The article attempts to analyse the Polish experience relating to the integration of immigrants in a broad macro-historical context, mainly European. The article starts with the presentation of the theoretical conceptions of integration. Next, different challenges of the European socio-historical context of integration and integration policies in Europe are presented. Subsequently, the concepts and practices of the integration in Poland as well as the present state and the prospects of development of the field are discussed in relation to internal and external conditions. The text shows the integration of immigrants as affected, on one hand, by Europeanization and globalization, and on the other, by the Polish special circumstances linked both to a wider social context and to the characteristics of the immigration to Poland.

Opis:
The dynamics of the integration process varies in case of the first and the following generations of emigrants. It is quite challenging though to describe all the details of the integration process of Polish migrants to Ireland due to the short period of Poland’s membership in the EU. However, it is important to analyze the barriers which are becoming more and more visible on the way to integration of the first “pioneer migrant generation”. The aim of the paper is the multi-dimentional analysis of the factors impeding Polish migrants’ integration into the Irish society. The analysis refers to the empirical research based on the technique of in-depth interviews. The main focus is on the two aspects of integration: the social and the cultural ones. The social aspect of integration includes: career trajectory, participation in the social life of the local community and interpersonal relations. The cultural aspect of integration includes: language skills, values and behavioural patterns as well as everyday culture and rituals. The analysis focuses both on individuals and on institutions, that is the activities of Polish-Irish associations, and stresses the factors impeding the integration process of Polish migrants. Those factors can be divided into: social factors such as weak ties with Irish people and institutions and desire to come back to Poland; cultural factors such as insufficient language skills and lack of knowledge of norms and behavioral patterns; legal factors such as reluctance to acquire Irish citizenship and unwillingness to participate in the Irish political life; and finally, spatial factors that is lack of contacts with the Irish people in the migrant’s local communities.

Opis:
As multiculturalism in the United Kingdom passes to a ‘post’ phase of existence, at least in academic and political discourse, it is important to consider the lingering impact of over fifty years of its presence in the form of Race Relations and integration measures. This article aims at a critical reassessment of the overarching strategies that have developed over the last half-century in relation to the integration of immigrants by putting the legacy of British multiculturalism into a firm historical and socio-political context; by marrying immigration and integration policies with normative models of integration in the hope of drawing a certain causality between them; and finally by highlighting the changes that have taken shape amidst the continuity of certain shared principles or frames of reference. The first part of the article looks at immigration and integration policies in Britain through a historical perspective; the second section delves into the concept of integration itself and its complex manifestations in British politics and policies; finally, a critical review of the development of these policies and their 21st century manifestations and outcomes are discussed in the third section. The analysis shows that the United Kingdom has, over the last decade, seen an ever-stronger intertwining of immigration and integration policies towards a robust civic integration approach, made evident in the introduction of citizenship and language testing schemes and strict pre-conditions on entry. Meanwhile, the turn in anti-discrimination legislation has been rather subtler. It has extended its reach to other areas of inequality, focusing on more pressing, or less contentious minority group support, such as women and LGBT rights, whilst retaining a measure of ethnic and national minority protection.

The article fits into the current debate on how to put integration policies that are adopted at the national level into practice, and how are local governments trying to respond to the problems of diverse immigrant communities.

Opis:
The purpose of this paper is to assess the level of economic integration of Polish national in rural Ireland and to analyse the non-economic determinants of this process in the context of the EU 2004 enlargement. The paper focuses on a micro level analysis of migrants’ economic integration and a macro level analysis of the Irish labour market impact on migrants’ integration during the period of economic prosperity between 2004 and 2007. It explores neoclassic economic theory, NELM theory as well as dual labour market theory and network theory to assess migrants’ integration with the labour market. The paper is based on the main findings of a research study conducted in 2007 in all four provinces of the Republic of Ireland. The study employed mixed methods, including: literature review, face-to-face and electronic surveys, elite interviews and a focus group discussion. The research findings revealed that Polish migrants in rural Ireland were a well-educated and highly motivated workforce and not the resource-poor from the most impoverished provinces of Poland as one might envisage. They were either employed or in education prior to migration. The choice of the migration destination was largely determined by the Polish migratory network and work opportunities in rural Ireland. Most of migrants indicated temporality of stay. Many factors influence the permanency of stay, not least the economic trends in both Ireland and Poland but also life opportunities and sense of life stability. Due to the high market demand for unskilled and semi-skilled workers, most of the respondents were employed but the research found ‘an occupational gap’ in the employment patterns and significant levels of underemployment among migrants. However, the Irish authorities did little to capitalise on this potential opportunity. Finally, the paper presents how work conditions, including nationality represented at work or language used at work impacted on integration. It is concluded that the ‘brain drain’ experienced in Poland was mirrored by a ‘brain waste’ in Ireland.

