Insufficient participation of young people is a major problem occurring in the field of administrative law. This article is devoted to the analysis of national and international legal regulations in the field of youth participation in public life.The basic assumption of the analysis is that the youth has great potential, which is not used. Given the right opportunities and tools, young people are able to diversify and raise public discussion on the functioning of the city and the region. But the activity of young people in local and regional life depends on the commitment of local authorities to provide appropriate instruments to enable them to take action. If young people have the right tools and enjoy the appropriate conditions for getting involved, they are able to realize a number of innovative projects noticeable even abroad. At a time when young people have a sense of real possibility to change their immediate environment, they are getting even more involved in the public life of their region.

Opis:
Due to amalgamation of Polish and EU systems, the shape of many public policies in the country is the consequence of decisions taken within the EU – but what is more important – with participation of Poles. Complexity of the challenges ahead demands making decisions that the society shall feel are acceptable, or even proceeded with their co-authorship. Relevantly high degree of cooperation, co-decision making and shared responsibility – between executive and legislative power and non-public entities, within political decision making, is important in order to get as properly stable as possible standpoint of Poland, and for efficient implementation. Because of that, the aim of this analysis is the search for the answer to the question whether within challenges that await the EU, we may find those, that will lay especially in the field of interest of Polish non-public entities. In addition – is it justified (and to what extend) to include in such cases those entities into processes of working out standpoints of Polish officials. With such a research objective a thesis is being advanced, that in Poland awareness of EU functioning mechanisms, but also the level of inclusion of non-public entities into political decision making, is little and in face of challenges awaiting the union it is necessary to raise it.

Opis:
The article presents three key elements involved in е-participation of citizens in public affairs. Firstly, e-information – information on the government web sites that is of interest to the community. Secondly, e-consultation – mechanisms and tools of online discussion on socially significant problems. Thirdly, e-decision making – the consideration of the contribution of online citizens in the decision-making process, providing continuous feedback. Moreover, the article presents the challenges that rise from implementing them, as well as the benefits that they bring. The most important among these benefits are: strengthening the democratic legitimacy of the authorities, improving the regulations adopted by legislative bodies and decisions made by the executive, more efficient processing of documents and their distribution among the interested parties, and increasing the level of compliance with the established rules.
