employed in the foreign policy of the Russian Federation, both direct and indirect. In areas of strategic interest outside the post-Soviet area, they mainly take an indirect form. An example of Russia’s desire to restore its imperial influence is demonstrations of its strategic combat capabilities, including by taking provocative action in the western direction.

Opis:
Security sciences in Poland identify military security as one of the most important sectors of a state (national) security. Armed violence is one of the most basic notions that appears in the contexts of the military security discourses. The author of the publication, on the grounds of selected scientific literature and lexicons, made an attempt to apply comparative method to analyse the notion of armed violence from the perspective of military security problems. Due to the precision deficiency of the interpretation method of debated notion, there will be need for armed violence meaning delineation and demarcation. The analysis leads to assumption that similar process will be required with the reference to other definitions that are utilized within confines of the discussed security sector.
Nauki o bezpieczeństwie, w warunkach polskich, identyfikują bezpieczeństwo militarne jako jeden z głównych sektorów bezpieczeństwa państwa (narodowego). Jednym z podstawowych pojęć, które występuje w kontekście rozważań o bezpieczeństwie militarnym jest pojęcie przemocy zbrojnej. Na podstawie wybranych publikacji naukowych i słownikowych autor publikacji podjął próbę analizy porównawczej zastosowania pojęcia przemocy zbrojnej z perspektywy problematyki bezpieczeństwa militarnego. W związku z brakiem precyzji co do sposobu interpretacji omawianego pojęcia, niezbędne będzie ponowne określenie granic i ustalania demarkacji znaczeniowych w odniesieniu do rozumienia przemocy zbrojnej. Należy przyjąć, że podobne podejście będzie potrzebne w odniesieniu do innych pojęć stosowanych w obrębie omawianego sektora bezpieczeństwa.

Bezpieczeństwo militarne jest to zdolność do zapewnienia pierwotnych interesów narodowych państwa, realizacji jego celów politycznych oraz zapewnienia własnym instytucjom oraz obywatelom zamieszkującym w jego granicach niepodległości, suwerenności, możliwości stanowienia, a także rozwiązywania własnych problemów przy wykorzystaniu istniejącego systemu politycznego. Zdolność ta najczęściej będzie miała charakter siły militarnej i zawsze będzie zwrócona przeciw agresji militarnej potencjalnego czynnika zewnętrznego. Jeżeli mówimy o bezpieczeństwie militarnym to nie ma bezpieczeństwa bez potencjalnego zagrożenia. No więc jeżeli mówimy o zagrożeniu militarnym to należy je również tutaj w jakiś sposób zdefiniować. Generalnie możemy wskazać, że zagrożenie to jest oczywiście prawdopodobieństwo bądź zaistnienie negatywnych zjawisk, które wpływają na dany podmiot w sposób negatywny, co w konsekwencji skutkuje zachwianiem jego funkcjonowania i niemożnością realizacji swoich ustawowych, zasadniczych misyjnych celów. Aby można było rozważać zagadnienia w ujęciu bezpieczeństwa militarnego istnieje konieczność spełnienia przynajmniej dwóch warunków. Przede wszystkim to zagrożenie musi być, skierowane przeciwko kluczowym interesom państwa, czyli mówimy tutaj o tych interesach, które uderzają bezpośrednio w cele polityczne, w takie interesy, które są związane z istnieniem danego państwa z jego niepodległością, suwerennością i integralnością terytorialną. Drugi warunek - to jest użycie sił zbrojnych. Użycie sił zbrojnych –agresora lub własnych. Dla praktycznego określenia czynników wpływających na bezpieczeństwo militarne autor analizuje pojęcie zagrożenia militarnego, bezpieczeństwa militarnego oraz wskazuje na potrzebę reorganizacji zarządzania w przypadku militarnej sytuacji kryzysowej. W dalszej kolejności analizowane są wybrane czynniki i ich sił wpływ na bezpieczeństwo militarne. Pod uwagę brane są takie wartości jak wola polityczna wdrażania strategii, kultura strategiczna, otoczenie zewnętrzne, polityczne, ekonomiczne, społeczne i technologiczne oraz wpływ konfliktów militarnych, ze szczególnym uwzględnieniem wojny w Ukrainie. Wyniki badań pozwalają wskazywać na kierunki działań, jakie powinny być podejmowane przez organy władzy publicznej dla zapewnienia bezpieczeństwa militarnego Polski. Materiał może być również wykorzystywany jako zbiór tez i założeń w prowadzeniu dalszych badań mających na celu ocenę bezpieczeństwa militarnego.
Military security is the ability to ensure the primary national interests of the state, implement its political goals and provide its own institutions and citizens living within its borders with independence, sovereignty, the ability to decide and solve their own problems using the existing political system. This ability will most often have the character of a military force and will always be directed against the military aggression of a potential external factor. When it comes to military security, there is no security without potential threat. So if we are talking about a military threat, it should also be defined here in some way. Generally, we can indicate that this threat is, of course, the probability or occurrence of negative phenomena that affect a given entity in a negative way, which in turn results in the disturbance of its functioning and the impossibility of realizing its statutory, fundamental missionary goals. In order to consider issues in terms of military security, it is necessary to meet at least two conditions. First of all, this threat must be directed against the key interests of the state, those interests that directly affect political goals, and are related to the existence of a given state with its independence, sovereignty and territorial integrity. The second condition is the use of armed forces. Aggressor’s or our own. In order to determine the factors affecting military security in practice, the author analyzes the concept of military threat, military security and indicates the need to reorganize management in the event of a military crisis situation. Next, selected factors and their impact on military security are analysed. Values such as the political will to implement the strategy, strategic culture, external, political, economic, social and technological environment as well as the impact of military conflicts, with particular emphasis on the war in Ukraine, are taken into account. The results of the research allow to indicate the directions of actions that should be taken by public authorities to ensure Poland's military security. The paper can also be used as a set of theses and assumptions in conducting further research aimed at assessing military security.

