The current political situation in the world, marked by the conventional military conflict between Russia and Ukraine, growing contradictions and the desire to redefine the international order obviously translate into increased interest in the armaments market. The authors undertook to work out the issue related to the definition of a new battlefield, factors determining the demand for weapons. This topic is particularly relevant at the time of the current events beyond Poland’s eastern border. Military threats resulting from the geographic location and neighborhood of Poland clearly place us as an important, geostrategic player. Only a modernly equipped army is able to ensure the security and integrity of its borders and this modern equipment should be produced domestically as much as possible. The questions that the article tried to answer concern the following: what product and purchase strategy should be implemented by the Polish Armed Forces to face current and future threats? And what should be the direction of implementation of equipment and armaments based on the most modern solutions for production. Therefore, four concepts of building a strategy and the conditions determining its development were presented, in particular from the angle of the Russian-Ukrainian war.

Opis:
The military, like other organisations in the public and business sectors, is subject to continuous staff development, particularly in the areas of technology and engineering. The aim of the article is to present a strategic approach to the delivery of training in the Armed Forces with a particular focus on the specifics of technical training. The material presents a perspective on the needs of soldiers in the implementation of technical training, which were identified in the framework of the research conducted by the interdisciplinary team of the SZKOLTECH 4.0 project. The utilitarianism of the study stems from the possibility of its use by the military to determine the standard of training of personnel (users, maintenance) by suppliers of military equipment.
Wojsko, podobnie jak inne organizacje sektora publicznego i biznesowego podlega ciągłemu doskonaleniu kadry, szczególnie w obszarach techniki i technologii. Celem artykułu jest zaprezentowanie strategicznego podejścia do realizacji szkoleń w Siłach Zbrojnych ze szczególnym uwzględnieniem specyfiki szkoleń technicznych. W materiale przedstawiono perspektywę potrzeb żołnierzy w zakresie realizacji szkoleń technicznych, które zostały zidentyfikowane w ramach przeprowadzonych badań przez interdyscyplinarny zespół projektu SZKOLTECH 4.0. Utylitaryzm opracowania wynika z możliwości jego wykorzystania przez wojsko do określenia standardu szkolenia personelu (użytkowników, obsługi serwisowej) przez dostawców sprzętu wojskowego.

The technology has impacted all the domains of human life and one of them are military affairs. The combination of sophisticated technologies and human capacities has created new qualities based on training and education allowing to achieve advantage over less developed nations. On the contemporary battlefield this combination of people and modern weapons could cause success or lead to failure if not achieved. The range of emerging military technologies is very wide including reducing dependency on people enhancing combat efficiency. However, the technological culture of societies matters to ensure that qualified personnel could operate such a variety of systems. This is related to the values of a society and respect for other people and nations facilitating understanding and following the rules and laws, which are recognized in democratic and civilized societies. The war in Ukraine has demonstrated the importance of synergy between technology and soldiers especially when comparing the Ukrainian and Russian armed forces. There is a different perception of those armed forces based on their performance during war. The paper will focus on the Russian way of conducting aggression against sovereign Ukraine to discuss two aspects of the Russian Federation’s armed forces: technology and the human factor. The paper will use official documents and data within primary and secondary research allowing analysing and synthesising specific aspects of Russian efficiency during war.

