Opis:
A prototype for an operational ship routing Decision Support System using time‐dependent meteo‐oceanographic fields is presented. The control variable is ship course, which is modified using a directional resolution of less than 27 degrees. The shortest path is recovered using a modified Dijkstra’s algorithm. Safety restrictions for avoiding surfriding and parametric rolling according to the guidelines of the International Maritime Organization (IMO) are implemented. Numerical experiments tailored on a mediumsize vessel are presented and perspectives of development of the system are outlined.

Opis:
Situation awareness is the key element of the decision-making process. In navigation safety domain, monitoring, control, assessment of dangerous situations, support of operators of decision-making support system should be implemented in real time. In this paper we present the problem of situation awareness applied to navigation safety control. The paper considers existing models of situation awareness and ontology-based approach for maritime situation awareness. We introduce the situation concept using infons. Finally, we give an example how use these methods for design and creation of decision-support system for navigation safety control.

Opis:
One of the areas of decision support in the navigational ship conduct process is a Traffic Separation Scheme. TSSs are established in areas with high traffic density, often near the shore and in port approaches. The main purpose of these schemes is to improve maritime safety by channeling vessel traffic into streams. Traffic regulations as well as ships behavior in real conditions in chosen TSSs have been analyzed in order to develop decision support algorithms.

Opis:
A ship’s autopilot adjustment is a matter of utmost importance since it affects its safety, command as well as fuel and time efficiency. A number of methods have been developed in order to cope with this issue usually based on models that simulate the weather conditions and adjust the device accordingly. Some of them have a considerable degree of success but none dealt with the problem completely. The main obstacles are the difficulty of simulating the infinite weather and loading conditions and to properly represent them with mathematical equations or rules. This paper describes a method of selecting the best out of a pre-existing set of configurations, taking into account any weather situation, loading condition and type of ship. Moreover, the selected configuration can improve itself during the entire life cycle of the vessel, since it fine tunes its properties for better results. This approach uses Case Based Reasoning as its core technology and is a part of a hybrid system that analyses and solves prefixed problems of maritime interest.

The paper introduces a visualization method that enables the navigator to estimate an encounter situation and choose collision avoidance manoeuvre if necessary. It is based on the CTPA method and offers new features: fuzzy sectors of forbidden speed and course values and the possibility to use any given ship domain. The method is fast enough to be applied in the real-time decision-support system.

Opis:
Ship collision risk index is the basic and important concept in the domain of ship collision avoidance. In this paper, the advantages and deficiencies of the various calculation methods of ship collision risk index are pointed out. Then the ship collision risk model based on complex plane, which can well make up for the deficiencies of the widely-used evaluation model proposed by Kearon.J and Liu ruru is proposed. On this basis, the calculation method of collision risk index under the encountering situation of multi-ships is constructed, then the three-dimensional image and spatial curve of the risk index are figured out. Finally, single chip microcomputer is used to realize the model. And attaching this single chip microcomputer to ARPA is helpful to the decision-making of the marine navigators.

The paper presents a model to coordinate the predictive-preventive maintenance process of Offshore Wind Farm (OWF) with optimal Vessel Fleet (VF) size support system. The model is presented as a bi-level problem. On the first level, the model coordinates the predictive-preventive maintenance of the OWF and the distributed Power System minimizing the risk of Expected Energy not Supply (EENS). The risk is estimated with a sequential Markov Chain Monte Carlo (MCMC) simulation model. On the second level the model determining the optimal fleet size of vessels to support maintenance activities at OWF.

The Maritime Safety Committee (MSC) at its 81st session decided to include, in the work programmes of the NAV and COMSAR Sub-Committees, a high priority item on "Development of an e–navigation strategy”. E-navigation is meant to integrate existing and new electronic navigational tools (ship and shore based) into one comprehensive system that will contribute to enhanced navigational safety and security while reducing the workload of the mariner (navigator). This paper describes present IT created to support navigational and administrative activities related to vessel movement and cargo transhipment. Direction of development of existing systems is drafted with reference to E-Navigation concept. Information sets available for the vessel in Polish Sea Areas are grouped.

Over the last decade the Global Positioning System has become a global, multifunctional tool which provides services that are an integral part of U.S. national security as well as the security of other highly developed countries. Economic development, transport security as well as homeland security are important elements of the global economic infrastructure. In 2000 the United States acknowledged the growing significance of GPS for civilian users and stopped intentionally degrading accuracy for non-military signals that are known as “Selective Availability”. Since then, commercial applications of satellite systems have been proliferating even more rapidly, and therefore, their importance in everyday life has greatly increased. Currently, services that depend on information obtained from the Global Positioning System are the driving force behind economic growth, economic development and the improvement in life safety. This economic development would not be possible without the financial and political support of the US government to maintain the operation of the GPS system. Therefore it is important to have knowledge about the intentions of the US government how system GPS will be developed in the future. Decisions taken in the last 3 months are the subject of this article.
