Opis:: This paper presents the key assumptions and preliminary research on an integrated system called ESABALT, for enhancing maritime safety, which incorporates the latest technological advances in positioning, e-Navigation, Earth observation systems and multi-channel cooperative communications. The most novel part of the ESABALT concept, however, is a focus on user-driven crowdsourcing techniques for information gathering and integration. The system will consist of a situational awareness solution for real-time maritime traffic monitoring via utilizing various positioning technologies; an observation system of the marine environment relevant to transportation and accidents including assessing the sea ice, oil spread, waves, wind etc.; and a methodology for context-aware maritime communication with cooperative, multi-channel capabilities. The paper presents the intelligent, novel, user-driven solution and associated services developed in ESABALT for enhancing the maritime safety in the whole Baltic area.

Opis:: The objective of this paper is to highlight the needs for improved access to high quality maritime data and information in the Arctic, and the need to develop maritime communication infrastructure with at least the same quality, in terms of availability and integrity, as in other more centralized areas. The foreseen Arctic ice meltdown is expected to provide new maritime transport corridors within relatively short time, and there is an urgent need to prepare for this, to ensure safe operations at sea and to protect the vulnerable Arctic environment. This paper points out some of these needs by presenting a case from a former accident in the Arctic sea. The case shows how the lack of proper information and data complicates the emergency operation. Some possible solutions to the challenges are proposed, and finally the paper briefly discusses the IMO e-Navigation concept in light of the Arctic challenges.

Uchida-Kraepelin performance test
Opis:: First, we especially focused on Uchida-Kraepelin performance test (hereinafter, referred to as UK-Test) in order to check the ability of non-technical skills of the officers in charge of a navigational watch (hereinafter, referred to as OICNW). UK-Test is one of the psychological test for understanding the personality. In this paper, we considered whether UK-Test is effective methods for OICNW in order to check the ability of non-technical skills using UK-Test results and collision avoidance manoeuvre experiments results on the ship handling simulator (hereinafter, referred to as the simulator). Specifically, we analysed the correlation between UK-Test results and collision avoidance manoeuvre experiments results on the simulator. We also created the collision avoidance scenario that required a lot of the ability of non-technical skills as OICNW, and evaluated the ability of non-technical skills of OICNW.
