Opis:
The aim of the paper is to present the concept of the integrated system dedicated for communication and remote operation of the unmanned aerial vehicle (UAV). In the paper the concept and realization of this kind of wireless communications system is presented. The system consists of two integrated solutions – unidirectional broadcast transmission of video, audio and data from UAV to the operators within the mobile command centre and two‐way communication with the telemetry and control subsystem. The systems are integrated within the single chassis and placed on the UAV to ensure proper operation of the flying robot. The specific elements of the system are presented as well as main requirements and connected with them development methods are also discussed in the paper.

The article presents the feasibility of implementation integrated digital and analog radio-communications systems in maritime and inland navigation at the RIS Center. Structure of the date transmission in the RIS system was characterized. Integration of the Iridium Satellite System into a Multifunctional Communication System for the RIS Centre was presented. This paper is dedicated to an overview of components of an onboard control system of an autonomous ship. This system controls and operates the ship. Therefore, this system needs to be able to analyze the ship’s state, predict its future development and analyze the consequences of its own decisions. The paper focuses on software aspects of the onboard control system, not the hardware. The paper provides an overview of technologies that can be used to implement the components of such a system responsible for planning new routes, handling the ship during the voyage, ensuring its seaworthiness and safety during the voyage, monitoring an autonomous ship from an onshore control centre, ensuring the robustness of the onboard control system, and collective operations of multiple autonomous ships. The paper describes benefits the maritime industry would gain from deploying some of the technologies developed for autonomous ships on ordinary, human-controlled ships. The paper also describes some challenges, especially in the field of automatic decision and reasoning, arising from the emergence of autonomous and smart ships. The main contribution of the paper is that it summarizes existing research in different areas of autonomous ship technology.

This research features an overview of the available PLB technologies, their advantages, shortcomings and areas of their optimum application. A test of the locator transmitter emitting both 406 MHz AIS and 121.5 MHz signals was performed with a focus on tracking the homing 121.5 MHz signal. The efficiency of the homing signal was examined by using two separate radio locating systems. One of them comprised multi-purpose and widely available components and programs, while the other was a specialised radio beacon system with dedicated components. In addition to the results, their analysis and evaluation of efficiency, the paper discusses the applicability of the available PLB technologies and provides guidelines for adequate selection of the PLB devices and position indicating radio equipment.

Opis:
In this paper, a general framework for modelling stochastic service curves for communication networks is presented. It connects with each other two approaches to the traffic analysis and performance evaluation of communication systems, namely, the one which is called a deterministic network calculus with its stochastic counterpart. Thereby, it enables to treat any communication traffic in a consistent way. Further, as we show here, it enables also achieving new results. Derivation of the above model is presented in details in this paper. Finally, some hints are given how the method presented in this article could be applied in maritime telecommunications area.

The article presents at e-Navigation strategy and implementation plan for RIS centres supporting inland navigation. The author describes the RIS centre system architecture and modules collaborating in the process of data transmission based on e-Navigation technologies. The functional requirements of e-Navigation strategies for distress communications procedures and ensuring the safety of inland navigation in compliance with the EU directives are described. The components of e-Navigation, which integrate state-of-the-art satellite and terrestrial radio communications systems in the process of effective and efficient management of navigational data transmission, are presented. The feasibility of implementation of e-Navigation strategies for the Multifunctional Communication System integrating digital and analog data processing systems in maritime and inland navigation are analysed. A technological model of the Maritime Navigation Cloud supporting data exchange in the e-Navigation system is put forward.

The architecture of wide-band synchronous automated systems of data communication (ASDC) enables utilization of high accuracy measurement of the signal reception times to relative navigation in the network. In this contribution an operation analysis of such systems in the relative navigation mode is conducted. The accuracy and possibilities of the utilization of these systems were examined by modeling in air navigation.

This paper is based on the PraC-MARENG project research and it aims to present the research outputs during the project implementation. The paper focuses on the results of the questionnaire analysis targeting to identify the causes of common communication problems on board in order to identify the best practices in using Maritime English. It contains a set of questions addressed to the seafarers in various ranks. In parallel, accidents caused by communication failures were selected and studied in each partner country (France, Turkey, Romania, Lithuania, and Slovenia). The partnership within PraC-MARENG will develop an online course for seafarers at various levels in order to provide practical and communication based learning and assessment materials taking into account the real conversations and accidents contributed by communication failures. The project will design a practical learning and assessment tool that provides the user with a genuine certificate for the newly acquired skills. This will be presented in a programme having a tailor made course. The learning will be organized on different phases (elementary to intermediate) to train seafarers working on different levels of command.

