Opis:
Organization of the dredging works is a multi-faceted issue. The management of the dredging process varies according to the location and it mostly depends on local conditions (Żak, 2014). The paper presents the results of the expert survey which was structured on a questionnaire concerning the dredging techniques in harbours. Respondents, that take part in the research, were experts from different nations, working at the management levels in the enterprises associated with the dredging branch. The aim of the proposed research was to support the selection of the appropriate dredger, the preparation of optimal work technology and the verification of strategic decisions affecting entire project. Taking everything into consideration the author proposes to use the expert survey as a technique to support the decision-making process. It enables to take advantage of the wide knowledge and experience of experts to create the most suitable dredging project.

Opis:
This paper presents the idea of using machine learning techniques to simulate and demonstrate learning behaviour in ship manoeuvring. Simulated model of ship is treated as an agent, which through environmental sensing learns itself to navigate through restricted waters selecting an optimum trajectory. Learning phase of the task is to observe current state and choose one of the available actions. The agent gets positive reward for reaching destination and negative reward for hitting an obstacle. Few reinforcement learning algorithms are considered. Experimental results based on simulation program are presented for different layouts of possible routes within restricted area.

Situation awareness is the key element of the decision-making process. In navigation safety domain, monitoring, control, assessment of dangerous situations, support of operators of decision-making support system should be implemented in real time. In this paper we present the problem of situation awareness applied to navigation safety control. The paper considers existing models of situation awareness and ontology-based approach for maritime situation awareness. We introduce the situation concept using infons. Finally, we give an example how use these methods for design and creation of decision-support system for navigation safety control.

Previous research in the domain of maritime energy efficiency has mainly addressed concerns regarding individual experiences and organizational barriers. Reflection on the reciprocal human-technology relationship, interaction design and its impact on the practitioners’ learning and organizational decision-making process is rather scarce. Informed by focus group interviews, this paper describes the essence of practitioners’ activities and the nature of interaction design and proposed improved design for energy efficiency monitoring systems. Findings suggest knowledge sharing for a mutual understanding onboard ships is critical to energy efficiency. Learning can go beyond the embodiment of individual cognitive change but becomes a collective and collaborative achievement mediated by technology, which informs opportunities for interaction design. The design needs to consider the context in which knowledge mobilisation occurs and facilitate collaborative learning. With more intelligent systems introduced to the shipping industry, it is important to consider the impact of mediating technologies in management practices and mediating technologies can be integrated into a broader collaborative learning paradigm emerging between the ship and shore. This study highlights those social-cultural dimensions important to establishing a common ground between practitioners, management and advanced technologies.

a statistical study is carried out on the basis of information of marine traffic accidents occurred from 1996 to 2005 on the Bohai Sea. The time distribution and geographic distribution of the marine traffic accidents, as well as the relationships between the accidents and weather condition, type of accidents area, accident category, size of ships are analyzed, which provide references for adopting safety decision-making and take relative precautionary measures to avoid and decrease occurrence of accidents.

Opis:
The paper introduces the positional cooperative and non-cooperative game of a greater number of met ships for the description of the process considered as well as for the synthesis of optimal control strategies of the own ship in collision situation. The approximated mathematical model of differential game in the form of triple linear programming problem is used for the synthesis of safe ship trajectory as a multistage process decision. The considerations have been illustrated an example of program computer simulation to determine the safe ship trajectories in situation of passing a many of the ships encountered.

Occupational accidents on board criteria determining is a challenging procedure in shipping industry as the ideal safety ship management strategy depends on many factors involving in shipping transportation There are many legislations, agreements and practices to obtain series of security measures in order to ensure safety and security of seafarers. Causes of on-board occupational accidents need to be evaluated in a correct manner to regulate more functional practices and also to lower the on-board accident rates. However, causes of on-board accidents can be extremely complex. Therefore, scientific methods should be used to evaluate the causes and to determine the measures to be taken. The evaluation of the parameters is of great importance for the future of the maritime sector and in terms of development. In this study, factors have been identified that lead to seafarers? occupational accidents on board and we tried to present alternative solutions which can be applied on this issue. Severity of the reasons that led to the accidents and their relationships with each other are identified to be able to sort through the alternative solutions with a model using the fuzzy AHP (Analytic Hierarchy Process) method approach. Results of the study revealed that the most important criteria for the occupational accidents on board criteria selection are respectively; human factors, lack of management, ship-borne troubles, cargo troubles and environmental factors.