Celem tego opracowania jest przedstawienie istoty cywilnej, demokratycznej kontroli nad Siłami Zbrojnymi RP i przebiegu jej ustanowienia w Polsce, w okresie przemian społeczno-politycznych w kraju zapoczątkowanych w 1989 r. oraz w nowych uwarunkowaniach geopolitycznych w Europie Środkowo-Wschodniej. W tym czasie władze Polski doskonale oceniły sytuację strategiczną w obszarze bezpieczeństwa w otoczeniu naszego kraju i rozpoczęły aktywne działania na rzecz jego włączenia w zachodnie struktury bezpieczeństwa. Doskonale zdawano sobie sprawę z konieczności przeprowadzenia reform w całym systemie bezpieczeństwa Polski, który w tym czasie nie spełniał demokratycznych standardów obowiązujących członków Sojuszu Północnoatlantyckiego. Jednym z pilnych wymogów była restrukturyzacja Sił Zbrojnych RP z jednoczesnym ustanowieniem cywilnej, demokratycznej kontroli nad nimi. W opracowaniu nawiązano do wzorców cywilnej, demokratycznej kontroli nad wojskiem, opracowanych i prezentowanych przez wielu myślicieli i publicystów zachodnich, zajmujących się powyższą problematyką w tym okresie. Należy nadmienić, że w czasie rozpoczęcia przemian – w tym obszarze – w państwach członkach Układu Warszawskiego brakowało doświadczeń. W dalszej części opracowania przedstawiono wysiłki czynników politycznych państwa polskiego w celu ustanowienia cywilnej, demokratycznej kontroli nad Siłami Zbrojnymi i przeprowadzenia wojska przez trudny, skomplikowany proces restrukturyzacji. W zakończeniu przedstawiono potrzebę usprawnienia relacji cywilno-wojskowych, które mają znaczny wpływ na sposób funkcjonowania Sił Zbrojnych i informowania społeczeństwa o sprawach obronnych.
The purpose of this study refers to the presentation of the civil and democratic aspects of the control over armed forces of the Republic of Poland as well as the course of its establishing in Poland in the period of political and social transformations in Poland launched in 1989 and with regard to new geopolitical determinants appearing in the Central and Eastern Europe. The authorities of Poland at this time perfectly evaluated the strategic situation concerning the security around our country and undertook activate efforts to introduce it into the western security structures. It was perfectly known that it was necessary to carry out reforms with regard to the whole security system of Poland which at this time did not meet democratic requirements binding placed for NATO members. One of an urgent requirement referred to the restructuring of the armed forces of the Republic of Poland with a simultaneous establishing of a civilian, democratic control over them. This study refers to examples of civilian, democratic control over the army prepared and presented by numerous Western thinkers and publicists dealing with the above mentioned themes during that period. It shall be stated that at the beginning of the transformations within that area member countries of the Warsaw Pact had no sufficient experience. A further part of the study presents efforts of political factors of Poland undertaken to establish a civilian democratic control over armed forces and to lead the army through a difficult and complicated process of restructuring. The conclusion presents the need to enhance the civil and military cooperation which exerts a considerable impact on the manner of the operation of armed forces and informing of the society about defense matters.

For the smooth functioning of the defense system of the state, as well as any other system, it is necessary for its elements to cooperate. In particular, interaction in crisis situations (e.g. external threats, attack on the territory of the state) elements belonging to different subsystems. In terms of the subject, the main executive elements of the defense system are civilian and military elements. Bearing in mind the holistic approach to defence matters and the wide spectrum of needs of the Armed Forces conducting a defence operation, it is necessary to draw on non-military resources and capabilities. The article is a report on the research on the tasks of the Armed Forces of the Republic of Poland carried out in order to counter terrorist threats in cyberspace. The research covered the main acts of Polish law regulating the above-mentioned issues. The presented undertakings of the armed forces are related to the tasks performed to ensure security in cyberspace. In addition, the article presents the terminology in the field of cybersecurity in force both in Poland and in international organizations such as the North Atlantic Alliance and the European Union.

In their action, the Russian authorities use a number of different tools, military strength being one of the key ones. Russia’s neo-imperial ambitions are reflected in the new strategic and doctrinal documents. They follow a more confrontational line and emphasize Russia’s desire to frame a new architecture of international security. In pursuing its strategic goals, Russia has undertaken a comprehensive programme of technical upgrade of its armed forces, launches impressive military exercise programmes and militarizes the society. The worsening international situation at the beginning of the 21st century, as a derivative of the growing power and importance of the Russian Federation, posed a threat to the countries of the former Warsaw Pact. The aim of the article is to discuss the military tools employed in the foreign policy of the Russian Federation, both direct and indirect. In areas of strategic interest outside the post-Soviet area, they mainly take an indirect form. An example of Russia’s desire to restore its imperial influence is demonstrations of its strategic combat capabilities, including by taking provocative action in the western direction.