This paper introduces software solutions for communication, equipment control, and management of oceangoing ships for enhanced Global Maritime Distress and Safety System (GMDSS) network and equipment. This software controls all maritime transmission systems and integrates communications software at level of server and workstations. Equipment control software is used to control and maintained locally or remotely transceivers, transmitters, receivers and other hardware. Special management software is included to process, analyze and exploit the various types of information generated by GMDSS networks and equipment. This papers are also includes the concept of software solutions on radio and satellite GMDSS ship terminals, on radio and satellite GMDSS coast terminals, and as well as in GMDSS Cospas-Sarsat ground terminals. In addition, the cybersecurity system in GMDSS security management is also described in this paper.

The article presents maritime radio communication issues being the subject of the World Radiocommunication Conference (WRC) meeting in 2019, including issues related to the modernization of Global Maritime Distress and Safety System (GMDSS). The preparation process for WRC-19 have been presented. The discussed issues were described from the substantive side as well. Finally, the position of IMO in relation to the maritime issues have been discussed. Some aspects of the World Radiocommunication Conference meeting in 2023 (WRC-23) were also presented.

The satellite-based Automatic Identification System (AIS) system has continuously been developed by the shipping industry in recent years. This paper introduces the satellite-based AIS including the concept, the system structure, the development and its new applications. The Long Range Identification and Tracking (LRIT) system, which is mandatory to be required on certain classes of ships engaged on international voyages to report their position at least every six hours using onboard communication means however, has similar kind of function of ship monitoring with the satellite-based AIS system. Based on the basic introduction of the LRIT system, this paper presents the comprehensive comparison between satellite-based AIS and LRIT in terms of the ship’s cost, the communication scheme, the monitoring coverage, the information details and the information creditability. The conclusion that the satellite-based AIS should be encouraged to effectively play a complement role to the LRIT system is advanced in the paper.

Digital selective calling (DSC) has a certain drawbacks, which have led to the fact that it is practically not used in address radio communications. Attempts to improve it only within the DSC system itself did not lead to any noticeable results due to neglecting of real user needs. The article proposes an approach to improve the user interface of DSC based on the integration of VHF MF/HF DSC equipment with the INS within the three main outputs of strategic direction of e-navigation development related to the integration of communication and navigation systems and, in particular, the S-mode. This approach allows us to significantly simplify the DSC user interface, based on the standardization of DSC integration for all three VHF MF/HF communication sub bands. For implementation such standardization an additional inclusion into the integration a satellite AIS system should be done. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents. The possibility of increasing the cyber security level of AIS messages in this interface is also considered.

Every type of training can be improved. Trying to find ways to do so is a continuous process. The identification and implementation of the most effective of those can only be adequate to the changing environment in case of objective review, comparison and analysis. This paper discusses some approaches whose adoption can lead to the enhancement of the training for radio operators for working in tactical net-works for the Navy. It also shares some experience from the implementation of such methods when training cadets at the Bulgarian Naval Academy.

Nowadays shipping industry has problems such as reduction of mariners, aging of mariners, and labor expenses. To solve the problems, One Person Bridge Operation was developed as navigation supporting system. However, One Person Bridge Operation remained technological problems and one man error. Therefore, in this study, telexistence on a ship was proposed by using satellite communication. Telexistence on a ship is a concept of maneuvering between land and ship with at least two mariners such as navigation officer and helmsman. Navigation officer works on ship as usual and helmsman supports ship from land. In this paper, remote maneuvering system was developed as the first step of telexistence on a ship. For evaluating the effectiveness, ship experiment was carried out. From the result, navigation officer and helmsman could alter ship’s course to 20 degrees within 60 seconds and less than 5% overshoot in the proposed remote maneuvering system.

Safety level analysis is included in the paper in context of SWIM system in air traffic management. The example is given. It examines the limitations and drawbacks of current ICT systems used for air traffic management. Analyzing the development of communication systems for the management of general air traffic, it can be concluded that the development of the terrestrial segment of the exchange of information between the parties relating to the air traffic will fluctuate towards a solution based on a service-oriented architecture SOA. This architecture will be the basis for the implementation of the concept of an information exchange system SWIM.