Służba wojskowa jest jednym z rodzajów spełniania powszechnego obowiązku obrony Rzeczypospolitej Polskiej. W niniejszym artykule poddano analizie podrodzaje tej służby, a mianowicie: zawodową służbę wojskową, służbę kandydacką, ćwiczenia wojskowe, służbę przygotowawczą, terytorialną służbę wojskową, okresową służbę wojskową, zasadniczą służbę wojskową oraz przeszkolenie wojskowe przez absolwentów szkół wyższych. Zawarto w artykule również najistotniejsze problemy wynikające z praktycznego odbywania służby wojskowej, m.in. ze względu na dużą ilość form spełniania tego obowiązku.
Military service is one of the types of compliance with the universal obligation to defend the Republic of Poland. This article analyzes the sub-types of this service, namely: professional military service, candidate service, military exercises, preparatory service, territorial military service, periodic military service, basic military service and military training by university graduates. The article also includes the most important problems arising from practical military service, including due to the large number of forms of fulfilling this obligation.

The article presents an anthropological defense's practical dimension on cultural activities observed during the Russian-Ukrainian war. The paper's primary hypothesis is to deliver anthropological defense strategic objectives from a country's perspective at war. The adopted view refers to hybrid warfare and hybrid threats. The goals are as follows: 1) documentation objective, 2) therapeutic objective, 3) ideological objective, 4) diplomatic objective. A structured, consistent defense line allows creating a shared narrative by dividing society as the Ukrainian one. All actions in terms of anthropological defense refer to the values shared by the majority of citizens. Nevertheless, anthropological defense tools' choice and use must be strategically conditioned, i.e., other benefits for cinematography, theater, and fine arts. For an action to be practical cooperation between self-governing assemblages (such as volunteers, artists, art curators) and state actors must be established. The cooperation ctivities undertaken are complementary and complementary and can, therefore, be remarkably efficient.

The aim of the paper is to suggest moving away from the dichotomy of ‘Anthropology of’ and ‘Anthropology for’ the military. In order to preserve the scientific character and the original anthropological perspective, the paper analyzes the theoretical impasse in which this sub discipline of Anthropology is pushed in the past decades due to the moralizing stance of research attitudes. In purely a theoretical manner, the paper dissects the main currents of research and ponders how the discipline boiled down on a scholarly debate which turns around ‘for’ v.s ‘of’ while being blissfully unware of illogical trapes it succumbs.