Historia ukraińskich sił zbrojnych, od powstania państwa ukraińskiego (1991 rok) do aneksji Krymu, rozpoczęła się od procesu denuklearyzacji armii. Towarzyszył jej spontaniczny proces redukcji stanu osobowego i kilka nieudanych prób jej kosmetycznej modernizacji. Polityczne i zbrojne działania Federacji Rosyjskiej radykalnie zmieniły relacje ukraińsko-rosyjskie oraz zdecydowanie przyśpieszyły proces budowy ukraińskiego państwa w tym jego armii. Aneksja Krymu w 2014 roku oraz jej zaangażowanie w Donbasie stały się punktem zwrotnym w historii ukraińskiej armii i mogą stanowić początek ostatniego etapu transformacji w armię narodową suwerennego państwa. Obecnie ukraińska armia jest w trakcie przebudowy, jej finał nie jest łatwy do przewidzenia. Można jednak przyjąć hipotezę, że najlepsza nawet armia nie będzie miała szans na zwycięstwo w wojnie prowadzonej w szarej strefie i charakterystycznymi dla niej metodami. Gdy zgodzimy się na rosyjskie reguły gry, a szarej strefie nie przeciwstawimy solidarnej obrony międzynarodowego porządku prawnego, to zdecydowanie obniżymy jej szanse na odzyskanie kontroli nad granicą z Rosją.
The history of the Ukrainian armed forces, from the establishment of the Ukrainian state (1991) to the annexation of Crimea, began with the process of denuclearization of the army. It was accompanied by a spontaneous process of headcount reduction and the several unsuccessful attempts of cosmetic modernization of the remains of the Soviet army. That process corresponded to the logic of the oligarchic and highly corrupted state. The last phase of the process of transformation of the armed forces was related to the policy of Yanukovich. It was connected, in its essence, with the disarming and preparing the Ukrainian army for the voluntary submission to the fraternal Russian army. The Ukrainian army was never, after 1991, subjected to the civil control. While a significant part of its territory is occupied by Russia and there is an ongoing conflict in the east, fuelled by the aggressor, Ukraine has to undertake the reforms, the burden of which is borne by its society. The revival of Ukrainian identity, based on the fight against the aggressor, may help to strengthen the structures of the state. The annexation of Crimea by Russia and its intervention in eastern Ukraine may turn out to be a new beginning for the Ukrainian armed forces – may constitute the beginning of the last stage of transformation of a part of the postimperial army into the national army of the sovereign state.

Ustawą z dnia 01 stycznia 2017 roku powołano w Polsce nowy rodzaj sił zbrojnych – Wojska Obrony Terytorialnej. Prace nad ich utworzeniem zaczęły się kilka miesięcy wcześniej. Po raz pierwszy w Polsce utworzono siły, których działanie bojowe przypisane jest do stałych rejonów odpowiedzialności (SRO). Powoduje to, że siły te nie wycofują się, lecz zostają w obszarze, który może być zajęty przez przeciwnika. Tym samym prowadzenie działań nieregularnych stało się jednym z głównych zadań nowoutworzonych wojsk. Doświadczenia konfliktów XXI wieku podkreślają, iż działania na tyłach przeciwnika oraz oddziaływanie na jego siły i środki w czasie okupacji mają kluczowe znaczenie dla podtrzymania ducha walki i końcowego sukcesu polityczno-militarnego.
By the Act of January 1, 2017, a new type of armed forces was established in Poland - the Territorial Defense Forces. Work on their creation began a few months earlier. For the first time in Poland, were created forces, whose combat operations are assigned to permanent areas of responsibility (AOR). This means that these forces do not retreat but remain in the area that can be occupied by the enemy. Thus, conducting irregular operations became one of the main tasks of the newly created troops. The experience of twenty-first century conflicts emphasizes that actions in the rear of the enemy and the impact on his forces and means during the occupation are crucial to maintain the fighting spirit and final political and military success.

Patriotyzm jako kategoria etyczno-moralna pełni ważną rolę w życiu społecznym w tym także w utrzymaniu zdolności państwa do zapewnienia oczekiwanego poziomu bezpieczeństwa narodowego. Celem badań była identyfikacja współczesnych wzorców patriotycznych oficerów starszych Sił Zbrojnych RP. W badaniach własnych zastosowano metodę sondażu diagnostycznego, technikę ankietowania. Wyniki badań pozwalają na następujący wniosek ogólny: zauważalna dychotomia postrzegania postaci jako wzorców patriotyzmu lub antypatriotyzmu jest konsekwencją postrzegania tych samych czynów dwubiegunowo - jako bohaterstwa lub antybohaterstwa.
Patriotism as an ethical and moral category plays an important role in social life, including maintaining the state's ability to ensure national security. The current wide understanding of patriotism and its role follows from the cultural tradition and was determined by over a thousand years of turbulent history of the Polish state. To shape patriotic loyalism (common good over personal good), it is purposeful to use patterns of patriotism and anti-patriotism in the process of education. By seeking and emphasizing a moral and epistemic ideals, including patriotic ones for the needs of educational practice, the young people's expectations for authorities, personal patterns possessing all these qualities and values that we strive for in educational activity are satisfied. The aim of the study was to identify contemporary patriotic patterns of officers of the senior Polish Armed Forces. The article presents the results of research on the personal patterns of senior officers. A noticeable dichotomy of perceiving characters as models of patriotism or anti-patriotism is a consequence of perceiving the same bipolar acts - as heroism or anti-heroism.

