Opis:
In the work we performed a review of studies of foreign scholars on changing the reaction time of the driver depending on various road conditions, namely the change in the response time when using the traffic light regulation. Earlier by the authors of this article have already been carried out research in the field of throughput of a site of a highway with traffic regulation, which showed that this value depends on the time of reaction of the driver. In this article the estimation of how much bandwidth the highway using different result obtained in the course of analysis, time value of reaction of the driver and is a direct correlation bandwidth from the time of reaction of the driver. The values obtained allow to conclude that taking into account the psycho-physiological characteristics of drivers (response time) will have a significant impact on the throughput and the various methods of organization and reorganization of sections of the road network, implementation of which is used investigated the amount of bandwidth.
В работе выполнен обзор исследований зарубежных ученых по изменению времени реакции водителя в зависимости от различных дорожных условий, а именно изменение времени реакции при использовании светофорного регулирования. Ранее авторами данной статьи уже были проведены исследования в области пропускной способности участка автотрассы при светофорном регулировании, которые показали, что данная величина зависит от времени реакции водителя. В данной статье проведен расчет величины пропускной способности автотрассы при использовании различных, полученных в ходе анализа, значений времени реакции водителя и установлена прямая зависимость пропускной способности от времени реакции водителя. Полученные значения, позволяют сделать вывод о том, что учет психофизиологических характеристик водителей (время реакции) будет оказывать значительное влияние на пропускную способность и различные методы организации и реорганизации участков улично-дорожной сети, при реализации которых используется исследуемая величина пропускной способности.

In modern global conditions, the revival of the economic belt of the Great Silk Road as a whole opens up new significant opportunities for countries along the route to develop the economies of these countries. Nowadays, the main factors for the integration of these countries are logistics, international trade, and tourism. The relevance of the study lies in the very methodological approach of assessing the logistics factors affecting the economy of a number of countries along the economic belt of the Silk Road. A group of preliminary countries, through which lie main routes of the economic belt of Silk Road, including Kazakhstan, were selected. An analysis was carried out on the efficiency of development of logistics and trade, impact of development of logistics on international trade. Based on the analysis of international indices of logistics efficiency, international trade conditions and regression models, problems and reasons for lagging have been identified that affect the economic development of countries along the Silk Road routes. Priority initiatives have been identified to overcome restrictions that impede the development of logistics and increase trade capacity in the countries of the Silk Road, in particular the Eurasian Economic Union (EAEU), including Kazakhstan.

Opis:
Increase in motorization and densification of populations in cities have led to the use of more resources both for the construction of different objects and for the service and operation of automotive vehicles. As a result, volumes of freight transportation, which are related to the construction and servicing of these objects, increase. New scientifically applied tasks that are related to the safety of freight transportation have emerged. Special attention is being paid to those that are related to dangerous tasks. It is obvious that traffic safety and the quality of the transportation process significantly depend on the behaviors and actions of the driver. The driver, as it is known, is the main chain of the “driver - automobile - road - environment” (DARE) system. With improvements in the technical and operational parameters of vehicles and road characteristics, the study of the functional state (FS) of the driver and the reliability of his skills become more important every time. The specific importance of this becomes clear when drivers operate vehicles that transport dangerous goods. Therefore, research on the interaction of chains of the DARE system (using improved existing and developed methods by the authors) is carried out in this paper, taking into account the indicators of drivers’ FS in different situations (stress index, which consists in evaluation of the heart and brain operations). The results obtained provide an opportunity to predict their behavior in different road situations and, as a consequence, to determine possible risks during the transportation of dangerous goods. The authors improved the methodology of determining the levels of possible risks of accidents and assessment of their consequences, taking into account the peculiarities of transportation routes, traffic conditions, and psychophysiological indicators of the driver`s body during the transportation of dangerous goods within settlements and on the roads between them.

In this paper, the development of Motorways of the Sea (MoS) services offered at Italian ports from 2008 to 2015 is analyzed. In particular, a detailed research on MoS routes calling at Italian ports in the year 2015 is carried out; within MoS routes: ropax and only cargo ro-ro services are identified. MoS routes in the year 2015 are compared with those in the years 2008, 2010 and 2012. The study highlights two main aspects. First, the great majority of MoS routes in Italy are ro-pax ones: ro-ro routes are only 31% of the total, but ro-pax service frequencies are highly variable during the year, from high to low season. Second, due to the economic crisis, carriers are trying to operate services with high load factors and trying to find new markets: in fact, from 2008 to 2015, route frequencies have decreased, whereas the number of port calls in each route has increased. Finally, the capability of ro-ro and ro-pax routes of being competitive versus all-road transport has been analyzed. The analysis has shown that both ro-ro and ro-pax routes show relevant problems in terms of their competitiveness against all-road transport. Ro-pax routes are not reliable and ro-ro routes are not fast and frequent; thus, they both do not fulfill essential requirements for MoS services.