This article presents the research problems addressed in military anthropology. The central research hypothesis is a theoretical-cognitive problem concerning the object of cognition of military anthropology. In this sense, the two main understandings of military anthropology, American and Russian, are shown. Military anthropology develops an interest in culture as an area of struggle, competition, and combat. The article consists of three parts. The first part explains the theoretical issues and the historical development of military anthropology. The second part presents the Russian tradition in the development of that discipline. The third part presents the Polish tradition in which military anthropology is an auxiliary science of security sciences.

Wydatki wojskowe wpływały w poważnym stopniu na powstanie i rozwój przedsiębiorstw państwowych, które były cechą charakterystyczną systemu gospodarczego Polski międzywojennej. Ekonomiści II Rzeczpospolitej na ogół zgadzali się co do tego, że względy militarne uzasadniały istnienie tych przedsiębiorstw. Jednak zasadniczą przyczyną ich istnienia była słabość rodzimego kapitału. Konieczność produkcji na potrzeby wojska prowadziła do bezpośredniej działalności produkcyjnej państwa. Formy tej działalności były różne, wyodrębnione z całości administracji państwowej, mające swoje statuty i osobowość prawną przedsiębiorstwa, przedsiębiorstwa skomercjalizowane, względnie coraz szerzej stosowane udziały w różnych spółkach prawa handlowego. Środki budżetowe MSWojsk uczestniczyły w powstaniu tych przedsiębiorstw. Przedsiębiorstwa wojskowe posiadały wszystkie cechy ówczesnego etatyzmu. W polskim etatyzmie trudno dopatrzyć się jakiejś myśli przewodniej, nie był on skierowany na objęcie przez państwo określonych dziedzin gospodarczych. Etatyzm pomyślany był jako sposób pomocy państwa dla prywatnych przedsiębiorstw. Tworzono przedsiębiorstwa wojskowe, ale oprócz nich nabywano w całości lub w części te zakłady, którym groziła upadłość lub nie rokowały należytego rozwoju.
Military expenditures had profound impact on the establishment and development of the stateowned enterprises, which were characteristic for the economic system of the interwar Poland. Economists of the Second Republic generally agreed that military considerations justified the existence of those companies. However, the fundamental reason for the existence of said enterprises were the shortages of the domestic capital. The need to produce for the military’s purposes motivated the state to engage directly in productive activity. The state’s productive involvement took various forms, such as: units separated from the state administration, based on their specific regulations and possessing legal identity, commercialized companies, or – increasingly popularshares in various commercial companies. Budgetary resources of the Ministry of the Army were allotted to the creation of such enterprises. Military enterprises possessed all the characteristics of the “statism” of that area. In case of Polish statism it was difficult to identify a dominant framework as it wasn’t directed at subjecting certain parts of the economy to the state’s control. The Polish approach to statism served as a way of offering state’s assistance to private enterprises. Military enterprises were created, but additionally the state purchased the companies (or their parts) threatened by bankruptcy or those which didn’t show indication of desired development.

