Opis:
Actions related to the improvement of the safety of disabled road users have multiple levels and are burdened with problems related to the collection and proper analysis of road incidents. A meta-analysis of databases could provide a better understanding of the causes of these events and prevent them in the future. Currently, residual information on participants of road accidents can be found in the Accident and Collision Record System; the data are analyzed by the Polish Road Traffic Observatory and submitted to the International Road Traffic and Accident Database and the Community Road Accident Database. In connection with the above, an article was prepared containing a propaedeutic review of research materials to date, as well as domestic and foreign databases constituting the diagnostics of the research area. An international literature search was also conducted on accidents involving people with disabilities. The findings indicate the need to collect and expand information about disabled participants of road incidents, fill this gap in databases, and systematize them as the starting material for the development of remedial actions.

Opis:
Paper describes numeric application supporting driving analysis process on attitude of tachogram data. Actual accessible units recording road and speed in function of the time were used. Also potential optimisation areas of driving were shown. Additionally in the paper are presented road safety level in Poland in the context of dangerous driver's behaviour.
Artykuł prezentuje aplikację numeryczną wspomagającą proces analizy zapisu jazdy kierowcy na podstawie tachogramu. Wykorzystano aktualnie dostępne urządzenia rejestrujące drogę i szybkość w funkcji czasu. Wskazano również potencjalne obszary optymalizacji przebiegu jazdy. Dodatkowo w artykule przedstawiono stan bezpieczeństwa na polskich drogach, w kontekście niebezpiecznych zachowań kierowcy.

Opis:
The paper presents an analysis of road traffic accidents at non-signalized pedestrian crosswalks. A field study was conducted to determine the parameters for traffic and pedestrian flow, and construct the simulation models enabling experimentation at different loadings on the street and road network. Variants for improving the pedestrian safety at non-signalized crosswalks have been proposed. Simulation modeling of the proposed managerial decisions is expected to diminish the likelihood of road accidents. The efficiency of proposed decisions has been estimated.
В статье проанализированы варианты возможных ситуаций возникновения ДТП на нерегулируемых пешеходных переходах. Проведены натурные исследования параметров движения транспорта и пешеходов на таких участках улично-дорожной сети. Определены параметры транспортных и пешеходных потоков, построены имитационные модели и проведены эксперименты на них при разных нагрузках на улично-дорожную сеть. Предложены варианты улучшения ситуации на нерегулируемых пешеходных переходах. Выполнена проверка на моделях предложенных управленческих решений, которые позволят снизить вероятность дорожно-транспортных происшествий. Выполнена оценка эффективности предложенных решений.

Urban areas are significantly different in terms of traffic risk. In a decisive manner, they are the result of urban development policies. The shape, size and configuration of an entire urban area, the facilities to satisfy people and the need for mobility of goods, as well as behavioural attitudes of the population, are essential for a traffic pattern and its associated risks. In this framework, the purpose of this paper is to identify the effects of urban area characteristics on road accidents. Using specific spatial analysis, a model of accident estimation in the urban areas of Bucharest is developed. The study aims to provide useful tools for urban decision makers for a-priori analysis of the consequences of urban outline changes on traffic risks.
Les zones urbaines sont très différentes en termes de risque associé à la circulation. En manière décisive, ils sont le résultat des stratégies du développement urbain. La forme, la dimension et la configuration de l'ensemble de la région urbaine, l'offre pour satisfaire les besoins de mobilité des personnes et des marchandises, ainsi que les attitudes comportementales de la population sont essentielles pour le modèle de la circulation et le risque routier. Dans ce contexte, l'objectif de cet article est d'identifier les effets des caractéristiques des zones urbaines sur les accidents de la route. L'étude vise à fournir des décideurs dans la planification urbaine des instruments nécessaires pour analyser apriori les conséquences des changements de la structure urbaine sur le risque routier.

This article focuses on road traffic safety in Poland, where the risk of serious injury and death in accident has remained high. We present examples of campaigns on the use of seat belts and child restraints system between 2005 and 2015 promoting positive behaviour in road traffic. Results of self-reported data from survey in real traffic on vehicles’ road user’s behaviour due to the usage of protective equipment between 2014-2016 were collected and analysed. The scientific achievement of the article is a new approach of presenting the relation between educational character of social campaigns on road safety and their dropping effect on accidents and fatalities’ statistics. Recorded annual decline confirms a need of periodic survey on road users’ behaviour and ongoing education of road users through mass media – to use safety restraints for children and adults, as the simplest and most-effective passive safety device in a vehicle, minimalizing the injuries during accident.

Pedestrian safety on crosswalks is extremely vital in Poland since 2015, when the first study on road users’ behaviour on driver–pedestrian encounters in areas of zebra crosswalks were conducted. The second study was carried out in 2018 and its results are published in this article for the first time. The results of the project helped lead to changes in pedestrians’ safety regulations in Poland, increasing the safety of pedestrians in areas of crossing. Since June, the 1st, 2021, drivers of oncoming cars approaching a zebra crossing are obliged to stop to allow pedestrians approaching from the sidewalk to cross the zebra crossing. Data to assess pedestrian safety presented in this article combine a new approach that is a combination of different diagnostic techniques: a surrogate safety measure (nonaccident-based indicators) and the traditional approach: statistical analysis. As a result of the study, the most frequent categories of interactions between drivers and pedestrians and pedestrians itself were characterized on crossing facilities. Videos recording pedestrians’ and drivers’ behaviours, and vehicle speed measurements at pedestrian crossings from 2018 allow to assess the safety of 7 000 pedestrians during behaviour observation in onsite fields: on all crossing facilities, except with light signalization, 55% of pedestrians had to stop and wait at the sidewalks to cross, before an oncoming car. Only 45% of drivers approaching not signalised zebra crossings gave way to pedestrians. Pedestrians aged 60+ entering the road on marked crossings without traffic light waited longer to cross than younger. In residential areas with high traffic volume more drivers stopped at non signalised crossings and gave way to pedestrians. At low speed of vehicle in urban areas pedestrians felt safer and were ready to enter the crossing; their behaviour was more predictable. Results showed dangerous pedestrian behaviours on signal-regulated crossing facilities who failed to obey the traffic lights (7% of red-light crossings). 8% of observed pedestrians crossed the street outside designated pedestrian crossings. Video-recorded speed measurements of over 32 000 vehicles on-site study fields of pedestrian crossings showed that the speed of vehicles was higher than permitted. This article presents the newest characteristics of traffic and pedestrian’ behavior at crossings together with measurements of pedestrians’ speed and loss of pedestrians’ time on different road cross sections in Poland in 2018.
