Opis:
This paper is dedicated to an overview of components of an onboard control system of an autonomous ship. This system controls and operates the ship. Therefore, this system needs to be able to analyze the ship’s state, predict its future development and analyze the consequences of its own decisions. The paper focuses on software aspects of the onboard control system, not the hardware. The paper provides an overview of technologies that can be used to implement the components of such a system responsible for planning new routes, handling the ship during the voyage, ensuring its seaworthiness and safety during the voyage, monitoring an autonomous ship from an onshore control centre, ensuring the robustness of the onboard control system, and collective operations of multiple autonomous ships. The paper describes benefits the maritime industry would gain from deploying some of the technologies developed for autonomous ships on ordinary, human-controlled ships. The paper also describes some challenges, especially in the field of automatic decision and reasoning, arising from the emergence of autonomous and smart ships. The main contribution of the paper is that it summarizes existing research in different areas of autonomous ship technology.

The Maritime Safety Committee (MSC) at its 81st session decided to include, in the work programmes of the NAV and COMSAR Sub-Committees, a high priority item on "Development of an e–navigation strategy”. E-navigation is meant to integrate existing and new electronic navigational tools (ship and shore based) into one comprehensive system that will contribute to enhanced navigational safety and security while reducing the workload of the mariner (navigator). This paper describes present IT created to support navigational and administrative activities related to vessel movement and cargo transhipment. Direction of development of existing systems is drafted with reference to E-Navigation concept. Information sets available for the vessel in Polish Sea Areas are grouped.

Opis:
This paper aims to introduce GIS, its definition, principle, application in any discipline particularly maritime, its process, data sets and features and its benefits to maritime and universities. Specifically, the paper intends to provide an overview of its wide applications in maritime including but not limited to marine transportation, marine environment, port management and operation, maritime education and training (MET) and maritime research. GIS simplest task is in mapping and visualization. But its most important function is in spatial analysis. Spatial analysis takes into account the location, geometry, topology, and relationships of geographic data, which lend itself to intelligent decision making. GIS is not just for researchers and students. GIS is especially useful for decision makers such as: managers, administrators, and directors of large and small projects. Scenarios are “seen” and analyzed even before events happen. To planners and decision makers, this is very important because they can assess the impact of events or scenario and may save a lot of time, effort, and money before implementing the actual project. An additional skill on GIS when learned or thought would certainly result to a technically competent maritime global workforce. The paper would provide ideas on possible areas for collaborations among TransNav member institutions for data sharing which may be processed and analyzed by a GIS specialist.

Opis:
Industrial processes’ control systems based on PLC controllers play today a very important role in all fields of transport, including also sea transport. Construction of control systems is the field of engineering, which has been continuously evolving towards maximum simplification of system design path. Up to date the time needed for system construction from the design to commissioning had to be divided into a few stages. A mistake made in an earlier stage caused that in most cases the next stages had to be started anew. Modern software allows for quicker implementation of system design. Available debugging systems allow for defect detection at an early stage of project implementation. Application of additional protective devices will allow for remote diagnosing of the equipment state and introducing changes (depending on authorities granted). The paper presents general characteristic of integrated software for implementation of complex control systems. The issues related to the software use for programming of the visualisation environment, control computer, selection of transmission medium and transmission protocol as well as PLC controllers’ configuration, software and control have been analysed.

This research features an overview of the available PLB technologies, their advantages, shortcomings and areas of their optimum application. A test of the locator transmitter emitting both 406 MHz AIS and 121.5 MHz signals was performed with a focus on tracking the homing 121.5 MHz signal. The efficiency of the homing signal was examined by using two separate radio locating systems. One of them comprised multi-purpose and widely available components and programs, while the other was a specialised radio beacon system with dedicated components. In addition to the results, their analysis and evaluation of efficiency, the paper discusses the applicability of the available PLB technologies and provides guidelines for adequate selection of the PLB devices and position indicating radio equipment.

The Electronic Chart Display and Information System (ECDIS) became the central navigational tool on modern ships. The system comprises numerous navigational and other components, each of them with its limitations and reliability. Due to ECDIS's revolutionary features, navigators are tempted to place excessive reliance on the system. Such reliance on it as a sole navigational aid is undoubtedly a problematic issue. The proposed paper is a segment of a systematically carried out research among ECDIS stakeholders. ECDIS EHO (Experience, Handling, and Opinion) research aims through research activities based on a user-centred approach to develop and improve the educational framework. The overreliance on the ECDIS system motivated the proposed research, which focused on system users' opinions and practice regarding confirmation of the accuracy of information displayed on ECDIS, particularly concerning positional sensors. Analysis of answers collected by the ECDIS EHO questionnaire represents a backbone of the research supported by previous achievements. The answers have been categorized and discussed, revealing certain worrying aspects referring to the system's positional error experienced by users. Furthermore, preferred methods of cross-checking ECDIS information have been identified and have differed among respondents based on their rank on board. Additionally, answers indicate certain doubts between users’ interpretation of the best confirmation method and the actual selection of the used method. The importance of cross-checking navigational data in avoiding overreliance and maintaining situational awareness has been presented in the conclusion chapter and the proposal for further work.

The article presents maritime radio communication issues being the subject of the World Radiocommunication Conference (WRC) meeting in 2019, including issues related to the modernization of Global Maritime Distress and Safety System (GMDSS). The preparation process for WRC-19 have been presented. The discussed issues were described from the substantive side as well. Finally, the position of IMO in relation to the maritime issues have been discussed. Some aspects of the World Radiocommunication Conference meeting in 2023 (WRC-23) were also presented.

The International Hydrographic Organization’s (IHO) [1] Transfer Standard for Digital Hydrographic Data S-57 [2] standard has been in force for more than a decade, and has successfully been used for official ENCs adopted by Hydrographic Offices around the world and by navigation equipment manufacturers. Additionally S-57 has been used for many additional purposes. However S-57, and especially the administration of the standard, has also experienced limitations. In 2010, IHO released the next generation hydrographic standard called S-100 Universal Hydrographic Data Model [3]. A move that will open up the door to new possibilities to existing S-57 users and potentially broaden the use of IHO standards in the hydrographic community. This paper will try to explain why an S-57 replacement was needed and give examples on some possibilities with S-100 and its derived product specifications such as S-101.