The issue of the educational system should be one of the main points in the discussion about the integration, assimilation of immigrants, and multicultural societies. Since the introduction of compulsory schooling, the school became one of the main instruments to integrate the young generation into a society and culture, to provide the most equal opportunities for individual development, to acquire knowledge, skills or professional qualifications. On the macro-level we are asking if the educational system works properly in the society as a whole. On the mezzo-level, the problems of local communities and individual schools are raised. Finally, on the micro-level, we consider the needs of individual pupils or classes, their educational opportunities, aspirations and motivations, but also their feeling of discrimination.

In the great century of Jewish migration, from the end of the eighteenth century into the 1920s, when over four million Jews left central and eastern Europe and headed for new lands, the humble, ubiquitous and despised occupation of peddling served as the vehicle which propelled them outward. Jews had peddled for centuries in Europe, as well as in the Muslim lands of the Ottoman Empire and in North Africa and it had a deep and complicated history as a pillar of Jewish economic life in these pre-migration settings. But its very nature played a crucial role in the ways in which Jews experienced their migration, encounter, and eventual settlement in the places to which they went. This paper looks at the connection between Jewish peddling and the great migration of the long nineteenth century when the locus of Jewish life shifted to the “new world,” the world opened up through European colonization and settlement.

Opis:
A high level of adherence with Catholicism is one of the cultural similarities between the cohort of Polish immigrants living in Ireland and the rest of the Republic of Ireland’s population. Sharing the same religious beliefs seems to be a social bridge that accelerates mutual acceptance and adjustment at the time of massive migration. Therefore, the article aims to evaluate the integrative function of institutional religiousness. The fi ndings show that both the Polish immigrants and the natives tend to separate from one another instead of integrating, though. With regard to the bonding function of institutional religiousness, a high level of intercultural competence among religious leaders is required. It is evident, however, that neither the Irish Catholic church nor the chaplaincy for Polish immigrants have such skilful and integrative leaders.

This study answers the question of what integration attitudes Polish migrants hold towards their adaptation process into the Irish society. To investigate this problem the acculturation perspective was applied. Behavioral and attitudinal aspects of migrants' acculturation strategies were investigated. The results indicate that separation and integration were the predominant acculturation strategies for the examined sample. In relation to the participants' acculturation behavior, the separation option was most often applied, followed by the integration alternative as the second choice. Regarding the respondents' preferences for particular strategies the results are the inverse, indicating preference for the integration strategy over separation. These findings may be explained by several factors such as the participants' proficiency in the English language or their intention to stay or return to the home country.

Migrations of rural people have long tradition and specific characteristics in Poland. They arę incomplete, cyclical and they uphold traditional forms of life. The main effective cause is here the character of great-area economy, where centre countries take advantage from countries on periphery (specially - their labour force). These aims were imminent in Nazi plans named "Grossraumwirtschaft" (H. Kahrs) and the same are inherent in present plans of European integration (D. Diner). Each time the basic condition is to remove small landholders from their property and change them into 'wandering workers'.

