Opis:
The architecture of wide-band synchronous automated systems of data communication (ASDC) enables utilization of high accuracy measurement of the signal reception times to relative navigation in the network. In this contribution an operation analysis of such systems in the relative navigation mode is conducted. The accuracy and possibilities of the utilization of these systems were examined by modeling in air navigation.

In paper the functional requirements and the radiocommunication services of Global Maritime Distress and Safety System (GMDSS) in respect of the E- Navigation has been described. Some aspects of the improvement of GMDSS equipment and the utilization of the improved GMDSS as a data communication network for E-Navigation has been presented. The items relating to technical improvement of the GMDSS which should be considered as one of the discussion on the strategy plan of E-Navigation was given.

The objective of this paper is to highlight the needs for improved access to high quality maritime data and information in the Arctic, and the need to develop maritime communication infrastructure with at least the same quality, in terms of availability and integrity, as in other more centralized areas. The foreseen Arctic ice meltdown is expected to provide new maritime transport corridors within relatively short time, and there is an urgent need to prepare for this, to ensure safe operations at sea and to protect the vulnerable Arctic environment. This paper points out some of these needs by presenting a case from a former accident in the Arctic sea. The case shows how the lack of proper information and data complicates the emergency operation. Some possible solutions to the challenges are proposed, and finally the paper briefly discusses the IMO e-Navigation concept in light of the Arctic challenges.

The article presents maritime radio communication issues being the subject of the World Radiocommunication Conference (WRC) meeting in 2019, including issues related to the modernization of Global Maritime Distress and Safety System (GMDSS). The preparation process for WRC-19 have been presented. The discussed issues were described from the substantive side as well. Finally, the position of IMO in relation to the maritime issues have been discussed. Some aspects of the World Radiocommunication Conference meeting in 2023 (WRC-23) were also presented.

Today, a significant number of quite advanced technology applications support safety at sea. To the dismay of the maritime industry, the manifestation of passengers during an evacuation scenario/case has not followed a similar path of improvement, when compared to the counterpart Life Saving Appliances (LSA) Code. Embarkation and muster proceedings are still following the similar approaches that were established during the early 1900s. There have been relatively few advances in these procedures; most often, they include manually checking-in the passengers on electronic systems, along with “on the spot” completion of check-off lists and passenger counts, allowing for an influx of potential error by the concerned personnel. Furthermore, the rely and transmission of the manifest to a Maritime Rescue Coordination Centre (MRCC) is often associated with a considerable amount of time, or even involving secondary passenger counts, after the disembarkation event has been concluded. It is understandable that a vessel with limited people on-board (tankers, bulk carriers, container vessels, etc.) can effectively be abandoned in a matter of minutes, but what happens with vessels carrying a large number of passengers and more specifically those heavily engaged with cruising activities? This paper examines the creation of an electronic manifestation system that will be able to automatically record the passengers during lifeboat embarkation. This proposed system will employ the use of Near-Field Communication (NFC) and/or (Radio-frequency identification) RFID bracelets, that are already utilized within the cruise industry. It will record relevant passenger and crew data, upon their boarding on the designated lifeboat, through readers installed on the parallel sides of the entryway. The data will be displayed in electronic tablet devices to the lifeboat leaders, as well as to the Master of the vessel in real-time. This will allow for an accurate representation of the evacuation process in any given moment. Furthermore, a complete “snapshot” of that information can also be directly transmitted to the MRCC via an automated message and without any further human intervention, or even stored locally aboard the lifeboats used for the evacuation and the ship’s Vessel Data Recorder (VDR).

Preliminary Modernization Plan for the Global Maritime Distress and Safety System (GMDSS) have been presented. On the base of a current status of the GMDSS and the discussion on a modernization topic some aspects of the Modernization Plan for the GMDSS, both regulatory and technical nature, have been described. Future work on the Modernization Plan for the GMDSS have been discussed as well.
