Opis:
The key aspects of the state policy of Ukraine are considered in the context of the development of the civilizational challenges of the present day and the requirements of ensuring national safety. Separate attention applies on determination of role of national political class in realization of public policy in area of modernisation transformations. After all, the readiness of the national political class to implement the reform program of the systemic transformation of the state and society is one of the determining factors of the success of the state policy. The author argues that the emergence of a consolidated political class, which clearly recognizes national priorities and is able to defend and defend national interests, is an urgent need for the present and future for Ukraine. In the context of the coverage of the studied issues, the peculiarities of the institutional design of the Ukrainian state and its influence on state policy were determined. It is stressed that despite the tangible democratic progress of recent decades, the threat of an increase in autocratic and authoritarian tendencies in state policy, on the one hand, and the weakening of those already shaky germs of forms of direct democracy (for example, participation democracy, self-governing forms of organization citizens), without the development of which it makes no sense to speak about the modernization potential of the state policy of modern Ukraine. For example, the real political state of the basic state and social institutions, the domination of informal rules of the game on the political field, allows us to characterize the state of the political system of Ukraine today and its separate political institutions as hybrid. One of the examples of successful implementation of the state policy of modernization of the Ukrainian state can be considered a gradual transition to the e-governance system. E-Governance refers to innovative state policy and government technologies that are designed to ensure the effective implementation of the three functions of public policy - information, communication and participation. Therefore, the active introduction of e-governance is not just time requirements; it is the approximation of state policy to modern standards of democratic, modernized state-political control. However, it should be noted that the proliferation of e-governance entails tangible threats to the national state and national security. Let’s say the threat of violation of sovereignty. In a geopolitical situation in which Ukraine emerged after 2014, such a threat is not only virtual, but quite tangible, which puts forward special requirements to the system of state policy both at the personalized and institutionalized levels of functioning. Under such conditions, one of the main tasks of state policy is to create a reliable system of cybernetic protection of state sovereignty and national security of the country, which would maximally protect the Ukrainian state and Ukrainian citizens on the institutional and personal levels, respectively. On the other hand, an e-governance system that would be able to organically integrate into the system of global e-communication should be developed, pushing the Ukrainian state into a group of countries - pioneers of the total internetisation of the state and society. Further research on this issue should be concentrated, among other things, as the author believes, in the development of models for reviewing the principles of state policy in Ukraine in the context of the deployment of the integration of the national state into a globalized world political process.

Key theoretical and methodological approaches of foreign and national scholars towards the understanding of the essence of «political person» in the ancient discourse are investigated in this article. The role of the politics in the process of the ancient state building and its influence on the formation of the notion of «political person» is analyzed. It is defined that the development of the political organization of the society, human pursuit of collectivity and sociality contributed to the participation of people in the politics. The definition context of the human problem in the age of antiquity outlines the importance of such categories as «spirituality» and «morality» as the key principles of social life conceptualization and the regulators of human behavior, which is governed by rational and irrational norms. The notion essence of «political person» and characteristic aspects of the meaning formation are studied. Human participation in political affairs of the ancient Greece and ancient Rome states is described separately. Various interpretations of the concept of political person are presented. Much attention is paid to the anthropocentric world view of Aristotle, especially his concept of man as a «political animal». The key role of the state in the process of the formation of a political person that became the main actor of the political arena of the polis life is emphasized. It is shown that outside of the family unit there is political space, which is formed with the «spirit» of liberty and publicity. The article researches in details the peculiarities of democratic form of government of the ancient Greece as well as reveals the advantages and disadvantages of the purposive involvement of the citizens into political life. It is stated that such political process on one side formed an active political actor and on the other – political career of the Athenian citizen took all of his life space. The reasons and process of the state building concentrating on the social part of human nature are studied and analyzed. The main features of anthropocentric conception of the ancient thinkers are studied; the key criteria for distinction of an animal and a human being are highlighted. The article defines and analyzes three main characteristic features that distinguish a human being from living creatures: sociality, intellect and language. The influence of the latter on the development of the state as an «institutional reality» built with words and symbols is proved. The article emphasizes the considerable significance of the communication and political discourse as crucial characteristics of a citizen that determine his political activity. The language is viewed as an art of relations and inseparable method of nonviolent political actions. In modern politological discourse there formed a tendency to define Athenian democracy as «the most conversable» state form. «Language» and «action» as two forms with political status are described separately. The article formulates synthetic definition of the concept of political person, considering the peculiarities of human essence interpretation in ancient discourse. The factors directly or indirectly influencing the definition of the notion «political person» has been described. It is emphasized that the interpretation of the essence of the human of the ancient times is based upon the definition of a person as a social, governmental and political being. In the process of the research it is defined that the notion of «political person» is a complex conceptual model that is formed with such essential features as «socializing person», «ideal citizen», «personality of law», «friendly being».