The debate on adding stricter requirements of civic knowledge to previously existing language tests, shows how diverse the expectations towards citizenship applicants are. The paper explains why the recent introduction of citizenship tests has raised controversy. The tests are questioned in two ways. Firstly, there are doubts whether applicants for naturalization should be tested at all. The most problematic aspect of those requirements is the intention or effect of raising barriers to naturalization among long-term resident immigrants. It is debatable whether a citizenship test is an instrument of civic integration, or just on the contrary, of exclusion from the community. Secondly, the controversy focuses on the kinds and contents of the citizenship tests. The study shows that the requirements and expectations toward new citizens are varied. Although, in some cases civic tests are a serious obstacle to citizenship acquisition, the question whether they also might be a tool of integration is still open.

Opis:
The article analyzes the discourse in social sciences on the process of adaptation of migrants to a host society. The discourse is based on „integration theories”. Such an approach creates some difficulties and drawbacks. Therefore, an alternative approach grounded in empirical data on Chechen refugees in Poland is presented. The model is based on the concept of „adaptive strategies”. A „strategy” stresses human agency over structural pressures. The adaptive strategies of the Chechens in Poland are expressed in two contexts, i.e. a host society, explained by „new assimilation theories,” and transnational space. The strategies are applied in the process of reconstructing everyday life and while entering the social structures of the host society. The Chechens in Poland reconstruct their everyday life following patterns acquired in Chechnya. What is more, they use modern technologies to reproduce Chechen culture in Poland. Since the assistance offered by the Polish governmental and nongovernmental institutions to refugees and asylum seekers is insufficient, it often happens that the Chechens in Poland can receive support only from members of their own community in Poland. Owing to that support they are able to survive and adapt to the new environment.

The article is devoted to the opportunities and the constraints of the quantitative approach in studying migrant integration in Poland. It is argued that taking into account the specific character of the inflow of foreigners to Poland, the small number of migrants and temporariness of mobility, some special methodological solutions are needed, regarding mainly the sampling procedures. At the same time, it is claimed that the representativeness of the results should be targeted. Taking into account the existing limitations, the article recommends first of all quantitative studies of selected groups of migrants and areas where they are present. The methodological reflections demonstrated in the article are based on two quantitative research projects conducted by the Centre of Migration Research, University of Warsaw.

In terms of immigration flows, Poland is not only a transit country but also a place where increasing numbers of immigrants from the European Union and outside of it decide to settle down. At the same time our knowledge of the immigrants’ integration processes is very scarce. This article, based on the recent research data from the Lesser Poland region, sheds new light on the adaptation processes within the largest immigrant communities in this part of the country. It employees the ethnosizer (Constant et al. 2009) – an index which enables a quantitative assessment of the ethnic identity of immigrants – adapting it to the Polish migration realities. The authors critically evaluate the ethnosizer’s utility for future in-depth research on the integration of immigrants in Poland pointing out its weak and strong sides. The study analyzes four largest immigrant groups which reside in the region of Lesser Poland, namely: Armenians, Ukrainians, Vietnamese, and immigrants from MENA countries. The results indicate inter alia that Armenians and Ukrainians are the most integrated immigrant groups, while the Vietnamese are the most likely to opt for the separation strategy.

The increased demand for refugee admissions and resettlement in developed countries makes it important for host countries to understand the refugee integration process. Yet, the literature on processes and pathways driving and facilitating integration is under-theorised, poorly understood, and in need of systematic research. This paper contributes to advancing our understanding of integration processes and the interaction between individual actions, social connections, and structural pathways by using the analytical framework of Merton’s (1968) theory on goals and means. Australia has been involved in the UNHCR resettlement program since 1977 and is one of the top three resettlement countries in the world. Despite considerable experience and policy and program efforts, humanitarian migrants experience lower economic and social integration than other immigrants, even after controlling for a range of factors such as human capital or pre-migration experiences. Drawing on data from an ethnographic study with recently settled South Sudanese refugees, and a longitudinal survey of humanitarian migrants in Australia, I demonstrate that the main reason for this poor outcome is a lack of accessible pathways to refugee migrants. I conclude by discussing the merits of host countries focusing their settlement policies on the processes of integration to ensure that resettled refugees have accessible pathways to turn their personal resources into economic and social participation.