W artykule przedstawiono problematykę związaną z uprawnieniami oraz obowiązkami żołnierzy zawodowych. Autor zakreślił okres przedmiotowej analizy na lata obecne oraz okres Polski Ludowej. Głównym założeniem było poddanie analizie dwóch ustaw pragmatycznych dotyczących służby żołnierzy zawodowych. Na gruncie przepisów ustawy z 1970 i 2003 r. Autor dokonał porównania tożsamych uregulowań określonych praw i obowiązków nałożonych na żołnierzy zawodowych. Wynikające z tego tytułu różnice wynikają jednoznacznie z charakteru Sił Zbrojnych w analizowanych okresach oraz sytuacji geopolitycznej Polski.
The article presents the issues related to the rights and obligations of professional soldiers. The author sets the period of the subject analysis for the present years and the period of People's Poland. The main assumption was to analyze two pragmatic laws regarding the service of professional soldiers. On the basis of the provisions of the Act of 1970 and 2003, the author compared the identical regulations of given rights and obligations imposed on professional soldiers. The resulting differences are clear from the nature of the Armed Forces in given periods and the geopolitical situation of Poland.

Autor podjął się przedstawienia roli Bezzałogowych Systemów Powietrznych (BSP) w konfliktach zbrojnych. Skupił się na ukazaniu dwóch konfliktów zbrojnych, w których to systemy te odegrały znaczącą rolę. Pierwszym jest operacja w Dolinie Bekaa, która miała miejsce w czasie trwania I wojny libańskiej (1982–1985), między Izraelem a Zjednoczonymi Siłami Arabskimi, natomiast drugim – operacja „Pustynna Burza” podczas konfliktu w Zatoce Perskiej (1991), kiedy to został wywołany atakiem Iraku na Kuwejt. W niniejszym artykule zawarto również informacje jakie zadania mogą wykonywać Bezzałogowe Systemy Powietrzne w poszczególnych rodzajach Sił Zbrojnych – w Wojskach Lądowych, Siłach Powietrznych oraz Marynarce Wojennej.
The author in this article undertook to submit a mission Unmanned Aerial System (UAS) in military conflict. The author focused on showing two historical events – military conflicts, in which Unmanned Aerial System played a significant role in course battles on the battleground. The first conflict is the operation in the Bekaa Valley which took place during First Lebanon War (1982–1985), between Israel and the United Arab Emirates. Whereas the second conflict is the operation „Desert Storm” during conflict in Persian Gulf (1991), when it was triggered by an Iraqi attack on Kuwait. This article also includes what mission Unmanned Aerial System has in individual types of Armed Forces such as Land Forces, Air Forces and Navy.

Artykuł ma na celu zaprezentować model wychowania obywatelskiego żołnierzy Wojska Polskiego w latach 1918-1939. Jednocześnie przedstawiony model został porównany z dzisiejszym znaczeniem terminu „Edukacja dla Bezpieczeństwa”. Zabieg ten ma na celu wykazanie, iż działania na rzecz edukacji prowadzone w okresie międzywojennym, mimo faktu nieznajomości w/w terminu, posiadały jej wszelkie znamiona. Początkowo żołnierz w myśl wytycznych miał być wychowany w duchu narodowym. Sytuacja ta uległa zmianie po przewrocie majowym, kiedy to główny nacisk położono na wychowanie w duchu obywatelskim. W myśl wszystkich wytycznych żołnierz miał być świadomym obywatelem, gotowym do heroicznych poświęceń dla dobra narodu i państwa.
The role of this article is to present a model of civic education of soldiers of the Polish Army between the years 1918 and 1939. Presented model is compared to the modern meaning of the term Education for Security. This procedure is intended to demonstrate that the all actions for civic education during the pre-war period, despite the fact that the term of Education for Security was completely unknown, had all the necessary elements of such activity. Initially, according to guideline, soldier had to be brought up in the national spirit. This situation changed since the May Coup when the education process had been focusing on the spirit of citizenship. Soldier had to be aware citizen, ready to heroic sacrifices for the good of the nation and the state.