In 2013, Ukraine’s geopolitical choice was in the centre of attention of the whole world, began to take a significant part of the information space. For the authorities of the neighbouring states, it is important to know what is happening in Ukraine and, if possible, influence on situation. After the Revolution of Dignity, the annexation of the Crimea by the Russian Federation and the initiation armed conflict in the Donetsk and Luhansk regions, Ukrainian society must understand the political stance of Russia towards Ukraine. Also no less important is the position of the Republic of Poland regarding Ukraine, since it was this state until recently was considered the main advocate of Ukraine in the European Union. Information component of the foreign policy of the states in the XXI century has a decisive influence on the formation of public opinion, the position of international institutions, international relations, the image of society and the state in the world. The purpose of this article is to find out the goals of the information policy of the presidents of Russia and Poland concerning Ukraine in the period 2014–2017. The article shows: the essence of the concept of «information policy»; the existing characteristics of the information policy of Russia and Poland concerning Ukraine; the positions of the presidents of Russia and Poland concerning Ukraine, which were published on their official sites; similarities and differences in the positions of the Russian and Polish presidents toward to Ukraine. Having analyzed the public statements of the presidents of Russia and Poland concerning Ukraine in 2014–2017, the author finds some similarities and differences. For example, the Russian president, as a rule, tell about Ukraine and Russia’s role in issues related to Ukraine, while Polish presidents usually speak about Poland and Ukraine, focusing on Polish-Ukrainian relations. The Russian authorities, in the person of its president, divide Ukraine into power and people (the power is bad, the people need help). For the Polish authorities, at least until recently, in the official speeches of the presidents it was about Ukraine as a single whole (the people and the power that this people elected). In addition to the geopolitical interest of Russia and Poland to Ukraine, Russian authorities often tell about their economic interests in Ukraine; Poland authorities – about security issues (the dependence of the security of Poland and Europe as a whole on the situation in Ukraine). Russian authorities call the Ukrainian nationalists guilty of worsening Russian-Ukrainian relations. The Polish authorities also lately actualized the discussion of the activities of Ukrainian nationalists in the first half of the twentieth century. This issue has recently been the basis of modern PolishUkrainian relations. The comparison of the theoretical definitions of the concept of «information policy», which was presented at the beginning of the report and the practical aspects elucidated in the process of analyzing the public statements of the presidents of the two states in 2014–2017, gives possibility to formulate another conclusion. The information policy of the Polish president is more in line with the definition – the promulgation of the official position of the president of the state, informing the society of the goals and plans of activity, and attempts to obtain public support. Instead, the information policy of the Russian president, or rather the information geopolitics, is more oriented towards the use of technologies of information and psychological influence on the individual and mass consciousness in order to form the necessary public opinion, behaviours that will meet the goals defined by the authorities.

