The economic crisis is forcing us to revise many of the tenets of neoclassical economic theory. Gradually, 'mainstream economics' is being fleshed out with several elements of economic heterodoxy. Hence, much more so than previously, economic theories are 'absorbing' the findings of other social sciences. Revision in the area of theory has hitherto had little impact on economic policy. Indeed, when something new appears, such as 'new industrial policy' for instance, it is usually an attempt to breathe life into old concepts that have been abandoned in practice. The aim of this paper is to consider the foundations of economic policy in the context of current theoretical research and current economic challenges.

This statement provides an account of an eventful period in the recent history of Polish social dialogue (2001-2005). The author shares his experiences and reflections from the time when he served as the Minister of Labour and the Deputy Prime Minister, as well as the head of the Tripartite Commission for Social and Economic Affairs. The statement heavily relies on the author's book 'Loops of development' (Pętle rozwoju) published in 2007. The author argues that while structural reforms are inevitable in societies in transition, such as Polish, they should be introduced with caution. The role of public institutions and their viability is also stressed out. As the author claims, social dialogue, albeit of undeniable value, is prone to serious deficiencies, especially, if it retains a specific corporatist profile (that is, supporting special interest groups), which was the case in Poland in the early 2000s.

In 2003, when we had begun working on the National Programme of Development (NPR) 2007-2013, I was wondering what could be done in order to prevent our political successors from wasting, aft er the parliamentary elections of 2005, what we would have achieved by that time. Th e main challenge to deal with was how to take advantage of EU membership and utilise EU structural instruments. It is rational, that a full cycle of development foreseen in such plan is carried out more for than a dozen years or so, that is, at least three to four government terms. I assumed that the most sensible solution would be to prepare a complete NPR and all the documents needed, but without passing them. Instead they were left for our successors for adjustments2. I had thought that if the proceedings were fully transparent and accompanied with broad national debate, involving representatives of the opposition, then our successors would respect the outcome of such a collaboration and further use it. I also assumed that they would only change the details like titles, covers, reorganize something, but apart from that they would accept the Programme simply because they would not be able to develop anything entirely new on time. I was wrong, as it turned out. Almost everything was forsaken just because it was developed by the former, 'not right' government. Even the slightest traces of NPR disappeared from the site of the Ministry of Regional Development.
