Opis:
A unified approach is presented as the principle for a potential framework for evaluating driver schedules in public transport. There are two reasons for the need for such a framework. On the one hand, constructing optimal driver schedules is a challenging problem, and practical solutions cannot be compared to the optimum, which brings about the need to analyse the results with respect to an appropriate estimated value. On the other hand, the specific constraints and rules in different countries and for different companies make it difficult to model solutions in a unified way. Our new approach provides a solution to the above problems by employing an efficient general methodology from both the data modelling and process modelling point of view. By introducing the concept of reducible working time, our approach gives a realistic evaluation framework with an efficient solution method. The applicability of our approach is demonstrated through real-world cases.

Urban transport systems operate according to fixed, strict timetables, which requires high timeliness and technical readiness of the fleet. Therefore, this article proposes a detailed study of the punctuality of the public transport system using a multiple regression model for the main modes of transport (trams, buses, and Warsaw Metro). The analysis made it possible to go beyond the framework of the overall assessment and to identify the factors that have a significant effect on the punctuality index and to indicate the degree of this effect. The obtained results are a universal tool to assess the punctuality level of the urban transport fleet and to support decision making in the scope of organization of their work, which can be implemented in any similar transport system. The specification of the number of breakdowns, road accidents, or unauthorized stopping of a vehicle as the main causes of delays is the basis for taking corrective measures related to the improvement of the fleet operation system, or for preventive measures. The development of such models is practical in both public transport systems and similar companies providing transport services. For such institutions, the parameter of punctuality is extremely important and affects the quality of the services offered and the reputation of the company, which translates into the numer of customers and potential profit. Therefore, it is important to investigate the factors that shape the punctuality of the tasks performed. It allows for shaping the processes of fleet control and management. It is also worth emphasizing the scientific aspect of the publication, which is the presentation of the possibilities of applying selected mathematical models in such analyses, indication of the conditions of their application, and presentation of possible results together with their interpretation.

This paper presents actual public transport problems in Czech Republic. In all public transport systems the strong passenger decline occurs during the observed time. That means the passenger choose another transport mode and mainly car. It is important to deal with public transport with the aim to ensure a competitive one, because from the society point of view public transport represents the lowest cost and environment friendly transport system.
Artykuł zajmuje się aktualną problematyką w publicznym zbiorowym transporcie osobowym w Republice Czeskiej. We wszystkich systemach publicznego zbiorowego transportu osobowego dochodzi, w ciągu rozważanego okresu czasu, do znacznego obniżenia ilości przewiezionych osób. To znaczy że potencjalny klient coraz to częściej wybiera inny sposób transportu, najczęściej samochód. Dlatego bardzo ważne jest zajęcie się zbiorowym transportem osobowym w celu zabezpieczenia jego zdolności do konkurencyjności. Z punktu widzenia społeczeństwa jest to najmniej kosztowny i zarazem ekologiczny system transportu ludzi.

This paper presents the problem of public transport planning in terms of the optimal use of the available fleet of vehicles and reductions in operational costs and environmental impact. The research takes into account the large fleet of vehicles of various types that are typically found in large cities, including the increasingly widely used electric buses, many depots, and numerous limitations of urban public transport. The mathematical multi-criteria mathematical model formulated in this work considers many important criteria, including technical, economic, and environmental criteria. The preliminary results of the Mixed Integer Linear Programming solver for the proposed model on both theoretical data and real data from urban public transport show the possibility of the practical application of this solver to the transport problems of medium-sized cities with up to two depots, a heterogeneous fleet of vehicles, and up to about 1500 daily timetable trips. Further research directions have been formulated with regard to larger transport systems and new dedicated heuristic algorithms.

The challenge in vehicle and crew scheduling is to arrange a given set of bus trips into running boards while minimizing certain objectives and complying with a given set of constraints. This scheduling was solved several tens years ago manually by a dispatcher who used his skill, experience, knowledge of history, and intuition. This attitude worked quite well in small instances but could not be applied in larger ones. Development of computers brought opportunities to build computerized vehicle and crew optimization systems. This paper describes a computer system KASTOR developed for vehicle and crew optimization, which complies with the special requirements of Czech and Slovak bus providers, and is significantly different from those in some west European countries.

The aim of this paper is to develop a quantile method of cost analysis allowing identification of the most cost-generating malfunctions occurring in a fleet of public transport vehicles. The exemplification of this method has been performed for a fleet of a specified type of trams. The idea behind the quantile method of public transport vehicle operating cost analysis is the reversing of the accumulated function of costs, for the determination of which a cost database from a given operating time of a public transport vehicle fleet has been used. The paper presents data on the malfunctions from the first five years of operation of trams in a large transport company. The assumed time of five years results from the warranty period provided by the manufacturer. The recorded number of indexes of replaced parts was 547. The group contained inoperative parts that were renewed several times.

Consideration was given to the problem of making decisions on public transport management. Three parties making decisions were marked out: passenger flow, transport operator and municipal authorities. Passengers choose between public and private transport evaluating the value of time. The value of time is modeled by uniform distribution. The transport operator seeks to maximize the profit by varying the public transport frequency. The decrease in the frequency decreases the passenger flow of the public transport and cost of transportation. It’s important for the municipal authorities to determine the frequency minimizing the time loss of the population and cost of transportation. The existence of the decision concerning the problems of management was proven. The numerical example characterizing the influence of the parameters on the problem solution was given.
Рассмотрена проблема принятия решений по управлению городским пассажирским транспортом. Выделены три объекта принимающих решения: пассажиропоток, транспортный оператор и муниципальные органы власти. Пассажиры выбирают между общественным и личным транспортом на основе оценки стоимости своего времени. Стоимость времени пассажиропотока считается распределенным равномерно. Транспортный оператор стремится максимизировать прибыль, изменяя частоту движения. Снижение частоты движения снижает пассажиропоток на общественном транспорте и транспортные расходы. Для муниципалитета важно определить частоту движения, минимизирующую потери времени населения и транспортные расходы. Доказано существование решения в задачах управления. Приведен численный пример описывающий влияние параметров на решение задачи.