The situation in the east of Ukraine actualized issues of the state security. The attempts to identify subjects of public policy, who influenced on reduce level of national security of Ukraine, are made in this article. The author considered different approaches to the definition of public policy, kinds of its subjects. Scientists understand public policy as a state policy; as society policy, which protects the society interests; associate it with transparent policy; define it as statements and activities of politicians who were promulgated. Different definitions of the public policy research showed that it depends on scientific interests of the researcher. For example, specialists of administrative law usually identify public policy with state policy, and therefore understand it as a program and activities of the state authorities. In the same time political scientists consider public policy widely, as programs, activities, power struggle of different political and social actors, whose ideas are promulgated and it can become part of state policy. Public policy is a very dynamic phenomenon in the modern world and has many features in each country. Transformation processes in different spheres of social life are still occurring in Ukraine. There are still no established mechanisms through which state policy can be formed and realized. Social and political forces use different ways of influence on decision-making by state authorities. Thus public policy in Ukraine do not need to be identified only with the state policy («American tradition»), but it need to be understood as a purposeful activity of active representatives of state authorities, social and political forces that have a clear goal, spread their ideas in society and try to implement it through legislation («European tradition»). The author offers subjects of public policy to divide into external and internal. Representatives of power of another state (states) and international political and social forces are external subjects of public policy. Representatives of state power, political and social forces of the same state (or one political union) are internal subjects of public policy. Expressions, statements, activities of representatives of Russian Federation (external subjects of public policy), which influenced on reducing level of national security of Ukraine, are given in this article. Also there are showed the list of subjects, who according to Ukrainian legislation, should detect and prevent threats to national security. Instead of this internal subjects of public policy made statements and accepted the legal acts that contained threats to the national security of Ukraine. The author noted the problems that became public reasons for conflicts in Ukraine. External and internal subjects of public policy mostly used the ethnic, linguistic and religious contradictions of Ukrainian society to reduce the security of t he state. Influence external and internal subjects of public policy on Ukraine security were powerful. Deliberate and well organized their activity was conducted in several directions and contained different ways: 1) forming of anti-Ukrainian ideology; 2) creating organizational structures which must spread this ideology (political parties, associations, and even religious organizations); 3) searching supporters of this ideology among representatives of state authorities; 4) implementation of main provisions of ideology in state policy; 5) adoption of legislation corresponding to this policy. This practice, according to the author, suggests that public policy is neutral notion. It doesn’t mean that this policy is created and implemented for benefit of society. This qualitative characteristic can be used only for some kinds of public policy, when its aim really is provide interests of society.

The public policy is a modern concept of political science which has appeared in the middle of the XX century and there is in a condition of continuous updating that specifications. In search of the universal definition of public policy authors are guided generally by philosophical and axiological, spatial and functional options of a scientific explanation of this phenomenon. Philosophical and axiological definition of public policy since Renaissance defined key problems which became the subject of the analysis for modern researchers of this direction. Philosophical reflections on a concept of the fact what is "public", "private", "sphere" and so on. have laid the foundation of a meta-analysis of studying of public policy and have defined conceptual borders for further theoretical searches. Functional interpretation of category "public policy" is rather wide and versatile it is provided in works of researchers of many methodological approaches and theories which connect it with the decision-making process and political and managerial processes. Managerial measurement of public policy allows determining intuitional and technological capabilities of actors of the political process in making public decisions. Close connection of a policy and the state conformable with the ideas of representatives of institutional and neoinstitutional approaches that considered a public policy both as dependent and as independent variable at the same time at the center of scientific research permanently there was an analysis of communication of institutes and society. The criticism of neoinstitutionalism led to a defensive line of authors of this direction and, as a result, before the appearance of new theories in 90's of the XX century, which explain a concept of a public policy taking into account the current trends. First of all, it concerned a study of new institutes and a new role of traditional political institutes in formation of a public policy. The system theory has brought adjustments in essence of the characteristic of public policy. According to the logic of system approach, the modern public policy is complete, dynamic system which is independently updates, organizes and develops. It consists of the interconnected and interacting elements which unite in steady unity with the external environment by means of many factors and conditions of interaction with external. Inclusion by scientists of different schools in the analysis of public policy of such actors as groups of interests, civil society, expert-analytical communities, political parties, has allowed to detail the considered concept. Display in a concept of public policy of not hierarchical communications and structures has become possible because of coalition approach and the theory of political networks. The public policy by means of the theory of networks is considered as concrete types of mediation of interests of different actors (state і non-state) and as the specific form of government. Use of reality of public policy by means of a spatial concept gives the chance to analyse different types of interactions of the individual and collective actors both institutionalized, and not institutionalized in the course of implementation of the power and influence on it in specific political environment which is a complicated developing system with it's ow laws and borders. The public space at all levels (global, regional, national) is constantly changeable structure which is formalized and filled with meanings under the influence of actors. As a result of the retrospective analysis of approaches which operationalize public policy was provided the author's vision of this phenomenon. Public policy is understood as the reasonable interaction of the public actors (institutionalized and not institutionalized, formal and informal) which by means of own resources, functional mechanisms, cultural and valuable and precepts of law, have an opportunity to reveal, implement, analyze and control valid socio-political problems. Since 90's of the XX century, scientists adapt conceptual sense of public policy of the national contexts on the basis of that experience of the state and cultural and valuable changes. The main problem, in this case, is that the above-stated categories not always answer the contents, especially in the conditions of transitional systems. For formation of idea of essence of public policy in the transformed countries it is necessary to use such explanations of these categories which would consider absence of full-fledged civil society and communication between all actors of political process. Specification of categories according to political reality can be the way out. So, the concept public policy is permanently transformed because of changeable political reality that puts representatives of different schools of sciences before a problem of fixed search of new explanations of its content. For the objective reasons, the methodology of political science appeared incapable of giving the answer to a question independently: what is public policy? This opportunity appears only on condition of participation of such sciences as economy, sociology, managing sciences, state administration, systemology, etc.