Nawiązując do tytułu, celem artykułu jest zapoznanie z Wojskową Ochroną Przeciwpożarową, jako wyspecjalizowaną instytucją Resortu Obrony Narodowej, stanowiącą element systemu ochrony przeciwpożarowej kraju, wykonującą w komórkach i jednostkach organizacyjnych podległych Ministrowi Obrony Narodowej, bądź też przez niego nadzorowanych zadania ustawowo, przewidziane dla Państwowej Straży Pożarnej, realizując jednocześnie zadania wynikające ze specyfiki funkcjonowania Sił Zbrojnych. Artykuł stanowi wprowadzenie do szerszej tematyki, którą zajmuje się autorka w ramach studiów III stopnia na wydziale Bezpieczeństwa Narodowego Akademii Obrony Narodowej, która ma na celu analizę i podsumowanie zasadności i prawidłowości realizacji powierzonych obowiązków, a w konsekwencji funkcjonowania organizacji. W kolejnych częściach zaprezentowane zostaną m.in. zagadnienia dotyczące obszarów zadaniowych nałożonych na Wojskową Ochronę Przeciwpożarową oraz poddana analizie – jej działalność. Artykuł rozpoczęto od umiejscowienia Wojskowej Ochrony Przeciwpożarowej w krajowym systemie ochrony przeciwpożarowej, następnie przedstawiono historię transformacji Wojskowej Ochrony Przeciwpożarowej, przywołano prawne podstawy funkcjonowania i codziennej działalności, aby wreszcie zaprezentować wypracowaną tymi właśnie czynnikami obecnie funkcjonującą strukturę organizacji.
Referring to the title, the purpose of this article is to familiarize with the Military Fire Service, as a specialized institution of the Ministry of Defence, which forms part of the fire protection system of the country, performing in cells and units subordinated to the Minister of National Defence or supervised by the statutory tasks envisaged for the State Fire Service, while dealing with tasks arising from the specific needs of the Armed Forces. The article is an introduction to a broader subject, which deals with the author in the third cycle in the Department of National Security National Defense University, which aims to analyze and summarize the validity and regularity of the execution of the job, and as a consequence the organization. The following parts will be presented, inter alia other issues like the task areas imposed on the Military Fire Protection and analyzed its activities. Article started on the location of the Military and National Fire Protection Systems, then presents the history of the transformation of the Military Fire Service, indicate the legal basis for the daily duty, to finally present the factors that worked out the structure of the organization is currently functioning.

Realizacja pozamilitarnych przygotowań obronnych w dobie zmian w organizacji pasażerskiego transportu kolejowego wymaga podjęcia działań na rzecz optymalnego wykorzystania posiadanego potencjału. Po dokonaniu analizy aktów normatywnych regulujących system realizacji pozamilitarnych przygotowań obronnych przez przewoźników kolejowych, należy przyjąć, iż aktualizacja aktów prawnych nie nadąża za rozwojem rynku kolejowego. Cała odpowiedzialność za realizację przewozów spoczywa na spółkach Grupy PKP a w szczególności na PKP CARGO S.A. w zakresie koordynacji kolejowych przewozów wojskowych, przewozu pojazdów i sprzętu dla wojska oraz na PKP INTERCITY S.A. w zakresie przewozu żołnierzy zabezpieczających powyższe transporty. Zaangażowanie pasażerskich przewoźników kolejowych spoza Grupy PKP w realizację pozamilitarnych przygotowań obronnych w zakresie transportu kolejowego pozwoli na przeprowadzanie ćwiczeń oraz szkolenie pracowników mogących realizować w przyszłości obowiązek obrony kraju w spółkach transportowych jako jednostkach zmilitaryzowanych. Powyższe działania pozwolą na optymalne wykorzystanie pasażerskich przewoźników kolejowych do alokacji wojska zarówno w czasie pokoju, działaniach poniżej progu wojny jak również w czasie „W”. Według autora niezbędne jest rozszerzenie wykazu przedsiębiorców o szczególnym znaczeniu gospodarczo-obronnym o wybrane w drodze analizy potencjału podmioty kolejowe świadczące usługi transportowe w ramach realizacji obowiązku organizacji publicznego transportu zbiorowego.
Implementation of non-military defense preparation in an era of changes in the organization of passenger transport by rail requires to take action for the optimal use of existing potential. After analyzing the the normative acts regulating the system of non-military defense preparation carriers, which oversees the minister responsible for transport, it should be assumed that the updated legislation has not kept pace with the development of the railway market. The entire responsibility for implementation lies with the freight companies of PKP Group and in particular on the PKP CARGO SA in the coordination of the whole rail military transport vehicles and equipment for the army and on PKP INTERCITY SA the carriage of soldiers securing these transportations. Defensive preparations in the field of rail transport is a significant element of non-military defense preparation of the state. Involvement of passenger rail outside the PKP Group in the realisation of non-military defense preparation in the field of railway transport will conduct exercises and training of employees likely to pursue in the future duty to defend the country in the transport companies as militarized units. These activities will allow for optimal use of passenger rail carriers to allocate the army both in time of peace, the activities below the threshold of war on territory of Poland as well as during the “W” time. According to the author it is necessary to extend the list of companies of special importance for the economy and defense on selected through an analysis of the potential rail operators providing transport services as part of the obligation to organize public transport.