The paper deals with the issue of efficiency of public passenger transport through financial support from public funds from the perspective of improving road safety. The aim is to verify the hypothesis that financing public passenger transport from public funds is a significant tool to influence the number of passengers carried by individual automobile transport, and thus it can be used a tool for influencing road safety in a particular territory. The first part of the paper analyses the sources for financial support of public passenger transport. The next part describes the assumptions for improving road safety through increasing the support of public passenger transport. The last part analyses possible impacts of financing public passenger transport on the road safety in relation to the specified hypothesis.

The dynamic development of cities based on the role of the car in addressing transport needs leads to a reduction of mobility, as well as to an increase in external costs generated by the transport system. This problem can be solved thanks to the sustainable mobility concept, in which transport needs are limited at the stage of planning spatial development and then covered by public transport as well as by cycle and pedestrian journeys. This article identifies arguments justifying the implementation of FFPT in Poland, and also evaluates their relevance based on the experiences described in the literature and the example of Żory. On this basis, it can be concluded that the evidence for the impact of FFPT on sustainable urban mobility is poor. Neither does FFPT reduce mobility exclusion. At the same time, the introduction of this solution is expensive, especially in the metropolitan areas.

This article describes a way of synchronization of communication lines in urban public transport. In the literature, no comprehensive methods have been presented to ensure the regularity of running public transport vehicles, except specific cases of this problem, which have little practical application. It demonstrates how this problem is difficult. In the article, the problem was presented more broadly – running of vehicles in different intervals, in lots of common fragments of routes, and running periods was considered. The objective function for this problem was defined, and then the algorithms to solve it were discussed. In the next part of the work, a model was verified by making synchronization of the timetables of selected lines in Ostrowiec Świętokrzyski. Three lines from the twelve were included in the analysis. The routes of these lines created seven communication bundles (i.e. the common fragments of the routes) for which synchronization was required. The results of synchronization (obtained by an author software) were new departure Times of the lines from their start stops. Finally, they were confronted with the existing timetables, which confirmed the usefulness of the proposed method.

The SmartMove project is working to advance innovative marketing and mobility solutions in eight rural and peripheral European regions and is co-funded by the Intelligent Energy Europe Programme of the European Union. Through tailor-made strategies, it aims to provide information and encourage people to use public transport in their region. Sparsely populated rural areas in Europe are facing tremendous social changes due to shrinking and ageing populations. Because of the scattered settlement structure in these areas, the public transport network density is low and service frequency is often poor. The problems are exacerbated by increasing private car use, which, in a vicious circle, leads to further reductions in services. However, simple tools such as dialogue marketing and minor adjustments to scheduling can help change people’s perceptions. Dialogue marketing techniques have already been shown to increase passenger numbers by as much as 10 to 15 percent. Greater demand leads to higher revenues, making it possible to improve the system and attract even more passengers, turning the vicious circle into a positive loop.
Im Projekt SmartMove werden innovative Marketing-Strategien und Mobilitätslösungen für acht verschiedene Europäische Regionen weiterentwickelt. Das Projekt wird vom EU-Förderprogramm "Intelligente Energien - Europa" kofinanziert. Mittels maßgeschneiderten Maßnahmen zielt es darauf ab, Informationen zum öffentlichen Verkehr für die Einwohner der Region bereitzustellen und dadurch diese zu motivieren, die öffentlichen Verkehrsmittel vermehrt zu benützen. Dünn besiedelte, ländliche Regionen – der Schwerpunkt des Projekts – sind einer starken Veränderung unterworfen, verschärft durch die Überalterung und Abwanderung der Bevölkerung. Dies ist ein zusätzliches Problem für den öffentlichen Verkehr, hohe Verkehrsanteile des privaten Pkw sind die Folge. Dies verursacht eine Abwärtsspirale in Richtung weitere Ausdünnung der Infrastrukturen. Kleine Veränderung aber auch Bemühungen die Bevölkerung zu informieren und ein Problembewusstsein zu schaffen ist das primäre Ziel des individualisierten Marketings. In Vorprojekten konnten eine Steigerung der Fahrgäste von 10 bis 15 Prozent erzielt werden. Durch verstärkte Nachfrage steigen die Einnahmen und sie ist auch ein Bekenntnis der Bevölkerung, die Abwärtsspirale ins Gegenteil zu drehen.

The tendency for people in Jakarta to use public transportation is still relatively low. A study from Jabodetabek Transportation Management Agency shows that only 24 percent of road users chose public land transportation modes (Transjakarta bus and train) from a total of 47.5 million trips in Jabodetabek by 2015. Public transportation trips in Jabodetabek are all people's journeys or the journey to employee work destination located in buffer towns around Jakarta. Employees are among the elements of society that use public transportation. The economic conditions of factory employees that encourage them to work overtime cause differences in attitudes between factory employees and office employees toward using public transportation modes. This study aims to determine the factors that encourage factory employees to choose the mode of transportation to the workplace and analyze their attitude toward using public transportation mode. The results show that the number of factory employees who prefer public transportation mode is still little. However, their potential to move into public transportation is substantial due to the belief in the commitment of the Jakarta government to fixing the public transportation system. Most factory employees also agree that public transport can reduce congestion in Jakarta. There is a need to apply a strategy of the transit development (TOD) to reach public places and places of work.