It was examined state awards as a resource of influence on the process of formation of political consciousness and culture. It was revealed the specificity of the use of state awards in the national political and cultural practice. The niche of state awards institutionally is in the structure of political symbols, and therefore entirely covers the functions of political symbols. Communication means, control and cognitive function is distinguished among the most significant general-symbolic functions. However, state awards have their inherent and own functions: political, stimulating, ideological, social, symbolic, diplomatic. It was found out that the modern domestic awards practice has traditional affinity with the period of Soviet statehood which left a significant political and cultural imprint, although work on the creation of the national awards system in Ukraine began immediately after proclamation of independence. State awards obtained their legal definition on March 16, 2000 with the adoption of the Law of Ukraine "On State Awards of Ukraine". By that time a rather holistic system of distinctions has already been formed which could mark the merits of almost all spheres of public life. This law distinguishes such types of awards: Hero of Ukraine title; order; medal; nominal firearms award; honorary title of Ukraine; state prize of Ukraine; presidential award. The title of the Hero of Ukraine is the highest degree of distinction, its assignment, depending on the grounds, includes the awarding of an order of the "Golden Star" - for doing a prominent heroic act, or an order of the state - for outstanding work achievements. Often, presenting of state awards is an artificial attempt to create a cause for strengthening the social image of the government among the public, and in particular the wide range of awardees. So, six medals out of ten in Ukraine are commemorative and jubilee. Typically, the number of people presented by them is measured by hundreds or even by thousands. They are presented not for a particular merit, but as a reminder that the authorities are aware of pre-committed heroic deeds or events and persons involved in them. At the same time such awards represent a form of historical memory, contribute to emphasizing certain events of the past. In general the use of state awards as a mechanism of ranking political and historical priorities is a widespread world practice. In this context the Polish "East Cross" award is a sign of gratitude, respect and memory for those people who helped the Poles who were persecuted because of their nationality in the East in the years 1937-1959. The initiators of the award introduction focused on the award Yad Vashem - "Righteous among the Nations". The political and cultural orientation of state awards is also seen in the nomination of state awards. There are four state awards: Taras Shevchenko National Prize of Ukraine, State Prize of Ukraine in the field of architecture, Oleksandr Dovzhenko State Prize of Ukraine, State Prize of Ukraine in the field of education are oriented at leaders who are capable by virtue of their profession to convey a certain ideology to the society. And only the State Prize of Ukraine in the field of science and technology allows nomination of representatives of other professions. Each system of state awards under the condition of well-balanced domestic policy is formed in accordance with the strategic directions of social development and coordinates the demands of the society with the state interests. The lack of such coordination can cause a crisis of legitimacy of awards and as a consequence - distrust of state institutions, doubt in correctness of public policy and social justice. The authority of state awards and accordingly their positive influence on the political consciousness of society greatly undermine misunderstandings that arise periodically around their awarding. So, despite significant cultural devaluation, state awards are not only a political symbol, an attribute of the country, stimulus for hard work and an effective resource of influence on formation of political consciousness. With proper information campaign, schooling and education, the positive effect of this resource can be strengthened in times. Qualitative visualization of award procedures should be ensured by using the potential of political rituals with broad involvement of the media. Presenting with high state awards must be the subject of television shows and be displayed in systematically adjusted social advertising.
