Opis:
A prototype for an operational ship routing Decision Support System using time‐dependent meteo‐oceanographic fields is presented. The control variable is ship course, which is modified using a directional resolution of less than 27 degrees. The shortest path is recovered using a modified Dijkstra’s algorithm. Safety restrictions for avoiding surfriding and parametric rolling according to the guidelines of the International Maritime Organization (IMO) are implemented. Numerical experiments tailored on a mediumsize vessel are presented and perspectives of development of the system are outlined.

Opis:
In this paper, a general framework for modelling stochastic service curves for communication networks is presented. It connects with each other two approaches to the traffic analysis and performance evaluation of communication systems, namely, the one which is called a deterministic network calculus with its stochastic counterpart. Thereby, it enables to treat any communication traffic in a consistent way. Further, as we show here, it enables also achieving new results. Derivation of the above model is presented in details in this paper. Finally, some hints are given how the method presented in this article could be applied in maritime telecommunications area.

Opis:
LitPOS (Lithuanian Positioning System), the network of continuously operating GNSS (Global Navigation Satellite System) stations, became operational in July 2007. It provides data both for real-time and post-processing applications. LitPOS stations cover the whole territory of Lithuania. There are 31 of LitPOS GNSS stations in total network. Also LitPOS network includes 3 ASGEUPOS (Poland) and 6 LATPOS (Latvia) stations. LitPOS network data processing and analysis of station’s velocities was done using Bernese 5.2, TSview and CATREF programs. Results of analysis show that North/East velocities of the LitPOS stations are very homogeneous what leads to the conclusion that there are no any significant horizontal deformations of Earth’s crust in the territory of Lithuania. Up components of LitPOS stations velocities fit very well to vertical movements of Earth’s crust as described by the land uplift models of Fennoscandia.

Opis:
This paper presents ideas for creating and developing Interactive Navigational Structures (IANS) by using satellite systems. The author of the present paper introduced the concept of IANS into the literature in 2004 (Czaplewski, 2004). The paper presents the possibility of adapting the contemporary methods of robust estimation that are used in geodesy for the purpose of performing selected marine navigation tasks. IANS utilise modern M-estimation methods. Interactive structures can assist human beings in carrying out special tasks at sea, for example, in identifying objects at sea and on land without the need to approach them. Moreover, these structures can also be used in the process of navigation carried out by underwater vehicles or unmanned watercraft. This paper presents the mathematical methods that are essential for creating IANS. The theoretical assumptions are illustrated with an example of how IANS can be used while performing a typical navigation task. The paper closes with information about research studies which deal with the practical aspects of using this set of mathematical methods.

A conceptual model is proposed to monitor marine traffic through precautionary areas, which can provide us with a systematic control of passage planning in ports. On one hand, vessel traffic control has its special features and is fundamentally different from highway, air and pedestrian traffic control. The existing traffic control systems cannot be simply extended to vessel traffic control without addressing marine traffic features. On the other hand, existing vessel traffic control focuses on one ship or two ships but does not address the flows of marine traffic.

Opis:
Vessel traffic flow is a key parameter for channel-through capacity and is of great significance to vessel traffic management, channel and port design and navigational risk evaluation. Based on the study of parameters of characteristics of vessel traffic flow related to channel-through capacity, this paper puts forward a brand-new mathematical model for one-way channel-through capacity in which parameters of channel length, vessel arrival rate and velocity difference in different vessels are involved and a theoretical calculating mechanism for the channel-through capacity is provided. In order to verify availability and reliability of the model, extensive simulation studies have been carried out and based on the historical AIS data, an analytical case study on the Xiazhimen Channel validating the proposed model is presented. Both simulation studies and the case study show that the proposed model is valid and all relative parameters can be readjusted and optimized to further improve the channel-through capacity. Thus, all studies demonstrate that the model is valuable for channel design and vessel management.

Opis:
Typical approach to collision avoidance systems with artificial intelligence support is that such systems assume a central communication and management point (such as e.g. VTS station), usually located on shore. This approach is, however, not applicable in case of an open water encounter. Thus, recently a new approach towards collision avoidance has been proposed, assuming that all ships in the encounter, either restricted or open water, communicate with each other and negotiate their maneuvers, without involving any outer management or communication center. Usually the negotiation process is driven by the collision avoidance software and called auto-negotiation. This paper elaborates on data acquisition problem in case of the maneuver auto-negotiation. It focuses on ships' initialization in the system and data gathering.

Safety level analysis is included in the paper in context of SWIM system in air traffic management. The example is given. It examines the limitations and drawbacks of current ICT systems used for air traffic management. Analyzing the development of communication systems for the management of general air traffic, it can be concluded that the development of the terrestrial segment of the exchange of information between the parties relating to the air traffic will fluctuate towards a solution based on a service-oriented architecture SOA. This architecture will be the basis for the implementation of the concept of an information exchange system SWIM.

Ship navigation and operational activities at sea need meteorological and hydrographic information to enhance safety and efficiency. Besides observations collected from deployed data buoys, marine meteorological information services rely on weather observation reports from ships to increase the data density and thus service quality. Automatic Identification System (AIS), adopted internationally to facilitate ship-ship and ship-shore data exchange, has developed into communication links between ship/shore and buoys with many potential applications. This paper presents AIS applications designed and implemented for marine meteorological information services in a long-term project initiated by the Central Weather Bureau of Taiwan. Achievements of this initiative include: versatile service delivery via shore-based AIS network to shipborne application platforms such as smart phones, remote controllable moving weather data collection, and assisted sharing of weather observation reports from ships. Typhoon forecast and warning is one of the key applications implemented for this region.

It is proposed the description of interface for VHF/MF/HF for simplification of DSC communication for implementation in the frame of conception developments in GMDSS services, applied to Maritime Mobile Services. This interface is realized within its integration with INS by an appropriate way on the base of common communication protocol for all three DSC communication sub bands in standardized and harmonized format and significantly simplifies the DSC user interface. It is very important for application in Maritime services, including GMDSS services, VTS services and SAR service. Suggested approach for improving DSC communication is based on the three main outputs of e-navigation strategic direction development related to the integration of communication and navigation equipment/systems, including standardized mode of operation. Implementation of the standardization demands to include in this integration the satellite AIS system. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents.
